Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Europe and Central Asia Regional Office (ECA RO) was established in Istanbul, Turkey in early 2014. It provides support and oversight to Country Offices in Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova, and Ukraine. In addition, the Regional Office directly supports programme and project presence in Kosovo (under UN Security Council Resolution 1244), the Republic of North Macedonia, Serbia, Tajikistan, and Turkey.

Since 2018, UN Women ECA RO is implementing a regional component of the Flagship Programme Initiative *Making Every Woman and Girl Count: Supporting the monitoring and implementation of the SDGs through better production and use of gender statistics (Women Count)[1]**,* developed by UN Women Headquarters (HQ). The Women Count programme aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment. The programme intends to achieve results in three interlinked areas of work:

  • Enabling environment: Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);
  • Data production: Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Data accessibility: Ensuring that gender statistics are accessible to users in governments, among civil society, academia, and the private sector to strengthen adequate demand for their production.

To support UN Women’s research and data agenda and to contribute to the implementation of the 2022-2025 Strategic Note (SN) of the UN Women Regional Office for Europe and Central Asia (ECA RO) strategic directions and objectives in key areas on gender equality and women’s empowerment, ECA RO plans to develop a series of knowledge products to support and inform the data-driven decisions and interventions at the regional and country level. Thus, UN Women seeks to hire an International Consultant on data and statistics to conduct data compilation and analysis on various topics related to progress made towards advancing the gender equality agenda for achieving the SDGs across the region.

The purpose of this consultancy is to provide support on data and statistics, and gender analysis related activities to be undertaken withing the framework of Women Count project. In particular, the international consultant will be engaged in the development of a series of analytical reports and briefs including SDG Gender Sub-regional Snapshot for Central Asia and SDG Country Specific Snapshot (Uzbekistan), country’s dashboard on gender equality indicators and other activities related to strengthen national monitoring and reporting on GEWE. The consultant will also support UN Women’s work on mainstreaming gender into population census data analysis and dissemination and other activities on strengthening national capacity to reprocess and improve the availability of multiple data disaggregation.

Duties and Responsibilities

Under direct supervision of the UN Women ECA RO Regional Gender Statistics Specialist, the International Consultant will support UN Women in compiling the data and indicators to analyse various topics related to progress towards gender equality and to improve gender data availability to support data driven actions and interventions.

The scope of work for the assignment will include the following tasks:

1. Development of SDG Gender Country Snapshot report (Uzbekistan) in close cooperation with Research and Data Unit and Women Count ECA:

  • Support conceptualization and development of the draft report outline.
  • Compile data for analysis based on the United Nations Global SDG Database and other global, regional, and national datasets.
  • Support data analysis and associated fact-checking activities related to the development of the snapshot.
  • Prepare first draft of analysis for UN Women’s review and feedback, including graphs, tables and boxes with key messages, annexes and other data analysis request related to the production of the report.

2. Development of SDG Gender Sub-regional Snapshot report (Central Asia) in close cooperation with Research and Data Unit and Women Count ECA:

  • Support conceptualization and development of the draft report outline.
  • Compile data for analysis based on the United Nations Global SDG Database and other global, regional, and national datasets.
  • Support data analysis and associated fact-checking activities related to the development of the snapshot.
  • Prepare first draft of analysis for UN Women’s review and feedback, including graphs, tables and boxes with key messages, annexes and other data analysis request related to the production of the report.

3. Support the data compilation and analysis for regional report/briefs on gender data availability and progress towards filling data gaps to report on gender related SDG indicators in ECA region.

  • Update the country level information on gender data gaps using the United Nations Global SDG Database.
  • Prepare the summary and analysis on progress towards filling data gaps in ECA region, including graphs, tables, and boxes with key messages.

4. Support the work on mainstreaming gender into population census data analysis and dissemination (country to be confirmed).

  • Develop the conceptual framework and brief description of the proposed methodological approach for data analysis.
  • Guide the selected National Statistical Office to compile data and additional analysis using population census data.
  • Support the analysis and write up preliminary results to highlight key findings related to selected thematic area on gender equality to be analyzed using the data from population census.

5. Support the development of country dashboard and/or infographics with main gender equality indicators.

  • Develop the concept and brief description of the proposed methodological approach for data selection and analysis.
  • Based on priority gender equality indicators compile, analyze and fact-checked the country data (country to be confirmed).
  • Support the development and selection of the most feasible way to visualize data in close collaboration with communication specialist.

Required Skills and Experience

Education:

  • Advanced (Masters) degree preferably in the area social, demographic, economic statistics or other related subject.

Experience:

  • At least 7 years of relevant experience in data collection, analysis, and quantitative research methods.
  • At least 5 years of previous experience in working in the areas of human rights and gender analysis.
  • Strong experience with programming and statistical analysis using STATA, R or other data analysis software.
  • Experience of work with gender equality and women’s empowerment issues in the Eastern Europe and Central Asia is an asset.
  • Previous professional experience with development agencies and/or the United Nations is an asset.

Language:

Fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

Management and financial arrangements:

The consultant will report to and work under direct supervision of UN Women Europe and Central Asia Regional Gender Statistics Specialist. Payment will be disbursed monthly upon submission and approval of deliverables and certification that the services have been satisfactorily performed as specified below:

Evaluation process:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • University degree in the area social, demographic, economic statistics, or other related subject.
  • Proven experience in data collection, analysis, and quantitative research methods.
  • Strong experience with programming and statistical analysis using STATA, R or other statistical software.
  • Fluency in English (speaking and writing)

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
