Background Information – Philippines Established in 2016, UNOPS Philippines provides expert support to ensure sustainable project management, procurement and infrastructure activities in projects. With funds from the European Union (EU), UNOPS supports the Supreme Court, the Department of Justice, and the Department of the Interior and Local Government under the Governance in Justice (GOJUST) Programme (GOJUST2) through procurement, logistics, and grants management to push forward the justice reform agenda of the Philippine government through innovations and interventions; as well as providing grants to civil society organizations to improve access to justice of marginalized groups. In the Support to the Bangsamoro Transition (SUBATRA) Programme, UNOPS is working with the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Government strengthening capacities of the executive, legislative and judicial branches to ensure a smooth transition, also with funds from the EU. In the health sector, UNOPS works with the DOH / ADB in the HEAL project (Health System Enhancement to Address and Limit COVID-19).

The UNOPS Philippines Office is part of the UNOPS Cambodia Multi-Country Officer (KHMCO), which provides oversight, support and services to UNOPS operations in the country offices.

UNOPS Philippines is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio of projects and programs in the infrastructure, logistics management, procurement in health, rule of law, and governance sectors and subsequently is looking for qualified and committed experts. With a mandate in infrastructure, and experience in most infrastructure sectors, UNOPS is looking to be more visible in the area of reconstruction and recovery in the Philippines. UNOPS supports humanitarian, recovery and sustainable development projects by providing infrastructure, procurement and project management services. Project Background Information – ADB HEALThe Health System Enhancement to Address and Limit (HEAL) COVID-19 project (2020 - mid 2022) funded by the Asian Development Bank (ADB) aims to assist in scaling-up the coronavirus disease (COVID-19) emergency response of the Philippines Government while strengthening the Philippine Health System to become more cost-effective and sustainable.

Under the agreement for the HEAL project which is lodged at the Bureau of International Health (BIHC) of the Department of Health (DOH), is mandated for the establishment of isolation facilities in thirteen (13) DOH hospitals to ensure infection control as well as to the molecular laboratory of two (2) DOH hospitals for COVID-19 diagnostics. This is accomplished by the Bureau of International Health Cooperation BIHC), in collaboration with the Health Facilities Enhancement Program – Management end-users, suppliers and recipient health facilities. The timely construction of the Isolations Facilities and Molecular laboratories is essential for the management of COVID-19 related cases.

In relation to the construction management for the 13 isolation facilities and 2 BSL-2 molecular laboratories, UNOPS has partnered with the DoH and is providing Technical Assistance though the provision of site supervision consultancy services to the DoH.

The availability of the key equipment and new infrastructure will strengthen the ability of the health system in the Philippines to effectively treat COVID-19 cases. The expected outcomes of the project are:

  1. Strengthened preparedness and response capacity of the Philippines health system in regard to prevention, diagnosis and treatment of COVID-19;
  2. Reduced COVID-19 transmission and increased safety of the local populations.

Functional Responsibilities

Under supervision of the Senior Project Manager, the Lead Construction Management Engineer will be responsible for the following tasks: 1. Technical Leadership, Team Management, Risk Management and Quality Assurance - Provide substantive support to the Sr. Project Manager in the project planning, implementation, monitoring and control throughout the project life cycle. - Mentor and assist technical personnel and project team in planning, execution and project delivery including but not limited to construction management, works supervision, contract management (FIDIC), change control, quality management, HSSE and other infrastructure-related areas of expertise, ensuring incorporation of best practice of infrastructure project management process. - Work closely with the Programme Management Office (PMO) to ensure those project management policies, processes and methods are followed and practiced according to the UNOPS standards, best project management practices are promoted, and overall assurance of projects is provided. - Identify and anticipate in a timely manner potential risks and issues through infrastructure expertise and knowledge, advise on mitigation measures and ensure implementation thereof, and escalate critical issues/risks to the Sr. Project Manager in order that maximum benefit to partner(s) and other stakeholders is achieved. - Provide advice and support on the preparation, quality and proper management of infrastructure projects documents (including infrastructure-related documentation such as site assessments, design package, contract management and works supervision documentation, as-built design, testing and commissioning reports, change orders, completion and hand-over certificate, etc.). - Review design documentation, specifications and other project documents and provide recommendations to meet the required quality and detailing. - Advise and provide expertise/support to the assessments of contractors' technical capacity to deliver. - Advise and assist with technical input to proposals, including but not limited to project planning, governance, and approach considerations. - Facilitate the engagement and provision of high quality results and services of the team and supervised through effective work planning, performance management, coaching, and promotion of learning and development. - Provide oversight, ensuring compliance by team members with existing policies and best practices. - Lead in the resolution of technical issues that may arise in the various sites between contractors and the PMO staff implementing the design and specifications as provided in the construction contracts.

