Org. Setting and Reporting

The position is based in Bangui within the Justice and Corrections Section of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).

Responsibilities

Within the limits of delegated authority, the Associate Corrections Officer (NO-B) will be responsible for the following duties: - Advising the General Directorate of Penitentiary Administration on the design and implementation of a national penitentiary development plan aimed at reforming and strengthening the penitentiary system, including the implementation of applicable international standards, the establishment of policies and procedures, the rehabilitation of facilities, and the management of prisoners and prison staff through coaching and mentoring of national counterparts, provision of advice and on-the-job training; - Advising the General Directorate of Penitentiary Administration on the revision of the legal and policy framework of the prison system, the development of prison legislation, standard operating procedures, standing orders and other operational guidelines. - Assist in the coordination of national and international stakeholders involved in prison reform. - Establish and maintain effective contacts and relationships with national government officials and civil society representatives (including corrections officials, the Ministry of Justice and/or other relevant ministries, the police, the judiciary, women's associations, non-governmental organizations, diplomatic missions and donors); - Help define and develop prison-related projects for donors as part of the reform of the prison system in the host country and, in particular, the professionalization of prison system actors; - Participate in the implementation of projects carried out by the Penitentiary Affairs Unit/Judicial and Penitentiary Affairs Section; - Contribute to the preparation of documents such as section reports and evaluations, and participate in the development and implementation of the planning processes of the work unit; - Participate in mission-wide coordination mechanisms, maintain close working relationships with relevant components (human rights, police, justice, gender, etc.) and other UN agencies, and represent the mission as appropriate; - Assist with administrative and program related tasks necessary for the operation of the Unit, including budget preparation, performance and results reporting. - Perform other related duties as required.

Education

An advanced university degree (Master’s or equivalent) in law, criminal justice, social sciences or management is required. A first-level degree (Bachelor’s degree or equivalent) with two additional years of relevant work experience in other relevant academic qualifications and/or additional experience in the field of rule of law/judicial and penitentiary assistance may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible professional experience in a justice and corrections system is required, as well as experience in policy formulation, planning, or training. Professional experience in strengthening the justice and corrections systems is desirable. Professional experience in protecting the fundamental rights of detainees and promoting access to justice is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French is required. Knowledge of English is desirable.
