Purpose of the Consultancy:

The consultant will provide technical assistance to Department of Health (DOH), Council for Welfare of Children (CWC), and National Youth Commission (NYC) UNICEF supported provinces to promote integrated approach to adolescent health and the operationalization of Adolescent Friendly Health Facilities.

How can you make a difference?

The technical consultant will provide technical support to DOH, NYC, CWC, UNICEF supported provinces in standardizing adolescent health services, development, and dissemination of the operational frameworks for adolescent health, capacity building of the managers and supervisors on adolescent friendly services planning and monitoring, and support the social and behavioural change efforts for promoting adolescent friendly health services.

1.3.2 Support to the development, dissemination, and monitoring of policies, strategies, guidelines and operational frameworks to support adolescents’ access to services:​​

Tasks:

  1. Development of protocol and strengthening of Health Care Provider Network in UNICEF sites as part of the functional AFHF operations.
  2. Development and dissemination of the AFHF Costing Toolkit.

Deliverables:

- Copy of the Health Care Provider Protocol developed under the UNICEF supported sites.

- AFHF Operational protocol.

- Institutional Contract awarded to Implementing Partner.

- AFHF costing toolkit presented to DoH and other partners.

1.3.3 Improve quality and availability of data on adolescent health and development to inform policy and programmes​:

Tasks:

  1. Support series of data analysis, capacity building and dissemination of National Youth Assessment Study, Philippine Youth Development Plan and Longitudinal Cohort Study and AHDP review.
  2. Develop Position Paper on Adolescent Health.
  3. Technical assistance to the conduct of AFHF assessment and landscape analysis of the existing health accreditation systems.

Deliverables:

- Three workshops related to NYAS facilitated.

- Recommendations on utilization of NYAS as inputs to PYDP.

- Summary of Updates on Longitudinal Cohort Study and UNICEF action points.

- At least 1 position paper to be used for resource mobilization activities under Adolescent Health.

- Reviewed landscape analysis report, summary and presentations endorsed by DoH.

1.3.4 Strengthened capacity of service providers to deliver quality and adolescent-friendly services:

Tasks:

  1. Provide technical assistance in the implementation of teen pregnancy programs such as DFAT and KOICA funded Joint Programs on Teen Pregnancy.

Deliverables:

- Adolescent health related data analysis and evidence from the field compiled and integrated in the annual plans of UNICEF supported provinces.

- Recommendations on the modality of implementation of activities supported through key donors such as KOICA, DFAT.

- Data quality assurance and case studies as and when required by donors.

1.3.5 Strengthened institutional capacity to coordinate and monitor government programmes for adolescents and young people at the sub-national levels:

Tasks:

  1. Provide technical assistance in the finalization, modeling and roll out of Youth Friendly Local Governance Indicators.
  2. Support reactivation and operationalization of the AHDP TWG with NYC and DoH as lead convener.

Deliverables:

- Recommendations on modeling of SGLG indicators in at least 2 UNICEF sites

- At least 4 AHDP TWG meetings convened.

- AHDP TWG workplan integrated in NYC work plan.

1.3.6 Improved children/adolescent and youth participation through effective Strategic Behaviour Change Communication:

Tasks:

  1. Provide Technical Assistance in the implementation of RCCE COVID 19 Youth Engagement HPD.
  2. Support preparations and activities related to Phase 2 closing and completion for Power of Youth (ING).

Deliverables:

- One HPD on Youth Engagement finalized and implemented.

- Documentation (1) of Youth Engagement on COVID 19 completed.

- KOBO tools completion and input to donor report – closing (1).

1.3.7 Support to LGUs to strengthen delivery of comprehensive, coherent, and coordinated adolescent programs (adolescent friendly health facilities) with adequate funding:

Tasks:

  1. Provide technical assistance in the conduct of LGU Sitan , planning workshop and implementation of action plans in support to deliverables under 1.3 and integration with Nutrition and Injury Prevention.
  2. Support MFO in convening Adolescent Health stakeholders for BARMM and develop similar package of support.

Deliverables:

- At least 4 LGU SITAN and Action Plans developed (CDO, Zamboanga del Norte, Samar, BARMM).

- (1) BARMM Adolescent Health SITAN and Action Plan developed.

[1.3.8] Quality adolescent care and services improved through Strategic Behaviour Communication Change and effective parenting programmes for adolescents:

Tasks:

- Provide technical assistance in developing SBCC plan under the Teen Pregnancy programs.

Deliverables:

- (1) SBCC Plan for Teen Pregnancy Program (KOICA and DFAT).

Education:

• Advanced University degree on disciplines relevant to the following areas: Adolescent Development, Adolescent Health, Community Development, Public Health, Psychology, Health Sciences; Public Administration, Project Management.

Work Experience:

• A minimum of seven years of professional experience in the field of Adolescent Health and Development and Youth Engagement. • Experience in provision of technical support on Adolescent Physical and Mental Health, Integration of Adolescent Concerns in cross sectoral issues, coordination with key national government agencies and other stakeholders; demonstrate experience in carrying out similar assignments. • A high level of ethical awareness, child protection lens, and integrity. • With good computer skills, well-versed in online applications for webinars such as Microsoft Teams, Zoom, Meet, etc. is an asset. • Previous experience working and coordinating adolescent health and youth development programs with UNICEF, DOH, LGU highly desired. • Ability to work efficiently and deliver committed outputs within agreed timelines and deadlines.

Language:

• Fluency in English, both in oral and written communication, and knowledge of the relevant local language is an asset.
