UNICEF has its only field office in Cotabato City, in Mindanao, southern Philippines. The city is the centre of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), a newly created Muslim-majority region that is the country’s poorest, and where the situation of children lags significantly behind that of children elsewhere in the country. Mindanao is conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?

The Knowledge Management (KM) Officer is primarily responsible for Developing a well-maintained knowledge management system that gathers, packages, maintains, distributes updated evidence for internal and external audiences, the goal of promoting best policy and programme practices in accelerating positive change for children; promoting a culture of learning and information exchange to strengthen programme design and implementation and; supporting the programmes teams to continuously identify and promote opportunities for innovations to accelerate results.

Under the direct supervision of the Deputy Representative for Programmes the post shall undertake the following tasks:

1. Knowledge Management Strategy: Lead the development and implementation of a clear knowledge management strategy and associated work plan for establishing UNICEF Philippines as a knowledge hub on children and the issues affecting them and for achieving its policy/advocacy objectives.

  • Advise UNICEF management, colleagues, and staff on knowledge management strategy and innovations and implications for action and policies proposed.
  • Support the Social Policy and Planning, Monitoring and Evaluation Sections to implement the Country Programme Evidence Strategy, with a particular focus on leading the design, planning and the on-going development of tools and approaches for the dissemination of programme information, best practices, lessons learned for sharing with target audiences
  • Support the Technology for Development Focal Point, in consultation with the Deputy Representative, ICT, and communications team to develop and manage on-line KM and strategic collaboration platforms to optimized strategic knowledge and information sharing and implement the Enterprise Content Management (ECM) function.

2. Data Driven Systems and Adaptive Programming: Promote and facilitate data-driven solutions for internal Programme-wide that are efficiently designed, developed, tested, and implemented to support rapid decision-making, learning and adaptive programming, and informed strategy.

  • Support the Social Policy and Planning, Monitoring and Evaluation Sections to implement the UNICEF Philippines Data for Children for Children Action Plan; support capacity for data collection, analysis, visualisation, storage and information management systems across the programme in consultation with Outcome and output managers.
  • Strengthened use of data to inform programme implementation, learning and results monitoring by strengthening; the use of data visualization and geo-spatial mapping support; data Analytics, Visualization, Storytelling (Use) for Programme staff.
  • Support programmes to consolidate, analyze and use information from; key performance indicator reports, infographic and other dash board applications such as the results tracker; real time data and information drawn from monitoring (situation, implementation and results monitoring) and trip reports; quarterly progress reports with partners; country office annual report; key research and studies.
  • Promote a culture of reflection and learning from practice; Support programme to use this data in reviewing Outcome TOCs, planning assumptions and risk analysis and by promoting adaptive programming approaches. Strengthen the use of data to influence policy dialogue and strengthen programme implementation, in close collaboration with the Project Monitoring and Evaluation (PME) and Programme Over Sight Hub (POSH) units, Social Policy Section and all Output teams.
  • Develop performance indicators to monitor the effectiveness of programme learning and the use of this information in influencing policies and programme decision-making.
  • Make occasional field trips to support and participate in assessment, validation and in developing evidence-based documentation.

3. Oversee the use of Technology Solutions to accelerate results in the programme to ensure all T4D-enabled programmes are efficiently designed, coordinated, managed and supported to comply with digital development principles in achieving results for children in development and humanitarian settings.

  • Promote a better understanding of, support for, innovations, and use of data and technology for development processes. Within UNICEF Philippines with the ultimate objective of contributing to a culture of learning within the office and among key partners, ensure rapid and accurate information and knowledge dissemination to key audiences.
  • In consultation with the Technology for Development Focal Point, engage with Programmes to understand their technology needs for programming and strengthen internal capacity within programme to integrate and manage Technology Solutions to accelerate results.
  • In consultation with the Technology for Development Focal Point, ensure quality assurance and oversight of the governance mechanisms for Technology for Development initiatives.
  • Maintain and monitor the progress of the CO Inventory of T4D/Innovation/Digital Development initiatives and maintain LTAs and contracts for these T4D/innovation activities .
  • Monitor and evaluate the use and effectiveness of best practice innovations and lessons learned and their dissemination among country office, regional and HQ colleagues.

To qualify as an advocate for every child you will have…

  • A University degree university degree in Policy, Research and Analysis, Social Sciences, Development Planning or another relevant technical field is required.
  • Advanced university degree in related fields is preferred.
  • A minimum of two (2) years of progressively responsible and relevant professional work experience is required in social policy, research, analysis, knowledge management or other relevant areas.
  • Background/familiarity with Emergency situations.
  • Experience working in international organizations or non-governmental organizations, and field work experience an asset. Background and/or familiarity with emergency is considered as a strong asset.
  • Fluency in English, both oral and written, is required. Knowledge local language of the duty station is considered as an asset.
