Org. Setting and Reporting This Job Opening is to fill two (2) vacancies in Bangui and Kaga Bandoro Field Offices, within the Joint Operation Centre (JOC) of the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA). The incumbent will report to the Head of Office (HoO) and Chief JOC.

Responsibilities Under the direct supervision of the HoO and the Chief of JOC, the incumbent is part of the JOC team mandated to provide mission leadership with a 24/7 common situational awareness reporting, operational coordination and planning, crisis management support, and will be responsible for, but not limited to, the following duties:

Monitoring and reporting:

•Act as the reporting and watch-keeper duty shift team leader in Bangui or Kaga Bandoro JOC, and lead the team to draft integrated JOC reports, not limited to daily and weekly situation reports, special reports and flash reports. •Monitor major political, operational and security situations and trends in Bangui or Kaga Bandoro , and keep abreast of the situation in the country and in the regions. •Gather and verify information received from internal and external sources. The internal UN sources of the Mission and United Nations Country Team (UNCT) include - but are not limited to political affairs, civil affairs, military, police, security, mission support, Disarmament Demobilization and Reintegration (DDR), Security Sector Reform (SSR), Justice and corrections, Electoral Affairs, Gender, Child and Women Protection, Human Rights, Public Information and Humanitarians. The external sources include local authorities, INGO/NGOs, international communities, and other local sources. •Under the HoO and CJOC's direction, to prepare for the JOC presentations, and briefing notes for senior management meeting as well as diplomatic briefings. •Contribute JOC inputs to Code Cable and SG Quarterly Report relating to operational and security issues. •Act as JOC focal point for Business Continuity Plans (BCP), Protection of Civilians, and Gender and Women Protection. •Lead the shift team to contribute to SAGE database on daily basis.

Coordination and Operational Planning:

•Under the HoO and CJOC’s direction, lead the team to organize regular Mission integrated Operational Coordination Team (OCT) meetings to coordinate all substantive sections and UNCT IOT; to follow up on emerging operational issues, to prepare the meeting notes and action points, and to monitor the implementation of the OCT’s meeting action points across all components. •Prepare for shift duty team tasks to be equally distributed among the team member, and all necessary mission contact lists, not limited to Mission HQ, all Field Offices, BCP and Crisis Management contact lists, are regularly updated. •Establish regular contacts and coordination with Field JOCs teams, to ensure timely completion of all assigned JOC tasks. •Establish regular coordination with Bangui or Kaga Bandoro - based substantive sections units, mission support, and the UNCT IOT as well as OCHA focal points, to ensure timely information-sharing with JOC, through the day-to-day shift duty monitoring and coordination process.

Crisis management support:

•Support the HoO and CJOC to organize crisis management meetings and lead the team to prepare for timely flash and alerts from JOC. •Maintain the Crisis Management Centre (CMC) in operational readiness at all time with necessary communication equipment, which is based in JOC Operation Room. •Support the HoO and CJOC to prepare JOC CMT meeting notes and action points immediately after the CMT meetings. •Liaise effectively with mission components (civilian and uniformed personnel), and the UNCT IOT to provide timely and accurate information during a crisis to report the CJOC timely on evolving situation. •Under the HoO and CJOC’s direction, lead the team to support Bangui or Kaga Bandoro Field Office JOCs on its yearly crisis-scenario based exercise and preparations. •Following the crisis, support the field office JOC to prepare for After-Action Review reports. •Provide the JOC new arrivals on trainings of reporting and watch-keeper duty. •Perform any other duties requested by the HoO and CJOC.

Education Advanced university degree (Master’s degree or equivalent degree) in political science, social sciences, international relations, law, or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years with a Master's Degree or seven (7) years with a Bachelor’s Degree of progressively responsible experience in political or international affairs, public information/journalism, military, police, security, civil affairs, humanitarian affairs, human rights, crisis operations and management, or related field is required.

Work experience in a conflict or post conflict environment is required.

Experience requiring crisis management expertise, particularly as applied in an Operations Room context, is desirable.

Experience working in an integrated civilian-military-police environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (oral and written) is required.
