The Policy and Social Benefits team in the Division of Human Resources (DHR) is comprised of three pillars, under the supervision of the Chief, Policy and Social Benefits. The team provides support and guidance on UNICEF's human resources policies and procedures, medical evacuation, pension, insurances, special needs allowances, local salary and for clearance against disciplinary records.

The Social Benefits pillar focuses on ensuring coordination between DHR New York and UNICEF’s Global Shared Services Centre (GSSC), and between DHR and the UN common services that are ‘serving’ UNICEF, such as the Division of Healthcare Management and Occupational Safety and Health (UN DHMOSH), the Advisory Board on Compensation Claims, the Headquarters Life and Insurance Committee, the Pension Fund and the Headquarters Salary Steering Committee, and on managing the Medical Insurance Plan (self-funded insurance plan for locally recruited staff members), UNICEF’s medical evacuation programme/policy and on the various insurance provisions for non-staff personnel. In essence, the pillar deals with a broad range of policy and practical matters, advising (in individual cases) and providing information on medical entitlements (including, complex sick leave cases, applications for disability and compensation for malicious acts and service-incurred injuries, medevacs and medical insurances etc.) as well as pensions, life insurance, special needs allowances and local salary surveys.

The Policy pillar focuses on formulating, updating, interpreting and communicating UNICEF's HR policies and procedures (it is foreseen that the current internship will not be actively involved in the works of this pillar).

The Employee Relations and Support pillar provides tailored advice, guidance, and assistance (including training and tools) to managers and staff on issues related to complex workplace situations, such as under-performance, conduct, conflict, health and other situations, which need a multi-pronged, humanitarian and tailored intervention or resolution. Typically, the pillar works to find solutions where attempts at the local level have not produced a workable, or lasting, solution. The pillar also liaises with the Administrative Law Unit, Office of Internal Audits and Investigations, Ethics Office and the Office of the Ombudsman and Mediation Services.

How can you make a difference?

Under the supervision of the HR Managers, Policy and Social Benefits Team, and in cooperation with other colleagues in the team, the consultant will be responsible for the following projects:

  • Prepare advice (policy and operational), memos and other correspondence, revise relevant policies on matters related to the Social Security pillar, as required.
  • Liaise with GSSC on systemic and operational matters with respect to the development and implementation of HR policies as well as on simplification of business practices. In particular, work closely with the HR/GSSC colleagues in order to resolve operational and as appropriate, policy-issues related to the UNICEF Medical Insurance Plan for non-locally recruited staff and the WorldWide Plan.
  • Review and assist in managing individual cases arising under the MIP for locally-recruited personnel.
  • Develop and design engaging and interactive intranet pages containing guidance for managers (write and edit content, design layout, use animation and graphics as needed, edit video/audio etc.). Ensure functionality and stability across various devices like desktop, mobile etc.
  • Other assignments, as needed.

To qualify as an advocate for every child you will have…

  • Be enrolled in an undergraduate, graduate or PhD degree programme or have graduated with the past two years
  • Have a first-level degree in Human Resources Management, Law, International Relations, Business Administration or related field
  • Excellent written and verbal communication in English. Knowledge of another UN working language is an advantage.
  • Experience in website design and graphic design
  • Knowledge of relevant computer systems and applications
  • Demonstrate strong organizational, planning and analytical skills

  • Technical – Very good analytical skills and ability to synthesize concepts and material into clear and concise thoughts (see also communication below).
  • Technical - Knowledge of relevant computer systems and applications; excellent understanding of and knowledge of software such as but not limited to Lotus based applications, HTML, Word, Excel. Web design and graphic design is desirable.
  • Communication - Effectively presents thoughts and ideas including complex technical concepts, in a clear, concise, and readily understood manner, both verbally and in writing. Listens to and acknowledges others' perspectives and views.
  • Flexibility - Works effectively on multiple assignments simultaneously and adapts to changing demands and circumstances.
