Result of Service

A suite of learning solutions outlined in the Anti-Racism learning framework and the 2024 workplan. This includes a set of learning products tailored to start from a basic understanding to progressive change and application of diversity management principles for the various roles in the Organization. These will contribute to the development of increased Secretariat-wide acumen regarding race, racism, racial discrimination, and anti-racism, including: • Content design documents on anti-racism (e.g., lesson plans, storyboard, script, guidelines). • Technical requirements in the form of a Terms of Reference (ToR) that identifies specific resources needed to achieve the advised anti-racism-related learning solution(s) / content requirements. • Comprehensive learning programme hosted on an enterprise Learning Content Management System..

Duties and Responsibilities

Organizational Setting and Reporting Relationships: This consultancy is located in the Strategic Talent Management Service (STMS) in the Global Strategy and Policy Division (GSPD) of the Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The consultant will report to one of the Co-Chiefs of the Organizational Development Section (ODS). The Secretary-General is committed to zero tolerance and organizational action to address racism and racial discrimination and the equal treatment and full inclusion of all United Nations personnel in the work of the Organization. He has therefore launched a Strategic Action Plan on Addressing Racism and Promoting Dignity for All in the United Nations Secretariat (hereafter the "Strategic Action Plan") to tackle this abhorrent behaviour. ODS is responsible for designing approaches to build a working environment that embraces the widest possible spectrum of diversity and provides an enabling and gender-sensitive workplace. It also builds a culture of engagement, leadership, accountability and result orientation based on organizational values and competencies. With this organization-wide mandate, ODS plays a key role in implementing a wide breadth of strategic action plan recommendations proposed to shift the culture, policies, accountability mechanism, and practices of the UN Secretariat to address racism and racial discrimination and augment racial diversity and inclusion. Responsibilities: Within the limits of delegated authority, the Instructional Designer (Learning on Anti-Racism) will be responsible for the following duties: • In collaboration with a subject matter expert(s), conduct research and analysis supporting content development, programme design, and a measurement and evaluation plan for a practical, user-friendly experience. • Complete content design documents and technical requirements for each deliverable related to learning and skills development. • Co-draft a measurement and evaluation plan and recommendations for the "next steps" of implementing the Anti-Racism 2025 onwards.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent degree) in the fields of organizational development, behavioral science, business or public administration, human resources management, social psychology, social sciences, or related fields is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of professional experience in instructional design, learning development, education or related area in an international setting is required. Experience in conducting learning needs assessments, including mapping of learning opportunities is required. Experience working collaboratively with diverse stakeholders and building trusted professional relationships with them is required. Experience using technology for learning, including production of learning and course management via Learning Content Management Systems is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required.
