How can you make a difference?

1) Goal and Objective:

The goal of this assignment is improved Accountability to Affected Population programming and capacity UNICEF Libya country office.

Under the direct supervision of the Deputy Representative and Emergency Officer, and in collaboration with Chiefs of UNICEF programmes, the AAP consultant will be responsible for:

a) to take stock (map) of the past and current activities undertaken by the Libya CO on AAP, analyze lessons learnt and opportunities available to strengthen the system;

b) analyze the PM&E Strategy document, the AAP strategy and:

• identify areas of possible improvement of the documents.

• improve both documents, in consultation with the CO team.

c) Prepare an action plan, which aims at concretizing the strategy of the office into a systematic inclusion of AAP in all planning, implementation, monitoring and evaluation activities of the office, like:

integration of AAP in annual work plans and processes, ensuring that each programme (and operation) section have specific AAP outputs, activity and budgets for effective implementation.

d) Monitor the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency

2) Work relationships: The consultant will work under direct supervision and guidance of the Deputy Representative/Emergency Officer in collaboration with the heads of programmes.

Deliverables & payment schedule:

- Organize meetings with key staff in the office; - Analyze documentation and any other relevant material.

- identify & establish new areas of expansion of APP activities

Deliverable 1:

Prepare a short report/presentation highlighting what has been done, what needs to be improved and which are the opportunities for AAP in the current programming and present it to key staff in the Libya Co for feedback.

Analyse the PM&E Strategy document, the AAP strategy and:

• identify areas of possible improvement of the documents.

• improve both documents, in consultation with the CO team.

• Establish mechanisms to monitor AAP activities

Deliverable 2:

PM&E Strategy document and AAP strategy improved, making them systematic in terms of AAP implementation.

Deliverable 3:

Action plan for AAP prepared, presented and endorsed by the CMT

30 100% Duration of the contract:

This contract will last for 30 days spread over a 4-month period (1 October 2021 to 31 January 2022).

Administrative issues:

  • This assignment is home based. The consultant will be expected to adhere to the agreed timelines
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor and submission of statement of good health in addition to any other required documents.
  • The consultant will be responsible for his/her own computer and additional specialized equipment to conduct the assignment.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences (anthropology, sociology, psychology, social development, development studies etc.) and/or Community development.
  • At least 6 years of solid professional experience in AAP programming. And community engagement.
  • Working experience in MENA Region would be an asset.
  • Strong training and facilitation skills
  • Fluency in English is required. Arabic is an asset.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
