This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Service delivery has primarily been coordinated and managed by standalone programs. Each program was defining and supporting establishment of the delivery systems needed to attain its objectives. This approach is however not fit for purpose in the context of the Sustainable Developmnet Goals(SDG attainment, where comprehensive services are needed across results relating to Universal Health Coverage, Health Security and Determinants of Health areas. The Primary Health Care(PHC) approach has been revitalized, with an increased emphasis on a comprehensive PHC approach that will ensure delivery of essential services across all ages. Compounding this situation is the implications of the disease, environmental and other shocks on standalone service delivery systems that lack the needed resilience to sustain service provision when threatened. There is therefore an ongoing process to re-pivot the service delivery systems in countries to align them with the current expectations. This is being implemented in the context of the ongoing functional review process in the WHO Regional Office that is prioritizing district health services support capacity in country offices. Finally, the WHO Regional Office is prioritizing as part of the Regional Directors transformational agenda the need to open opportunities for early / mid-career technically competent persons to have an opportunity to work with the WHO Regional Office, as part of its talent search and provision of opportunities to persons building careers in public health to enhance their experiences and lay foundations for future career advancement.

The WHO Country Office in South Sudan is therefore seeking technically competent National United Nations Volunteers to work as Integrated Service Delivery Officers in all the States in South Sudan.

Under the leadership and guidance of the WHO Representative and reporting to the State Coordinator, and in close collaboration with the respective WCO teams responsible for Communicable and Non Communicable Diseases including NTDs; Reproductive,Maternal Newborn,Adolescent and Child Health; Emergency preparedness and response; Health Systems Development, the incumbent will work within the respective WHO South Sudan State Office team to provide technical advice on Integrated Services Delivery(ISD) within the context of Primary Healthcare(PHC) to the State Ministry of Health. S/he will work directly with the State government and health partners to coordinate implementation of WHO/Country collaborative ISD/PHC policies, strategies and plans. This requires contacts with a broad range of partners and coordinating with other UN agencies, government entities, health stakeholders and Implementing Partners at the State Level.

Within the delegated authority and under the supervision of the Sate Coordinator the UNV [Integrated Service Delivery Officer] duties shall be:

1)To proactively support the capacity building, monitoring and reporting on the implementation of the Basic Package of Health and Nutrition Services (BPHNS-the Countries’ Essential Health Package) in the State, and disaggregated by location, level of care, and public health function. This may include support to the review and update of the BPHNS.
2)Guide and explore the roles and functions of the different service delivery models in delivery of the Basic Package of Health and Nutrition Services. This will include supporting and monitoring of the community delivery modality-the Boma Health Iniative, primary care facilities(Primary Health Care Units, Primary Health Care Centers), including supporting and monitoring County Hospitals(general hospitals); and State Hospitals. 3)To support the work within the country on defining and roll out of tools, and guidance for implementing integrated service delivery interventions at State level in collaboration with WCO teams responsible for Communicable and Non Communicable Diseases including NTDs; Reproductive,Maternal Newborn,Adolescent and Child Health; Emergency preparedness and response . These include tools and guidance for, Supervision and mentoring processes, Service standards, and quality assurance systems, therapeutic standards, and care audits and Infection Prevention and Control. 4)In collaboration with the WCO teams responsible for Communicable and Non Communicable Diseases including NTDs;Reproductive,Maternal Newborn,Adolescent and Child Health; Emergency preparedness and response; to facilitate the design of service delivery approaches in the country and oversee its application at State level, guiding how services will be provided. These include incorporation of the comprehensive PHC approach and person centred care approach. 5)To perform other related responsibilities as assigned by/or under the delegation of the WHO Representative in WCO/SSD.

Results/expected outputs: As an active [WHO] team member, efficient, timely, responsive, client-friendly and high-quality support deliverer, the UNV should demonstrate an understanding of:  Designing and implementing essential health service packages  Different service delivery models – at community, primary care and specialist levels  Designing and implementing service delivery interventions  The revitalized Primary Health Care approach, and Person Centered Care  Age, Gender and Diversity (AGD) perspective as to be systematically applied, integrated and documented in all activities throughout the assignment  Producing a final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

working in essential services provision preferably at sub national (State Level).  Proven ability to document health services plans and/or reports such as through production of country statistical abstracts, sector review reports, health policy briefs, best practice documentations, and others.  Relevant work experience in WHO, other UN agencies; experience working in relevant non-governmental or humanitarian organizations.

Expected functional Skills and Knowledge: The incumbent should be able to demonstrate an understanding of: (i) Designing and implementing essential health service packages (ii) Different service delivery models – at community, primary care and specialist levels (iii) Digital health solutions, particularly in the provision of care (iv) Designing and implementing service delivery interventions (v) The revitalized Primary Health Care approach, and Person-Centered Care

Other Skills:  Advanced use of MS Office, particularly spreadsheets, data visualization and analysis tools, and databases  Design and management of information systems  Familiarity with geographic information systems (GIS)  Skill in use of one or more statistical analysis programs (e.g., R, STATA, SAS, SPSS)  Understanding of the necessary public health programs,  Excellent organizational skills.

The rapidly changing nature of novel coronavirus COVID-19 has placed significant and increasing restrictions on the freedom of movement of people, even within countries. Such restrictions may affect the ability of UN Volunteers to begin their assignments at their assigned duty station or limit the ability to enter UN premises. Thus, UNV cannot guarantee assignments will proceed as normal. Candidates for UN Volunteer assignments requiring travel to the duty station may be exceptionally granted during this period alternative working arrangements to work from their place of recruitment until restrictions are lifted. Candidates for UN Volunteer assignments may also need to begin their assignments remotely in cases where access to UN premises is restricted. These are decisions at the discretion of the host entity. Candidates proceeding to interview are recommended to discuss travel requirements, any restrictions, and possible alternative arrangements with the host entity. If selected, candidates should carefully consider the circumstances before accepting UNV’s offer.

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly.
