BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP Chad Country Office is seeking to fill a CST Programme Policy Officer (Cash-Based Transfers) position, based in Ndjamena, to lead and coordinate Cash-Based Transfers, with a specific emphasis on strengthening capacities to implement cash-based transfers.

KEY ACCOUNTABILITIES

Under the direct supervision of the Programme Policy Officer (Emergency and Field Coordination) and the general supervision of the Head of Programme, the Programme Policy Officer (Cash-Based Transfers) will be responsible of following duties:

  1. Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance;
  2. Ensure timely transfers to beneficiaries and payment of partners
  3. Contribute to the preparation of accurate and timely reports on programmes and activities that enable informed decision making and consistency of information presented to stakeholders;
  4. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery;
  5. Coordinate the overall CBT programme in Chad Country Office and undertake actions that improve effectiveness and efficiency of Cash based interventions and specifically of conditional cash-based transfers;

DELIVERABLES

  1. Review proposals and budgets submitted by Partners, including Financial Service Providers for quality and consistency;
  2. Participate in Cash Working Group at national level and other relevant meetings and coordinate the internal Cash Working Group;
  3. Develop and sustain liaison with other actors engaged in planning and implementing CBT activities in Chad (including government authorities, NGOs, and UN agencies);
  4. Identify potential CBT projects and partners, and provide assistance in developing partnerships and in planning, formulating, and targeting CBT activities;
  5. Provide formal trainings and capacity building to staff and partners in management and monitoring CBT activities;
  6. Undertake support missions to sub Offices to ensure proper implementation of the activities;
  7. Coordinate the involvement of different Units in CBT activities based on the business process Model (BPM);

  1. Suggest and coordinate implementation of appropriate modality for CBT operation;
  2. Coordinate SCOPE introduction in CBT operations in Chad CO;
  3. Monitor the status of operational, planned and ongoing projects;
  4. Coordinate the management of fund affected to CBT activities with Resource Management and Donor Relation Units;
  5. Provide inputs for evaluation and audits missions;
  6. Participate in field visits with Donors to contribute in fund raising; 20. Performing other related duties as required.
  7. Elaborate and disseminate appropriate tools for CBT activities implementation;

MINIMUM QUALIFICATIONS

Education:

Advanced University degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.

At least five years of postgraduate, progressively responsible, experience in food assistance interventions ……

Language:

Fluency in both English and French

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

A minimum of 5 years of experience in Cash Based Transfer and experience in public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food assistance or commercial transactions

Experience in humanitarian assistance, emergency response, development, or related activities and working in emergency contexts and with displaced populations and vulnerable groups, including substantial field-based experience.

Experience in delivering training and conducting capacity-building for field operations

OTHER REQUIREMENTS

Knowledge & Skills:

Understanding of food security programming with previous experience from WFP or any of its cooperating partners and knowledge of UN system policies and functions is a strong asset.

Strong analytical, written and oral communication skills, as well as conceptual thinking.

Client orientation with excellent interpersonal skills. Excellent team support and supervision skills.

Proven management skills with effective personal communication skills.

Proven ability to produce outputs independently.

Flexibility and ability to take initiative to adapt to changing circumstances.

Positive attitude towards work and ability to work effectively within a team.

Flexibility to travel frequently, short notice, and for extended periods of time to WFP’s sub and field offices in Chad.
