Result of Service

• Coordinate the preparation of two to three fully developed proposals under the TPI, with technical inputs from relevant UNCTs and stakeholders, and submit to relevant authorities to consider funding support. • Draft the progress report for the TPI, including its achievements, impact and next steps (proposed). • Support the implementation of activities under the UN in China-RF collaboration, and draft narrative reports as per the donor’s requirements. • Coordinate the drafting of full project documents under the TPI; • Draft documents, including talking points, briefing notes and key messages, related to the TPI, for the RCO and UN Headquarters; • Provide other support to the TPI, including logistics and substantive support, such as convening stakeholders, drafting meeting documents (speeches and meeting notes), etc. • Provide similar logistics and substantive support to UN in China-RF collaboration; • Support to incoming high-level UN delegations, including providing both logistics and substantive support

Duties and Responsibilities

Over the past two and a half years, the UN in China has collaborated with a broad range of stakeholders from the Government of China, Member States, international organizations, academia, foundations, and the private sector to co-create the China-Africa-UN Transformative Partnerships Initiative (TPI), that is aimed to support the implementation of outcomes from the Forum on China-Africa Cooperation (FOCAC). The first stage of the TPI focused on policy and technical discussions to identify concrete areas for project-based collaboration. Through several rounds of consultations, it was agreed to focus on agriculture development and food security, and climate change and the green energy transition, with an initial focus on countries in the Horn of Africa (HoA). Currently, the TPI is at the project incubation and formulation stage, with project ideas and proposals developed (through joint efforts of the UN Country Teams (UNCTs) in China and partner countries, in response to requests from relevant countries, including from the HoA and beyond) and under review by the China International Development Cooperation Agency (CIDCA convened in September 2024, the United Nations Resident Coordinator Office in China (RCO) is seeking to hire a Partnerships specialist to support regular outreach and communication with UN entities and other partners and stakeholders in the preparation and revision of project documents and to access financing support from different partners and stakeholders. Under the direct supervision of the UN Partnership and Financing Officer (“supervisor”), the partnership specialist will support the facilitation of UN in China partnership activities with the Host Government; member states, in particular the African Ambassadors’ Group in China; the development community; academic institutions; foundations and the private sector to implement concrete initiatives under the China-Africa-UN Transformative Partnership Initiative (TPI) and the partnership arrangement between the UN in China and the Rockefeller Foundation, including to convene multi-stakeholder engagements to cultivate ideas and formulate documents including proposals and reports, etc. The specialist will support other tasks, including incoming delegations of senior UN officials to China, drafting of documents and interpretation and translation, as requested. Particularly, the specialist is expected to support the RCO in convening meetings with stakeholders, conduct research and analysis, including on the country context and needs for the partner countries under the TPI, and provide substantive inputs to the formulation of quality proposals, to be jointly developed by the UNCTs and partners involved. Once the proposals are developed, the specialist will follow up with stakeholders, to review and revise the documents, submit to relevant authorities for approval and consideration for funding support, and continue to provide support and coordination throughout the implementation process. The same approach is applicable to the collaboration for the Rockefeller Foundation.

Qualifications/special skills

Bachelor’s degree or equivalent in international development studies, economics, statistics, political sciences or other related fields Minimum two years of professional experience Demonstrates strong analytical and writing skills Understands the context of China-Africa-UN collaboration from the South-South Cooperation perspective, and possesses knowledge of working with different stakeholders on a concrete project basis Builds effective relationships with clients, focuses on impact and result Consistently approaches work with energy and a positive, constructive attitude Can work independently while also support teamwork

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English and Chinese is required for this position
