Purpose for the job

Stronger positioning of UNICEF as a knowledge broker for children in the MENA region is a cross-sectoral priority of the office. In this context, the Knowledge Management position in the Programme, Planning and Monitoring section, will strengthen knowledge management function in the region and the Regional Office throughout the full cycle – from prioritizing, implementation, organizing, sharing and use of knowledge on the situation of children and UNICEF programme implementation –in a holistic and systematic way.

How can you make a difference?

Under the supervision of the Regional Chief of Programme, Planning and Monitoring, the primary function of this post is to contribute to improve quality, availability, access and use of knowledge on children in the region and of the knowledge generated through the implementation of UNICEF programmes, including through documentation of country office ‘good practices’, experiences and evaluation; This includes organization of the knowledge on children obtained through implementation of research, studies, surveys, documentation and evaluations, guidance on its dissemination inside and outside the organization, and ensuring that knowledge is widely used for improving performance at regional and country levels.

The incumbent will also contribute to the UNICEF Global Knowledge Management excellence and UN regional collaboration on Knowledge Management, including with support to the regional knowledge and data platforms.

Summary of key functions/accountabilities:

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

1. Implementation of MENARO Strategy for Knowledge Management.

• Ensures that the existing mechanisms for implementation of the Strategy are well understood and properly applied by all programme staff

• Drives the identification of existing knowledge gaps on children in MENA and prioritizing of actions to close them

• Provides hands-on support for the implementation of knowledge generation work on an individual basis as necessary, including through providing technical advice on methodological issues related to research implementation at regional and country level.

• Contributes to the internal UNICEF planning and quality assurance processes and ethical approval of analytical and documentation work by the existing internal and external mechanisms.

• Contribute to plan and monitoring the use of knowledge generated by UNICEF on the situation of children and on UNICEF programme implementation in the region.

2. Knowledge capturing

• Develops, in collaboration with the respective programme sections, analytical summaries, synthesis, fact sheets, and briefs, based on completed reports by the RO/COs, for use by a broad range of stakeholders.

• Contributes to collates existing knowledge on children in MENA to inform regular update on the situation of children in MENA region

• Contributes to capturing of internal knowledge on UNICEF programmes (what works or doesn’t, modelling, proof of concept, scale up etc.) through documentation of practices and lessons learned, in collaboration with other sections and country offices.

• Knowledge organizing and sharing

• Establishes and manages a consolidated system with validated databases with relevant knowledge on children and on UNICEF programmatic experience in the region, with easy-to-generate country-specific or thematic profiles

• Establishes, in consultation with Communications and IT sections a warehouse or identifies alternatives for easy access to knowledge products for children in MENA, produced both by UNICEF and external stakeholders.

• Identifies and supports innovative ways and platforms to best serve UNICEF's broader knowledge needs through sharing of existing knowledge, including through Sharing experiences across communities of practice and networks

3. Support to knowledge generation capacity strengthening

• Liaises with regional knowledge institutions on the latest research and studies on children in MENA, and ensures that reports/products are broadly disseminated.

• Maintains a regional roster of experts (individuals and institutions): evaluators and researchers who are able to implement a quality evidence/knowledge generation work relevant to UNICEF.

• Provides other necessary support to COs and partners on KM.

4. Represent MENARO in the Global Programme Excellence Team

• Contribute to the development, review and learning on Global Programme Excellence particularly on Global KM initiatives.

• Participate in the Global programme excellence team meetings.

To qualify as an advocate for every child you will have…

Education:

  • Advanced university degree in Social Sciences, Development Studies, Demography, Statistics or a related technical field.

Experience:

  • Five years of relevant professional work experience, including internal experience. Experience working in the UN or other international development organization, and field work experience an asset. Extensive practical experience in knowledge management and knowledge sharing strategies.

Language: Fluency in English and a second UN working language desirable (Arabic is a strong advantage).

Specific Technical Knowledge Required

  • Extensive knowledge and practical experience in knowledge management and knowledge sharing strategies.
  • Understanding of the workings of the UN system and preferably some years of employment within the UN system.
  • Strong conceptual and research analytical skills with the ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations.
