In their response to the 2022 Global Staff Survey and in subsequent follow up enquiries, staff in UNICEF Türkiye have indicated excessive workload, uneven distribution of tasks and responsibilities, and increased accountabilities which may not match current post levels, as some of the dimensions of their job which have an impact on overall wellbeing, work/life harmony, and office efficiency and effectiveness.

As a key action of the country office’s improvement plan, to reinforce an equitable work environment and to ensure a fit for purpose structure, UNICEF Türkiye will embark on a detailed job analysis & evaluation.

The analysis & evaluation will primarily focus on three functional areas in broader operations, i.e., Programme Assistants/Associates, Administration and Finance, and Information & Communications Technology (ICT) in Ankara and Gaziantep offices.

The specific objectives of this exercise are the following:

  • Assessing the current workload and its distribution across the mentioned functions
  • Analyzing the determinants of excessive workload
  • Evaluation of responsibilities and accountabilities within Turkiye Country in line with the job descriptions of each function, and compared to other UNICEF country offices
  • Proposing actionable recommendations to effectively and efficiently address the key determinants and result in better distribution of workload and subsequently, as needed inform revisions to the organizational chart and fit for purpose positions
  • Assessment of staff capacity to identify gaps and areas for further development

This analysis also presents an opportunity for the country office to determine whether the current job categorizations are in line with the standard job descriptions.

How can you make a difference?

PURPOSE of the ASSIGNMENT

The assignment will help senior management to have a better understanding of the key characteristics of the current workload, responsibilities, & accountabilities of the mentioned functions and inform important decisions for addressing staff wellbeing, office efficiency and effectiveness. Findings will serve as key factor in the right sizing of the office.

Additionally, the staff will acquire the necessary knowledge about instruments and tools to be applied for regular prediction and measurement.

Methodology

Upon taking up the assignment, the consultant is expected to share the methodological approach for the assignment. The methodology might include (but it should not be limited to): review of key documentation such as the Global Staff Survey 2022 (GSS) results and office improvement plan; PBR reports; analyze staff tasks, Job descriptions; face-to-face discussions with individual staff members; administration of a survey and questionnaire; focus group discussions, etc.

The consultant is expected to ensure fair, transparent, and impartial assessment of each function under relevant teams.

45 positions will be reviewed within this exercise, 26 Programme Assistants/Associates (Ankara -23; Gaziantep -3), 8 Admin/Finance (Ankara -8, Gaziantep -7), and 4 ICT Unit (Ankara -3; Gaziantep – 1).

Expected Outputs and Deliverables:

Below are the expected outputs and deliverables. Timelines to be agreed with the consultant.

  • Methodology report with clearly defined approach for the Job analysis & evaluation
  • Final analysis report and recommendations (to include, but not limited to):
    • Findings, main characteristics of the workload, distribution, and accountabilities
    • Key determinants affecting the workload, i.e., office culture, processes, demands, control, relationship, etc.
    • Actionable recommendations including suggestions for streamlining business processes to eliminate duplications/redundancies
    • Short power point presentation on the findings of the analysis report.

Location & Duration

The consultancy will cover a period of two months from 1 November to 30 December 2023, in Türkiye mainly in Ankara with travel to Gaziantep to interact with staff based there.

Project management

The consultant/team will work under the direct supervision of the Human Resources Manager with close interaction and guidance of the senior management of the country office and also with the entire HR team as needed.

Payment schedule

Payment will be made upon completion of the assignment, presentation, and acceptance of the final report.

  • Qualification Requirements

    • Advanced University degree in Management, Human Resources, Business Administration or related field with senior level background on human resources management and/or Organizational Development
    • *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
    • A minimum 5 years of experience in human resources management, and organizational change management.
    • Previous UNICEF / UN experience is an advantage.
    • Good analytical, negotiation, communication and advocacy skills.
    • Demonstrated ability to work multi-cultural environment and establish harmonious and effective working relationships within organization.
    • Excellent interpersonal skills.

Evaluation Process

The applications will be evaluated from the technical and financial point of view. Technical aspects will be evaluated using the criteria outlined in the below matrix:

The financial proposals will be opened only for the candidates that reach or exceed forty-nine (49) points out of a maximum seventy (70) points. Thirty (30) points will be awarded to the candidate that presented the lowest fee for the services requested. The remaining financial offers will receive proportional points ([lowest bid/bid] x 30 points).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
