The National Committees for UNICEF operate in 33 high-income countries, and their functions include advocating for increased action by governments and other decision-makers to respect, protect and fulfill children’s rights nationally and globally.

Country Relations is the Section in PFP in charge of leading the partnership and relationship with National Committees, coordinating with other parts of UNICEF, as appropriate. In particular, the Child Rights Programming and Advocacy Unit is in charge of providing the primary entry point for support to National Committees in their advocacy activities domestically and globally. In order to do so, the Unit works in close collaboration with all other relevant divisions and offices in UNICEF. The Unit has to ensure that UNICEF delivers to its commitment to provide access to relevant research, evidence, and information in support of National Committee advocacy strategies as mutually agreed in the Joint Strategic Plans.

This support is often provided through managing and facilitating information sharing to national committees from the relevant teams in Headquarters and Regional Offices, as well as promoting mutual learning and regular exchange among national committees, and between them and Country Offices when suitable. Ensuring that the knowledge is adequately captured, efficiently shared, and easily found is critical to facilitate effective advocacy, aligned with UNICEF policies and quality standards.

How can you make a difference?

Under the overall guidance and direction of the Chief of Child Rights Programming and Advocacy, the Knowledge Management Officer will be responsible for supporting the National Committees and the Country Relations Section with all activities pertaining to knowledge generation, exchange, dissemination, and support related to their advocacy function and other areas relevant to the work of the Section.

Knowledge generation (products):

  • Develop knowledge products related to the work of National Committees and UNICEF in the relevant areas, such as regular newsletters, factsheets, briefing notes, FAQs, reports, etc.
  • Maintain and develop new sections in the Intranet and related working spaces in SharePoint and other platforms as required. This includes working together with other sections/units to make sure that information is readily available and connected to other related sites/workspaces.
  • Develop and maintain similar information and knowledge management hubs, as required.
  • Document and package results obtained by National Committees in the relevant areas of work, good practices and lessons learned. Ensure that these are communicated internally to relevant audiences and contribute to regular monitoring and reporting mechanisms within the Division as needed.

Knowledge exchange and dissemination

  • Support activities that facilitate knowledge sharing and the access to and use of knowledge related to the unit’s agenda within the office and with external partners, when needed.
  • Support networking and exchange of knowledge between National Committees globally by maintaining the National Committee network and suggesting innovative ways of working in this regard.
  • Support the inclusion of National Committees members into the relevant Communities of Practice being led by other divisions, facilitating options for National Committees and Country Offices to exchange and share learnings.
  • Facilitate access by National Committees to the relevant sources of information in UNICEF HQ and Regional Offices, in order to support them to strengthen the quality and policy alignment of their work.
  • Act as an information contact point, together with other members of Country Relations, for information requests needs, and questions.

Knowledge management support

  • Provide support in the development and implementation of individual national committees’ KM implementation plans in all areas related to the unit’s agenda. This includes providing tools, templates, and guidance on how to capture, document, and organize relevant knowledge.
  • Provide support to the design and maintenance of data visualization projects related to National Committees efforts.
  • Lead and participate in KM working groups, network, and communities associated to the advocacy work of National Committees and UNICEF KM.
  • Support the implementation of the ECM project for the Country Relations section and NatComs, this include providing relevant training and support to staff regularly in accessing and managing documents, maintain mailing lists, manage permission access to document libraries and provide support in the set-up of other KM uses of UNICEF technology.
  • Maintain list of focal points and essential contacts to facilitate timely and accurate information flow.
  • Maintain the team's mailing lists up to date and use digital tools to measure their engagement and impact.
  • Together with key divisions and teams, organize coordination group calls, webinars, trainings and other knowledge exchange and learning opportunities on topics relevant to the agenda.

Deliverables

  • Regular advocacy newsletter and other knowledge products covering compilation of good practices and lessons learned from national Committees
  • Compilation of results achieved through the advocacy work of national committees; based on this information, contribution to PFP´s Annual Report and other dissemination materials.
  • Presentations and training materials for regular onboardings
  • Relevant intranet sections and SharePoint folders are regularly updated and maintained
  • E-mail lists and other collaboration tools are kept regularly updated and are proactively used
  • Briefing notes, meeting minutes, and related assets.

To qualify as an advocate for every child you will have…

Education:

  • A university degree in International Development, International Relations, Business Administration, or another relevant field.

Experience:

  • 2 years of work experience in knowledge management, (information management, learning, community management, communication, M&E). Concrete deliverables authored by the candidate will be required as part of the selection process.
  • Experience working with SharePoint and Drupal required.
  • Familiarity with the work of UNICEF National Committees on advocacy is an asset.
  • Familiarity with UNICEF’s Knowledge Management Strategy is an asset.
  • Experience working with Power BI and other visualization software is an asset.
  • Experience with organizing webinars, from design to post-event analysis is required.
  • Knowledge of international development and humanitarian work is a plus.
  • Knowledge of programme monitoring in international development is a plus.
  • Strong organizational, planning, and analytical skills.
  • Good judgment, initiative, high sense of responsibility, tact, and discretion.
  • Takes ownership and initiative and can work both independently and effectively in a team environment.
  • Strong interpersonal and relationship-building skills in interacting with colleagues at all levels.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

Language requirements:

  • Fluency in English is required, with excellent written communication skills. Knowledge of another official UN language is considered as an asset.

UNICEF PFP-Geneva is currently reviewing organizational changes; therefore, the exact future location of the post is still under consideration/to be determined. Candidates may be asked to commence duties remotely. Should the selected candidate be assigned and relocate to Geneva, they may later be asked to relocate and be assigned to another location during the initial contract or assignment period.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
