Job Description

The IRC is working in Libya since 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies. There are significant gaps in the response, according to Libya’s Ministry of Health (MoH), the Libyan Red Crescent, UN agencies, and international NGOs. IRC’s team in Libya has the specific goal of reaching those in the hardest hit areas to beneficiaries of all ages and gender, both Libyans and third-country nationals. The emergency health activities will be focused on supporting essential primary health care. The reproductive health activities will specifically target women and girls. IRC’s emergency team is engaging local communities and empowering them to ensure they have equal access to health services while mobilizing outreach medical teams to maintain proximity to the people in need.

The Libya INGO Forum (LIF) is an independent network of 27 international non-governmental organizations (INGOs) implementing humanitarian and development programs to respond to the needs of the most vulnerable population living in Libya. The LIF provides a platform to facilitate the work of its members and support them to address key issues of common interest efficiently and effectively.

Job Overview/Summary

• Adhere to LIF policies, guidance and procedures in defining and coordinating the LIF strategic advocacy response

• Lead the work of the LIF Advocacy working group

• Produce, edit and policy review of LIF materials and information.

• Represent LIF at advocacy coordination forums

• Prepare and regularly update analysis, updates, key messages, talking points and briefing materials by gaining a wide familiarity with policy debates in Libya relevant to the LIF.

• Liaise and collaborate with relevant stakeholders and represent LIF in relevant forums/cluster/working groups.

• Coordinating internal and external communications

• Other tasks as required by management

Major Responsibilities

Policy/Advocacy

• Lead advocacy efforts called for by the LIF membership/Steering Committee and ensure policy positions are grounded in reality.

• Chair and strengthen the LIF Advocacy Working Group and ensure the timely production of advocacy and influencing materials/products.

• Update and implement the LIF advocacy strategy in collaboration with the members.

• Build a network with advocacy and other relevant staff in external agencies.

• Ensure that LIF advocacy actions and products present a balanced view and support the needs/rights of vulnerable people in Libya.

• Stay up-to-date on humanitarian, political, social and security issues relevant to Libya and the wider migration response

Information Sharing/Communication

• Coordinate the LIF advocacy efforts and liaise with external advocacy partners such as donors and foreign governments, INGO platforms, humanitarian actors and others to strengthen advocacy efforts related to Libya.

• Collect, analyze and share information relevant to members and external stakeholders, with the goal of influencing policies and improving protection space.

• Ensure effective communication for all advocacy and influencing issues related to the Forum.

Coordination

• Coordinate the work of the LIF advocacy working group.

• Ensure effective and consistent communication and engagement with the UN, national NGOs, local authorities, donors, embassies and other stakeholders.

• Coordinate with external stakeholders (government, donors, UN, local organizations, etc.) to share information and pursue issues of interest to LIF members.

Communication

• Support the production of LIF communication products.

Representation

• Ensure that INGO positions on specific issues are well represented at relevant platforms and meetings; and as much as possible promote representation by INGOs themselves.

Management

• Support the LIF with donor reporting and proposal development.

Job Requirements

• Master’s degree in Political Science, International Law or related field.

• At least 3 years of experience in a conflict or post-conflict setting with an INGO.

• Relevant work experience in policy analysis, advocacy strategic planning, communications, research, media, data gathering and/or information management.

• Experience from working in an advocacy project implementation position in a humanitarian/recovery context

• Knowledge of migration-related issues and EU migration policies strongly desirable

• Familiarity with humanitarian principles and response architecture (such as UN-led coordination mechanisms).

• Knowledge of the Libya context and of migration dynamics desirable

• Strong communication, inter-personal, facilitation and diplomatic skills.

• Fluency in English, both written and verbal, with strong writing and editing skills. Knowledge of Arabic is a plus.

• Excellent computer skills. Experience with web design or maintenance, and/or with graphic design or layout a plus.

• Ability to facilitate meetings and trainings;
