Background information - Implementation Practices and Standards (IPS)

Within UNOPS, Implementation Practices and Standards (IPS) is responsible for the UNOPS delivery practices. IPS provides thought leadership, standards and oversight as support to the successful delivery of programmes and projects within UNOPS service lines (infrastructure, procurement, project management, human resources and financial management services). IPS is comprised of the Infrastructure and Project Management Group and the Procurement Group which aims to reduce organizational risks, improve project performance, and promote excellence across UNOPS projects through the Standards Management Framework; and provides organisational oversight on the application of standards. These Groups also support the positioning of UNOPS in the UN system and development sector in Infrastructure, Project Management and Procurement. IPS also includes the Office of IPS (IPSO), that includes work streams on organizational excellence, knowledge management and the review of bid protests. As well as the Portfolio support unit, that aims at supporting the organisational readiness of UNOPS and provides support services to the Implementation Practices and Standards function.

Through its 2018-2021 Strategic Plan adopted in September 2017, UNOPS has made Knowledge Management one of its key priorities and has displayed a clear ambition to focus knowledge management on efforts to harness expertise for integrated service offerings and specialized solutions, based on realized or anticipated demand towards specific goals and operational contexts. The baseline for the initial UNOPS knowledge management strategy was that past and future demand will help focus investments for reuse and innovation of expertise, especially with regards to institutional capabilities. With the new UNOPS Strategic Plan for 2022-2025, UNOPS has developed a new Knowledge Management strategy in 2022 planned to be released in Q4, 2022. It builds on the lessons learned and best practices and fixes the main corporate-wide deliverables by 2025, as well as the interlinkages with the ongoing UNOPS initiatives and what will be the approach to achieve the targets and measure success.

Under the overall guidance and supervision of the Knowledge Management Specialist, the successful candidate will be responsible for analyzing, coordinating and supporting a variety of tasks and work packages. We are seeking qualified applicants who have strong communication and planning skills and capacity in digital media. The successful candidate must be client/service-oriented as well as structured, organized and detail-oriented. In addition, the incumbent is expected to demonstrate willingness and ability to learn all online tools used by UNOPS, provide guidance and assistance as required to UNOPS personnel and overall continually improve required technical skills under the guidance of the KM Specialist. The incumbent’s support will be focused on, but not limited to, knowledge management and communication activities.

Functional Responsibilities

Overall support, coordination and analysis of variety of tasks and work packages in the area of support services, more specifically communications, in alignment with the knowledge management strategy and action plan:

I**. Knowledge Management Coordination and support**

  • Coordinate, Support and analyze the implementation of the Communities of Practice (COPs) in UNOPS by reporting on community analytics and supporting knowledge sharing initiatives within the COPs.
  • Act as Knowledge Management Focal Point for Community Leaders, Champions and Practitioners.
  • Assist the KM Specialist in monitoring and evaluation of the Knowledge Management strategy objectives.
  • Coordinate the scheduling of the Knowledge Management meetings, and provide support by taking meetings and following up action points.
  • Provide support to translation exercises, including review of translation as requested.
  • Setup web conferencing and other online collaborative workspaces as requested.
  • Organize and co-facilitate share fairs, workshops and trainings related to Knowledge Management.
  • Maintain the Knowledge Management site on the intranet, including relevant material and documents on the KM intranet.

II. Provide analytical inputs to communications-related initiatives related to Knowledge Management

  • Support the Knowledge Management strategy through the communication and dissemination of KM products developed by the KM Team.
  • Responsible for the management of the Knowledge Management shared mailbox; coordinate the answers to queries, and provide analytical support when necessary.
  • Provide support to UNOPS Town Halls and other corporate initiatives involving KM products and initiatives; coordinate the logistics aspects.

Education/Experience/Language requirements

Education

  • A first-level University degree or Bachelor's or equivalent in Communication, Journalism, International Relations, Development Studies or other relevant discipline in Social Sciences is required.
  • A Master's degree or a technical/professional license in relevant discipline may substitute for some years of experience.
  • A technical/professional diploma, in relevant discipline, in combination with 2 years of experience may be accepted in lieu of a first-level University degree.

Certifications

  • PRINCE2 Certification is an asset

Work Experience

  • 2 years of experience in knowledge management (experience in community engagement may be considered if not counting towards the entire required experience), ideally within the development sector (in combination with a Bachelor's degree) is required; 4 years of experience in a communication focused role (in combination with a technical/professional diploma) is required.
  • Experience/knowledge of Google Suite is required.
  • Experience with online communications and social media is required.
  • Digital visual media experience is required.
  • Experience in data analysis and reporting is an asset.

Additional requirements

  • UNOPS experience is highly desirable.
  • Experience/knowledge with project and change management is an asset.
  • Excellent communications skills, especially English writing skills and copy editing, is highly desirable.
  • Experience with desktop publishing software is an asset.
  • Experience working with content management systems, including metadata management, site architecture, developing workflows, and Google analytics is an asset.

    Language

  • Fluency and proficiency in English is required.

  • Proficiency in French and/or Spanish is required. Intermediate level may be considered.
