Duties and Responsibilities

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, the West Bank, and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East, with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. Mental Health and Psychosocial Support- Individual Service Provider BACKGROUND AND CONTEXT For nearly seven decades, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has been steadfast in its mission to ensure that Palestine refugee children have access to quality education. This commitment is rooted in the belief that education is essential for empowering children and youth to reach their full potential, enabling them to become active citizens and succeed in a complex, evolving world. Operating 711 schools across five Fields of operations, including eight secondary schools in Lebanon, UNRWA provides free basic education to nearly half a million Palestine refugee children. The agency also offers vocational training and higher education through eight vocational training centers (VTCs) and two educational science faculties (ESFs) teacher training institutes in the West Bank and Jordan. In the face of operational challenges, including the conflict in Gaza, West Bank occupation issues, the Syria conflict, unstable conditions in Lebanese refugee camps, and high poverty in Jordan, UNRWA's education program prioritizes the core values of quality, inclusivity, and equity. In 2019, UNRWA initiated efforts to enhance psychosocial support for Palestine refugees, aiming at fostering resilience and social inclusion. This involved strengthening the Education Programme's counselling approach through a partnership with the German Agency for International Cooperation (GIZ). Subsequently, in 2022, a new phase of collaboration was launched, introducing a project that aims at enhancing the capacity of school counsellors, teachers, school principals, and other educational staff in addressing students' evolving counselling needs within UNRWA schools. Integral to this initiative is the development of school counsellors' ability to support students experiencing trauma, with plans to extend this support to identified teachers and caregivers facing similar challenges. Aligned with the project’s core goal, a key aspect is the utilization of MHPSS materials, both internal and external, aimed at enhancing the well-being of students and teachers. Moreover, providing specialized training to teachers and school cadre is vital in strengthening their resilience and enabling them to effectively address evolving counselling needs among UNRWA students. UNRWA - HQA is seeking a Mental Health and Psychosocial Support individual service provider to support the project's implementation. The selected candidate will play a pivotal role in planning and executing initiatives to address trauma among teachers and caregivers in UNRWA fields of operation. They will provide guidance on effective referral mechanisms tailored to the unique contexts of these individuals. Additionally, they will be instrumental in identifying and utilizing existing MHPSS materials—both internal and external— to assist Education staff in implementing vital Mental Health and Psychosocial Support activities, aligning with the project's focus on enhancing well-being and resilience among students, teachers, and school cadre. DESCRIPTION OF DUTIES AND RESPONSIBILITIES: 1. Support the planning and implementation of initiatives designed to address trauma experienced by teachers and caregivers within UNRWA fields of operation and advise on the effective referral mechanisms according to their contexts. 2. Identify and evaluate existing materials, both within and outside UNRWA, to support Education staff in implementing MHPSS activities, including those designed to enhance the well-being of teachers and caregivers. 3. Lead the MHPSS training activities for school cadre, including for teachers, in normal and emergency contexts, support the development and roll out of the Teachers’ wellbeing initiative. 4. Coordinate with education and other UNRWA programmes, as well as Psychosocial/ Child Protection (CP) actors to implement PSS (Psychosocial support) and CP activities and services for students at UNRWA schools. 5. Support in establishing partnerships with pertinent organizations, UN agencies, and regional MHPSS networks to maximize psychosocial and protection services for Palestine refugees and UNRWA staff and achieve long-term sustainability of those services. 6. Perform any other related duties as required.
