Purpose of the Consultancy:

At the end of this initiative, the following outcomes are expected:

  1. Improved process of data collection/ capture and analysis of adolescent mental health service delivery (based on the M&E Plan of Adolescent Health and Development Programme).

  2. Increased competency and self-efficacy of care providers (health, social workers, guidance counsellors, and teachers) of Adolescent Friendly Health Facilities (AFHF) on mental health and psychosocial support services (MHPSS).

  3. Increased awareness of stakeholders on the MHPSS needs of adolescents.

How can you make a difference?

Tasks:

  • Technical support to National Government Agencies implementing community-based MHPSS through modelling and

documentation of the integration of Adolescent Mental Health in UNICEF priority areas.

a) Support the DOH in the enhancement of the Peer Support Group Play book;

b) Technical support in the development, implementation and coordination of the technical initiatives under the MHPSS such as functionality of the technical platforms, training and capacity building, need assessments etc.

  • Contribute to the improvement of quality and efficiency of health service delivery for adolescents and young people

through the use of standard HEADSSS tool and integration of basic MHPSS in the local service delivery network.

e) Technical support to the roll-out and promotion of the use of HEADSSS Assessment Tool to UNICEF supported

areas;

f) Technical support to strengthen the service delivery network (The Key Assistance for Developing Adolescents Network Playbook 6 of DOH) for adolescents in UNICEF-supported areas through integration of basic mental health and psychosocial services;

g) Technical support to establish MHPSS chatline and promotion of online mental health services to UNICEF supported areas.

  • Strengthening the capacity on the provision of adolescent mental health services of healthcare and non-healthcare

providers, in collaboration with the DOH, DepEd, CWC, and NYC.

i) Pilot-testing of Adolescent Mental Health Training Program for healthcare and non-health care providers with

recommendation of the results to the DOH, Dep-Ed, CWC, and NYC.

  • Development and implementation of the MHPSS SBCC Plan and subsequent sharing of results through the knowledge

products developed by UNICEF to identified strategic stakeholders (NGAs and NGOs).

j) Support the H&N SBCC Specialist in crafting the MHPSS SBCC Plan.

k) Support in the development/enhancement of knowledge management systems of strategic stakeholders.

Deliverables:

- Recommendations and inputs on the development of IEC materials and session contents of the Peer Support Group for Youth- Playbook 5.

- Feedback and technical inputs to the Adolescent MHPSS Training program and M&E tools. - Adolescent mental health topic integrated into the Peer Education Standards. - Adolescent MHPSS topic integrated to the Adolescent Friendly Health Facilities (AFHF) in KOICA-supported areas. - M&E Consultant supported in the preparation of the regular technical donor reports for Give2Asia, DFAT-BRAVE, and KOICA-TP. - Coordination with UNICEF supported sites and promotion of the use of HEADSSS tool in AFHF, teen centers, and schools. - Situational Analysis for Children and Adolescents with UNICEF supported LGUs conducted to identify the mental health and psychosocial needs as basis of planning for integration of Adolescent MHPSS to SDN (assessment reports).

- Mapping of the MHPSS resources in UNICEF supported LGUs and crafting the of MHPSS referral pathway conducted and documented. - Kaibigan Wellness Chatline functional and regular data and updates available for UNICEF and DOH/CWC/NYC. - Oversight mechanisms for the MHPSS chatline functional to monitor the progress and address the concerns. - Evidence of coaching/mentoring and psychosocial support to chatline volunteers (as needed). - Reports reviewed and timely feedback provided to the implementing partner. - Recommendations for the absorption of the chatline functions under the government system developed.

1. Training design and alignment of the existing MHPSS standards of DOH and UNICEF. 2. Pilot-testing of Adolescent Mental Health Training for healthcare and non-health care providers in UNICEF-supported areas and national level.

3. Finalization and endorsement of the training package developed by UNICEF to DOH, DepEd, CWC, and NYC.

- Technical review of the MHPSS SBCC Plan completed. - Consolidation of knowledge products on Adolescent Mental Health resources, including tools, references, training modules to be shared with different government and non-government partners.

To qualify as an advocate for every child you will have…

Education:

• University degree on disciplines relevant to the following areas: Psychology and Mental Health Counseling, Public Health & Nutrition, Health Sciences, International Health & Nutrition, Family Health & Nutrition, Development Studies.

Work Experience:

• A minimum of five years of professional experience in social development planning and management in adolescent and youth development-related areas.

• A minimum of two years of professional experience and strong portfolio in implementing programs related to MHPSS and/or adolescent programming.

• Experience in provision of technical support and coordination with key national government agencies and other stakeholders.

• Previous experience working and coordinating with UNICEF, DOH and CWC highly desired Negotiation skills and leadership qualities highly desired.

Knowledge/Skills/ Competencies:

• A high level of ethical awareness, child protection lens, and integrity.

• With good computer skills, well-versed in online applications for webinars such as Microsoft Teams, Zoom, Meet, etc. is an asset.

Language:

• Fluency in English, both in oral and written communication, and knowledge of the relevant local language is an asset.
