UNICEF is the UN agency most widespread in Brazil with a total of 9 field offices with longstanding partnerships with over 1,924 municipalities in the Amazon region. UNICEF Office in Roraima has been positioned for humanitarian action and has been leading the migration response in the field.

UNICEF participates in the Response for Venezuelans (R4V) platform and is part of Information Management (IM) working groups in the local and national levels. A Humanitarian Performance Monitoring System has been developed and dashboards produced to follow main indicators. Periodic situation analysis support decision making and the planning process. Knowledge has been generated on the characteristics of the population and migration trends throughout the months in the last 4 years of humanitarian response.

The Knowledge and Information Management (KIM) consultant reports to the Emergency Manager and has a direct link with the Emergency Technical Team (ETT), receiving technical guidance from the Humanitarian Affairs Officer and the Monitoring and Evaluation Specialist in Brasília. The KIM consultant provides technical and operational information, data visualization and knowledge management for UNICEF to make evidence-based and strategic decisions. He/she works closely with other team members (national and local) and partners to capture, organize, share, and use knowledge for improved organizational performance towards development and humanitarian results for children. In particular, the KIM is responsible for: (i) gathering data on the scale, scope and coverage of the inter-agency emergency response; (ii) analysing assessments data on the needs of affected populations, and timely sharing information with programme areas; (iii) identify trends and key gaps in needs and response; (iv) support reporting with up-to-date data and overall figures.

SCOPE OF WORK:

Result 1: Knowledge management

Activities:

  • Support the implementation of Knowledge Management tools to document and visualize knowledge developed within the emergency context, especially in relation to migration response but not restricted to;
  • Support UNICEF personnel in quality assurance and clearances prior to data dissemination;
  • Work closely and collaboratively with UNICEF personnel to ensure the usage of acquired knowledge to improve programme performance.
  • Document all steps taken, the Humanitarian Performance Monitoring System (HPMS) configuration and all necessary data for allowing further refactoring.
  • Contribute to national emergency system strengthening through, in collaboration with Field Offices teams, developing a migration response toolkit to support municipalities to respond to current and future migration crisis.

Result 2: Information Management

Activities:

  • Provide clear and concise data visualization products (maps, dashboards, infographics) to UNICEF and partners;
  • Support UNICEF with situation analysis on the Venezuelan migration context in Brazil and other migration events, in accordance with official data sources, including information disaggregation by age, gender, ethnicity, disabilities and vulnerabilities;
  • Develop and maintain catalogues of Information Management products, including maps and assessments;
  • Participate on local and national Information Management Working Groups meeting;
  • Respond to data visualization requests, including delivery of products to support advocacy and resource mobilization efforts, related to any emergencies and humanitarian-development nexus initiatives.

Result 3: Reporting support

Activities:

  • Support the development of effective methods and platforms to standardize and share information in accordance with UNICEF guidelines;
  • Support timely information analysis for the preparation of progress reports;

Support the preparation of donor reports.

DURATION OF CONTRACT:

8 months

TRAVEL PLAN

Three travels are expected, to Brasília and Boa Vista, to happen by first quarter 2024 and before the end of the contract to present and discuss the results, of maximum 5 working days each.

MINIMUM QUALIFICATIONS REQUIREMENT

  • A university degree in one of the following fields is required: Statistics, Business Administration, Political Science, International Relations, Social Sciences, Anthropology, Sociology, Geography or another relevant field;
  • A minimum of two years of professional experience in information management, humanitarian action or disaster preparedness is required. Additional years of experience is an asset;
  • Experience with Indigenous organizations and work in Indigenous communities is a strong asset;
  • Relevant experience in programme development in human rights in Emergency related areas in a UN system agency or organization is considered an asset.;
  • Excellent communication, team work and coordination skills, including the capacity to deliver results with tight deadlines;
  • Experience in both development and humanitarian contexts is an added advantage;
  • Fluency in Portuguese and English is required. Working knowledge of Spanish will be considered as an asset.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • Consultant’s, travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.
  • Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  • The consultant will work remotely on a delivery basis.

FINANCIAL PROPOSAL

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

INSURANCE AND HEALTH COVERAGE

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

RESTRICTIONS

  • Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract.
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
