Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Women’s economic empowerment is a priority area of UN Women globally. Recent years, as one drive to economic growth, care work including unpaid and paid care work[1] has been increasingly recognized and discussed. Unpaid care work is often uncounted or undervalued. [2] All over the world, women have shouldered disproportionately the unpaid care. Globally, the time women spend on unpaid care and domestic work is 3.2 times as that of men on average. [3] The amount of time devoted to unpaid care work is negatively correlated with female labour force participation, the quality of employment and gender wage gaps. The inequality in economic status further affects gender equality in all aspects of the society. [4]

On the other hand, the paid care work (especially domestic work), is also normally under valued, which affected the well being of domestic workers as well as the provision of affordable and high quality domestic service. The paid care work performed by domestic workers is largely informal and lacking legal protection. Among 67 million domestic workers worldwide, only 10 per cent have access to social security, the majority of domestic workers have no unemployment insurance, and no work injury insurance.[5]

The issue of care burden and its socio-economic impact has been emphasized by international conventions and guidance. Beijing Declaration and Platform for Action and the Commission on the Status of Women (CSW) sixty-third session recognized and emphasized the value of unpaid care and domestic work. The Sustainable Development Goals (SDGs) has set a specific target on unpaid care work-target 5.4 “Recognize and value unpaid care and domestic work through the provision of public services, infrastructure and social protection policies and the promotion of shared responsibility within the household and the family as nationally appropriate”. The ILO Convention on Decent Work for Domestic Workers, 2011 (No.189) calls for policy measures to formalize domestic workers in informal employment through extending labour and social protection. The 5R framework -recognize, reduce, redistribute unpaid care work, and reward and provide representation for care workers, provides guidance for defining and advancing transformative care policies and decent work for care workers.[6]

In China, the National Bureau of Statistics conducted time use surveys in 2008 and 2018 respectively, which provide data how men and women using their time on paid work, unpaid work, study and training, and other activities.

The COVID-19 has aggravated existing inequalities. Unpaid care work has increased, especially for women, with children out-of-school, heightened care needs of older persons and overwhelmed health services.[7] Domestic workers have been affected severely by the COVID-19 outbreak. Nearly three-quarters of domestic workers around the world – more than 55 million people – are at significant risk of losing their jobs and income due to lockdown and lack of effective social security coverage, according to new estimates by the ILO.

Since Quarter 3 2020, UN Women and ILO in China have been working with two professionals from Renmin University on a research on care work, to analyze the value of unpaid care work and impacts of COVID-19 on domestic workers, and to give recommendations about how to further stimulate the care economy. A draft research report in both English and Chinese has been completed.

Duties and Responsibilities

SCOPE OF WORK AND SPECRC TASKS

UN Women is hiring an international consultant to edit and finalize the research report. The main responsibilities will include:

1) The international consultant is expected to prepare a list of comments and suggestions about how to furtner improve the draft report, to be agreed by UN Women and ILO

2) The international consultant is expected to edit and finalize the research report (English version), including revising and poblishing from both the content and language perspective. The two national professors will be engaged to provide inputs to the revision when needed.

  • Minimum educational requirement: Master’s degree or equivalent in Economics, Social Sciences, Gender Studies, Public Administration, Public Policy, or a related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 10 years of experience in research in economic, social or related fields.
  • Proven experience on gender equality.
  • Previous experience on care economy is preferred.
  • Proficiency in english writing, knowledge of Chinese is an asset
  • Prior experience working with the UN is preferred.

Selection and evaluation criteria

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  • Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
