The key objective of this consultancy is to develop a theory driven and evidence-based social and behavior change (SBC) strategy to address violence against children. The strategy will focus on changing social and cultural norms, beliefs and practices, including gender norms and behaviors that lead to violence against children. The consultant will lead Milestone 3 and be responsible for the development of the SBC strategy and will provide support for Milestones 1 and 2 (formative research) and 5 (baseline research). The consultant will co-lead Milestone 4 (capacity building) with the international research lead.

KEY MILESTONES AND DELIVERABLES

The Key Milestones for the assignment are:

Key Milestone 1: Conduct a desk review including secondary analysis of existing data on violence against children in Libya.

Key Milestone 2: Conduct primary (qualitative) research to collect evidence on the gaps in existing information identified under key milestone 1.

Key Milestone 3: Development of a social and behavioral change strategy for preventing and responding to violence against children. The tasks are detailed below:

3.1 Development of a Conceptual Framework

The international strategy development consultant will take the lead for this phase by developing an outline and guiding framework of the strategy and agreeing on a theory of change and the key components of the strategy.. The draft conceptual framework will be shared with UNICEF and relevant stakeholders prior to finalization. The framework will be further detailed and developed to form the SBC strategy document. The deliverables for this phase include:

• Draft conceptual framework for the SBC strategy, along with a powerpoint to present to key stakeholders

• Final conceptual framework incorporating comments from key stakeholders

(Note: at least 10 working days for UNICEF and partners to review/feedback of draft conceptual framework before finalizing)

3.2 Develop the SBC Strategy

The international strategy development consultant will take the lead in designing the SBC strategy to address violence against children, including harmful practices such as child marriage building on the research and the conceptual framework. The strategy will be structured around different identified spheres of influence and intervention, (based on the socio-ecological framework, i.e, homes, schools, communities), putting community engagement at the center and including but not be limited to the following information:

• An overview of the research findings;

• An overview of social norms and harmful practices related to violence against children in Libya

• Problem analysis and formulation of a theory (or theories) of changes (including manifestations, immediate causes, underlying causes, basic causes, and differences between behavior and nonbehaviour causes) building on the formative research.

• Clearly defined communication objectives, key messages, audiences, channels, activities and approaches

• Specific participant group segmentation and approaches tailored for each group detailing how they will be delivered, and how community engagement will be facilitated. This should include the identification of national and community level entry points and platforms for communication and community engagement.

• Capacity building needs for different participant groups and key actors

• Key partnerships and coordination mechanisms

3.3 Finalize the SBC Strategy

This phase of the strategy development will include the following:

• Develop the SBC/C4D strategy including a monitoring and evaluation framework

• Conduct a Stakeholder Validation Workshop using a hybrid modality. This step will include identifying key stakeholders and presenting the strategy to the relevant groups. A participatory validation workshop with government (national and local authorities), IPs to present the SBC strategy should be conducted to ensure that the SBC Strategy is in line with national policies and priorities and gets the buy-in from the government (national and local authorities) and representatives of participating communities.

• Following comments from the validation workshop, finalize the social behavior change (SBC), C4D/ and social change strategy including the monitoring and evaluation framework. The M&E framework will be led by the international research consultant.

* Allow at least 10 working days for UNICEF and other key stakeholders to review and provide feedback of draft C4D strategy before finalizing The key deliverables from milestone 3 include a final validated SBC/C4D strategy.

Key Milestone 4: Capacity building for key stakeholders/partners for the roll-out of the strategy. A national-level training is envisioned. The training content will cover key C4D principles and approaches and familiarize partners with the various components of the strategy, focusing on the implementation and rollout. The primary objective of the training is to enhance the knowledge and skills of implementation partners on SBC/C4D and increase understanding of what SBC is and how SBC/C4D programmes can contribute to programme goals, human rights and gender quality. The capacity building will be tailored for partners and implementers who will roll out the strategy.

The key deliverables from Key Milestone 4 will be training materials and a report from the national-level training workshop. This milestone and deliverables will be jointly managed by both the international research and the international strategy development consultants

Key Milestone 5: Following the strategy development and capacity building, a baseline study will be conducted to measure the indicators included in the M&E plan. The component # 2 strategy development consultant will play a supporting role for the baseline research to ensure linkages with the strategy.

6. Payment schedule:

Five payments are envisaged during this consultancy:

Working Arrangements

The international strategy development consultant will work remotely and in person (through field missions) 3 under the direct supervision of the Chief, Child Protection, in consultation with the PMU as well as in consultation with MENARO C4D Regional Advisor and CP Regional Advisor.

Two individual consultant(s) will be hired to lead specific milestones and deliverables, for 1) strategy development (under this ToR) and 2) research (under a separate ToR). The two international consultants will work in close collaboration and both assignments will be conducted concurrently to ensure the research, monitoring and evaluation component and the strategy development components are in sync and mutually inform the two segments of the consultancy.

The international strategy development consultant will work in coordination with a local project coordinator (to be identified and contracted by UNICEF on a Third party contract). The project coordinator will serve as the national resource person. The specific tasks for the project coordinator will be detailed in a separate ToR.

Qualifications required

Financial proposal, CV and samples of writing should be submitted to apply for this position. These will be scored against 100 point scale. Twenty points (20%) will be allocated to the financial proposal and the technical proposal will be scored against 80 points (80%).

The qualifications for the international consultants are as follows:

• Minimum 8-10 years of proven work experience in the area of communication for development, including training and monitoring and evaluation.

• Proven track record on formative research, monitoring and evaluation of SBC interventions showing measurable social and behavior change. Especially in monitoring and evaluation of violence prevention, harmful practices, and or social and cultural norms, beliefs and practices that lead to violence against children, including technical skills in conducting and managing research focusing on women and children.

• Ability to manage diverse research teams and oversee field research in complex settings.

• Willingness to collaborate with a range of partners (Government, civil society, academic and research institutions and media, women and youth groups).

• Demonstrated skills in producing well-written and high-quality deliverables. Candidates will be asked to share samples of written work or publications.

• Strategic thinking and problem solving when dealing with field based challenges or complex partnerships.

• Strong sense of ownership and responsibility to deliver with minimum supervision.

• Knowledge of UNICEF Programming is an added advantage

• Ability to work in a diverse environment and produce high quality work including in a team environment, within deadlines and under pressure;

• Other attributes essential for the assignment: Facilitation and leadership skills, computer proficiency including Internet and Microsoft Office

•Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
