JOB PURPOSE

Lebanon CO staffing has significantly increased since the past two years and will continue to increase (based on the current review of activities). The volume of activity continues to be intense and may continue to generate a heavy workload. Triple shock (Economic/political collapse, Covid and Beirut Blast) remains key factors impacting the work of WFP and consequences are calling for strong and sound actions from WFP.

Based on the findings and input from staff in the 2021 Global Staff Survey and subsequent action plan developed by the Country Office, this HR consultant post will work mainly on Staff engagement, manage learning activities/Capacity development as well as career development. This position will also provide support to performance management activities with a focus on Line Manager Effectiveness.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbent will be part of a dynamic and agile HR Team and will be driven by the vision of supporting WFP Operations via excelling in supporting staff and management. The CST will be under the direct supervision of the Head of HR Unit and will lead on the key responsibilities which is encompassed in an action plan derived from the results of a global staff survey conducted in 2021:

- Contribute to the design and implementation of innovative career development solutions and resources (including career maps / job rotation – shadow, etc.).

- Plan and monitor capability building, partnering with HOU, Regional Bureau and HQ stakeholders to understand development needs and business requirements, and designing/delivering development solutions which equip people with the skills and knowledge required to meet current and future challenges.

- In coordination with the established Country Officer Learning Committee, design a learning-oriented and user-friendly framework that enables all employees to establish, monitor and update their professional growth and development goals.

- Support Country Office management in building an engaged workforce by piloting the implementation of the engagement plans built from the GSS 2021 results as well as proposing any initiative in line with WFP framework and guidance.

- Review the existing onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.

- Develop HR Unit communication's effectiveness aiming at enhancing staff awareness on various HR topics and initiatives.

- Participate in wellbeing initiatives (collaborate the wellbeing committee as well support field offices in implementation of their wellbeing plans).

- Reinforcing the Performance Management culture in the Country Office through various tools such workshops, training, supports etc.

- Assist developing a high-performing workplace culture (based on WFP Values) and manage the roll-out of the initiatives and related communications.

- In line with the corporate initiative, develop and implement a mentorship programme

- Other as required.

STANDARD MINIMUM QUALIFICATIONS

  • Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses
  • Experience with HR, especially in career management, learning and development, staff engagement)
  • Experience working with UN Agencies / INGOs / International Organization etc. (Experience of working in an international context will be an asset)
  • Minimum experience of 3 to 5 years in relevant roles
  • Experience in coordinating various activities to be able to train and supervise junior staff members within the HR function.
  • Language: Fluency in English and with possibility to work in Arabic or French
