How can you make a difference?

The consultant will support the Deputy Representative through the following services:

1. Support the country office with the evidence generation (including oversight of IMEP and evidence generation in the CO), with a focus on follow up on discussions regarding the Multiple Indicator Cluster Survey (MICS), finalization of the IMEP studies from the current CPD, and drafting a new IMEP for 2023-2025

2. Support the country office in Strategic Planning, including working with sections and the PMU to set targets and priorities for 2022, especially for cross-sectoral components of the programme (i.e. COVID, gender and children on the move), as well as support to development of the Annual Management Plan

3. Support the end of year (2021) reporting, including RAM, the summary report, and the SMQs

4. Support UNICEF’s contribution to UNSF and UNSEF 2021 reporting

5. Support UNICEF’s engagement and contribution to the new UNSF (2023-2035), including with regards to collective outcomes

6. Support to the development of a the new CPD 2023-2025 and the related programme rationales, including support to Strategic Moment of Reflection in February and presentation for Libyan authorities

7. Support handover to PME specialist (February)

Expected results:

1) IMEP for 2019-2022 nearing completion and new IMEP (2023-2035) developed, including plans for MICS

2)Targets for 2022 set for all indicators, including cross-sectoral WPs, and uploaded in the RAM system

3) End of the year reporting 2021, including RAM, summary report, SMQs

4) Reporting to the UNSF and UNSEF completed for 2021

5) UNSF developed for 2023-2025, including key UNICEF’s priorities

6) Programme rationales reviewed and approved by the RO

7) CPD developed in line with the UNSF and reviewed by RO and HQ

8) Strategic Moment of Reflection held to approve CPD structure (with RO)

9) CPD has been presented to the Libyan authorities, in coordination with UNFPA and UNDP 10 Handover to the PME 3

Working arrangements:

The consultant will report directly to the Deputy Representative but work closely with the PMU and Section Chiefs

The consultancy is expected to complete the following tasks and submit deliverables as per the agreed upon work plan

The incumbent is expected to submit a detailed financial proposal for this consultancy.

• The consultant will work remotely, with regular contact with the LCO; as necessary the consultant will work from the UNICEF office in Tunis.

• As required, the consultant will be requested to come to Tripoli, Libya to support /facilitate planning processes outlined in the ToR. Should that happen, the consultant will be receiving DSA based on UNICEF DSA policy. The financial proposal should not include provisions for Tripoli and the movement to Tripoli will only be allowed depending on the security situation.

• Payments will be done based on agreed deliverables and payments will be schedule every two months. Payments are subject to the receipt certified by UNICEF based on the report and against deliverables, as shown below. The estimations for invoices do not include ad hoc PM&E support.

To qualify as an advocate for every child you will have…

  • Higher degree in sociology, psychology, Law, social work or related fields, ideally a doctoral student or a PhD holder
  • The service provider/consulting agency will have programme management, monitoring and evaluation experience for child rights organizations
  • The consultant will have minimum of 6 years of experience working with UNICEF in programming, planning and reporting
  • The consultant will have experience working on Libya and/or in the MENA region
  • The consultant will have fluency in written and spoke English and a track record of producing high-quality documents
  • The consultant will have international level experience in UNICEF sectors (child protection, WASH, education, etc.)
  • The consultant will have experience in evidence generation and evaluation management
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
