BACKGROUND AND JOB PURPOSE

Namibia is prone to recurrent climate induced shocks, notably drought, floods, and locust invasions. According to Integrated Phase Classification (IPC) report (July 2020), an estimated 430,000 people (18% of the total population) are experiencing severe acute food insecurity with eight out of 14 regions in IPC 3 (Crisis) situation. This situation is made worse by the advent of covid19.

WFP in partnership with the Ministry of Gender Equality, Poverty Eradication and Social Welfare (MGEPESW), the Office of the Prime Minister (OPM), agree to step up current efforts to deliver critically (collectively and innovatively) needed livelihood support and social registry services through the development of digital solutions. These solutions shall contribute to addressing hunger and ultimately poverty eradication. Accordingly, WFP has embarked on a process that will map out the technical support to regional-based GRN partners on strategies, best practices, and design of programs to develop the foundations of digital communities. This includes participating in complex technical assistance activities and providing ad hoc technical and strategic expertise on the design of the overall policy, legal, regulatory and institutional framework for the ICT sector and wider digital economy as well as IT functions and digital services delivery within regional and national Government level.

The Government of Namibia (GRN) through MGEPESW and OPM have asked WFP to take lead in in this initiative.

As a technical partner to government on food and nutrition security, strengthening associated support delivery mechanisms is at the core of WFP’s partnership with Government. In lieu of this, the Country Office has identified a suitable candidate as Business Support Assistant-DAS to augment its Digital Assistance Services portfolio. The candidate will contribute to strengthening WFP’s and the government’s capacities in operationalising the objectives outlined in the GRNs digital framework.

In Summary, the incumbent is to provide technical support on the development, maintenance, testing and implementation of a portion of IT solutions in line with business requirements.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education, a Bachelor's in Information Technology/Computer Science is desired Language: Fluency in both oral and written communication in English. Fluency in the official languages used in Namibia is desirable

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Assist to configure, and maintain videoconference, audio-visual equipment and other electronic devices for presentations or conferences; when necessary, support installation, maintenance and upgrades of local networks and communications infrastructure as part of the office infrastructure projects;
  2. Support in updating and maintenance of technical systems documentation for developed IT Solutions;
  3. Support in the installation, networking, configuration and customization of IT systems and solutions ensuring compliance with WFP’s IT standards, guidelines and procedures;
  4. Provide IT user support and troubleshooting;
  5. Support the delivery of digital solutions’ trainings;
  6. Collect feedback on IT services from external stakeholders (OPM, MGEPESW, MoEAC, MALW and others, through surveys and other tools, and inform other IT colleagues in the office, Region and if necessary, inform other relevant IT teams;
  7. Track trending of issues and escalate, as appropriate;
  8. Work closely with other IT especially in support to Regional Government level IT support;
  9. Maintain inventory on standard IT equipment orders for CO and the Government partners;
  10. Support the country office with IT related micro-purchase orders;
  11. Participate in various IT assessments;
  12. Support preparation of project reports and policy briefs regarding various projects and programme;
  13. Manage IT projects as assigned from time to time;
  14. Provide GRN with digital transformation support as assigned from time to time; and
  15. Carry out any other duties as assigned.

TERMS AND CONDITIONS

  • This is a 12 Months renewable Service Contract
  • Monthly salary range: NAD 16,296 - NAD 21,778
