BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Finance Strategy 2024 is being defined in an environment of rapid change within the Finance(FIN) field, both within and outside WFP. Emerging technology in the market such as robotic process automation (RPA), machine learning and artificial intelligence (AI) present an enabling environment, if effectively adopted, to achieve enhanced cost efficiency and boost business insights provided to decision markers. As the function continues down its transformative path, there is a need to ensure that key learnings in terms of lessons learnt, best and common practices and learning and development initiatives are documented, preserved, and availed to the benefit of the global finance function. Accordingly, the function identifies the need to augment existing capacity in the form of a knowledge management consultant with a primary focus on driving holistic knowledge-broadening initiatives to empower field offices.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Chief, Finance Transformation & Field Support Branch (FINF) or designate, the Consultant will be responsible for (not limited) to the following tasks:

  • Lead the design and implementation of the finance function Knowledge Management (KM) strategy and implementation Work Plan in alignment with knowledge management priorities agreed upon with the finance leadership and in alignment with WFP headquarters' Knowledge Management strategy.
  • Explore opportunities to enhance the finance division's ability to retain generated knowledge by designing, implementing, and promoting the adoption of a knowledge one-stop platform (building on existing platforms such as WELearn as other platforms).
  • Build and nurture relationships with business counterparts (i.e other functional divisions and external partners) to understand and anticipate the direction of the business and ensure alignment and amendments to KM priorities
  • Communicate KM objectives, requirements, and process flow to ensure common understanding and prioritization for their smooth implementation.
  • Lead coordination efforts and counterparts within the division, Regional Bureau and Country Offices and on opportunities and support to activities connected with the Finance knowledge management initiatives.
  • Lead as the Finance knowledge management focal point in collaboration with stakeholders within and beyond the function for best practices, ensuring alignment and sharing of knowledge.
  • Support change management initiatives from the learning need perspective and in partnership with other functions to leverage available resources and expertise to promote a learning culture.
  • Propose change and continuous operational improvement that supports business capabilities by defining development needs and models of learning and recommending solutions that would address learning gaps.
  • Establish learning and development key performance indicators for KM initiatives in the global function and including coming up with data-driven analysis to inform decision-making.
  • Manage a team of staff, providing coaching, training, and guidance to ensure appropriate development and enable high performance.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

An advanced degree in preferably in one or more of the following disciplines: Human Resources, Learning & Development, Information Sciences, Political Sciences, Sociology, Economics, Business Management, Operations Management, Development Studies and International Development or elated areas. Additional qualifications in financial management are desirable.

Experience:

A minimum of 5 years of postgraduate progressively responsible on knowledge management initiatives.

Prior experience in developing e-learning, training, or capacity building.

Knowledge & Skills:

  • Proven communication skills (written and oral)

    • Ability to work independently, with minimal supervision and has the initiative to propose or initiate activities to the benefit of the team
    • Knowledge of WFP's Finance function and its Finance Strategy.
    • Proven project management and communication skills Proficiency with Excel, Word and PowerPoint Exposure to WFP systems and excellent information technology skills (Microsoft Office Package, SharePoint, Teams)
    • Experience of working with colleagues located dispersedly, able to build and maintain strong working relationships, gaining trust and mutual respect; being flexible, responding to perspectives and being assertive when appropriate
    • Excellent organisational skills. Ability to manage time and tight schedules, work effectively under pressure. Using own initiative, with a creative approach to problem-solving.

    Languages:

    Fluency (level C) in English language. Knowledge of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese, will be an advantage