2. General Construction: - Support the Sr. Project Manager and project team to plan and coordinate work activities. - Support the Sr. Project Manager and project team in providing data and information about project work for reporting purposes. - Provide support and guidance to technical personnel and project team members in resolving site issues, problems and concerns. - Provide regular updates to the Sr. project Manager summarizing all project matters including quality, health and safety, environmental, as well as any issues relating to possible delays, cost overruns, variations and any other matter related to the project. - Responsible for the review of progress reports on construction activities, according to the agreed timeframe of works and submission of such on a regular basis. - Review and assess the project closing plans, archiving of cost and progress reports and hand over all related reports.

3. Construction Supervision, Governance, Monitoring and Reporting - Responsible for timely delivery of the expected outputs. - Establish, evaluate and assess work schedules and programmes, including the comparison with the schedule baselines. - Conduct site visits for all projects and verify that works are consistent with the project technical specifications and inform promptly of eventual deviations. - Support the overall management of works implementation to ensure construction works are completed on time, within budget, and to quality standards. - Provide spot checks of supervision of the project work progress and quality for on-time delivery. - In coordination with DOH, review and verify the contractor’s monthly progress invoice. - Assist the Sr. Project Manager in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, and client hand-over documents, and contracts close-out reports.

4. HSSE & Quality: - Significantly increase awareness of health and safety, ensure implementation of the GoalZero approach (zero incidents, zero injuries, and zero accidents), and completion of actions to improve health and safety. - Cultivate a GoalZero mindset with actions such as identifying and addressing health and safety risks, monitoring the adherence to health and safety requirements through inspections and reviews, and engaging others to embed a safe working culture at UNOPS workplaces. - Support Project Managers develop and monitor their respective Quality and HSSE plans.

5. Project Management: - Consult and collaborate with colleagues and partners to ensure linkages, consistency, and harmonization of approaches and compliance with guidelines, framework, and standards of accountability, integrity and performance. - Ensure proactive construction risk identification and assessment and implementation of adequate mitigation measures. - Monitoring and reporting - regularly review project status, quality, evaluating performance criteria. - Quality assurance - help ensure compliance with UNOPS defined standards for construction supervision. - Provide advice on work packages that may need to be brought back on track.

6. Knowledge Management & Innovation: - Assist in providing training and technology transfer to national personnel and contractor’s personnel and advice on good construction practices, good environmental management practices, and appropriate health and safety standards during construction. - Contribute to identifying Risks, Lessons Learned and Issues and enter relevant information in OneUNOPS project following the Supervisor’s approval; - Contribute to knowledge networks and communities of practice by synthesizing lessons learnt and dissemination of best practices; - Contribute with feedback, ideas, and internal knowledge about processes and best practices.

Education

  • Advanced University Degree (Master’s Degree or equivalent) in Civil Engineering, Construction Management or any other related field is required.
  • A combination of a Bachelor's degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

    Certification:

  • Chartered engineer certification or equivalent is desirable.
  • PRINCE2, PMP or similar project management certification is an asset.

Experience

  • A minimum of 5 years of experience in civil engineering or construction management in an international organization is required.
  • Two (2) years of experience in civil works design and construction project supervision of significant magnitude and/or complexity, resource management, technical knowledge and application of standards is an advantage.
  • Work experience in multi-cultural developing environments is desirable.
  • Experience in the UN system organizations and/or a developing country is desirable.
  • Experience in providing advice and oversight is desirable.
  • Experience in construction of at least one health facility in an urban location is highly desired.
  • Experience in vertical construction/medium rise building construction is an asset.
  • Excellent relationship building and communication skills, both internally and externally is desirable;
  • Experience in delivering technical advice and reports at all stages from initiation to final project delivery is an asset;
  • High proficiency with computers, and other software/ platforms related to the position's field of expertise such as “AutoCAD” (latest Versions – 2009 and higher), Microsoft Project and/or Primavera is desirable.
  • Good experience in working with the G-Suite platform including Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is desired.

Languages

Fluency in both written and spoken English is required.
