Overall purpose of the role:

Under the guidance of the Protection Team Leader, the Protection Officer will provide supervision, guidance and technical expertise to the protection assistants for the delivery of specialized protection and humanitarian assistance to IDPs, migrants and refugees in Libya. The position provides supervision in comprehensive general protection PSS and case management from intake to closure and also plan field-based activities in line with Protection Information Management (PIM) principles and Protection Monitoring Standard Operating Principles (SOPs) as well as lead Protection Monitoring Report writing and analysis. The position coordinates with other team leaders and the PIM officer on the implementation of activities, monitoring and reporting, external representation and human resources, so as to ensure quality and efficiency of the overall protection program. S/He will develop and maintain good relations within the rest of Protection team.

Your main duties and responsibilities will be:

Program and Operations

  • Support the Protection Team Leader in the planning and implementation of protection activities,
  • Under the supervision of the Protection Team Leader, conduct service mapping of international and local actors and maintain a strong rapport with the CPVs, community focal points, external actors and beneficiaries.
  • Maintain a strong rapport with the community focal points, external actors and beneficiaries.
  • Ensure that relevant program tools, forms and SOPs and the applicable professional standards related to protection and humanitarian interventions are adhered to.
  • Support protection Team Leader as needed in data collection, analysis, assessments and related programme activities.
  • In coordination with the Protection Team leader, Use solid participatory approaches with attention to age, gender, diversity and vulnerability criteria, to facilitate meaningful dialogues with individuals and communities.
  • Supervise the implementation of proper case management steps to identify protection cases and support them through a durable and sustainable approach.
  • Ensure that the implement DRC’s protection monitoring activities ensuring timely delivery of the agreed outputs, in accordance with international standards.
  • Ensure that the Protection disseminate accurate and impartial information to beneficiaries through individual, collective/group events, advisories, and leaflets and carry out information dissemination and awareness raising activities among IDP, returnee, host community, and migrant and refugee communities.
  • Provide referrals and access to resources, ensure vulnerable individual receive ongoing follow-up and assistance.
  • Supervise protection assistants, conduct weekly/monthly supervision meetings and assessments, and create weekly and monthly plans.
  • Support the Protection Team Leader to contribute to the regular development of protection reports and products, including monthly/quarterly/annual highlights/ad hoc reports as requested by the Protection Team Leader or Protection Manager.
  • Ensure that relevant program tools, forms and SOPs and the applicable professional standards related to protection and humanitarian interventions are adhered to.
  • Contribute to community empowerment and capacity-building activities with the aim of preventing and/or reducing protection risks and building resilience and capacities.
  • In collaboration with other Protection colleagues, share information to allow awareness of and response to developments, emergencies, and population movements through participating in rapid protection assessments, joint assessments, protection analysis etc. to identify protection concerns and needs to inform response
  • In coordination with the Protection Manager and Protection Team leader, Use solid participatory approaches with attention to age, gender, diversity and vulnerability criteria, to facilitate meaningful dialogues with individuals and communities.
  • Support in identifying information and awareness-raising needs and gaps related to protection and rights among target beneficiaries and communities.

Reporting.

  • Collaborate with the MEAL team in carrying monitoring, evaluation and feedback activities within the target areas.
  • Ensure proper use of tools and online platforms provided for effective reporting information management as relevant.
  • Ensure that Protection assistants document all steps of the case management properly using standardized tools and SoP’s.
  • Ensure prompt and accurate data entry and deliver a proper documentation of activities, photos .. etc

Coordination and representation

  • Represent DRC to communities including community focal points, persons of concern and otherwise as delegated by the Protection Team Leader and/or Protection Manager, in close coordination with Protection Officer.
  • Contribute to coordination with other DRC sectors.
  • Ensure professional standards and transparent communication to build trust and collaboration with communities and their representatives.
  • Ensure interactions with individual beneficiaries and community groups takes place in environments and ways that respect and promote safety, agency and dignity in accordance with professional standards for protection and humanitarian work.

Logistics/Finance

  • Provide inputs in planning and coordination of logistics and movements.
  • Support the coordination of program activities as they relate to logistics, administration, finances, or security as relevant, in coordination with Protection Officer and the Team Leader.
  • Understand and comply with the relevant internal policies and directives.
  • As well as any other duties as may be assigned by the Protection Team Leader, relevant to the achievement of Protection objectives.

About you:

  • 2 years of professional experience in the field of humanitarian interventions, social work, case management, human rights or community development, preferably with an international humanitarian organization.
  • Solid knowledge of the migration context in Libya and of the protection issues affecting migrants and refugees.
  • Knowledge of case management process, steps and principles.
  • Strong skills in communication (Written and oral), interpersonal and facilitation skills.
  • Proven capacity to document, summarize and analyze information in a clear and systematic manner.
  • Solid experience in responding to needs of particularly vulnerable individuals and groups using analyses of age, gender, and diversity and other criteria.
  • Demonstrated capacity to effectively represent a humanitarian organization with the individuals and communities and build trust.
