Result of Service A training framework and suite of learning products tailored to start from a basic understanding to progressive change and application of diversity management principles for the various roles in the Organization. These will contribute to the development of increased Secretariat-wide acumen regarding race, racism, racial discrimination, and anti-racism.

Duties and Responsibilities Organizational Setting and Reporting Relationships: This consultancy is located in the Strategic Talent Management Service (STMS) in the Global Strategy and Policy Division (GSPD) of the Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The consultant will report to one of the Co-Chiefs of the Organizational Development Section (ODS).

The Secretary-General is committed to zero tolerance and organizational action to address racism and racial discrimination and the equal treatment and full inclusion of all United Nations personnel in the work of the Organization. He has therefore launched a Strategic Action Plan on Addressing Racism and Promoting Dignity for All in the United Nations Secretariat (hereafter the "strategic action plan") to tackle this abhorrent behaviour.

ODS is responsible for designing approaches to build a working environment that embraces the widest possible spectrum of diversity and provides an enabling and gender-sensitive workplace. It also builds a culture of engagement, leadership, accountability and result-orientation, based on the organizational values and competencies. With this organization-wide mandate, ODS plays a key role in implementing a wide-breadth of strategic action plan recommendations proposed to shift the culture, policies, accountability mechanism, and practices of the UN Secretariat to address racism and racial discrimination and augment racial diversity and inclusion.

Responsibilities: Within limits of delegated authority, the Instructional Designer (Learning on Anti-Racism) will be responsible for the following duties:

  • In collaboration with a subject matter expert, conduct research and analysis in support of content development, programme design, and a measurement and evaluation plan for an effective, user-friendly experience.

  • Complete a content design document and technical requirements for each deliverable related to learning and skills development.

  • Co-draft a measurement and evaluation plan and recommendations for “next steps”.

    Qualifications/special skills Skills: Proven ability to conduct research, analyze data, work effectively in a team, and communicate effectively.

Familiarity with and competency in using common office software such as MS Office 365, MS Word, MS Excel, MS PPT.

Familiarity with applying Survey tools such as SurveyMonkey and MS Forms, familiarity with visualization tools such as Power BI, Canva, Genially, Adobe Suite, etc., and familiarity with multimedia tools for visuals and promoting interaction.

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in social sciences, education or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A specialization or a certificate in Instructional Design, Learning and Development, Online Course Development, Filmmaking, Organizational Psychology, (Strategic) Communications, Measurement and Evaluation is desirable.

Experience: A minimum of 5 years experience in Instructional Design, Learning and Development, and/or related work is required.

Experience with designing learning solutions that are assessable and inclusive is desirable.

Experience with designing, developing, implementing and/or measuring impact of an anti-racism training programme is desirable.

Experience with designing for or developing learning activities in a Moodle-based platform or similar LMS is desirable.

Experience with working in a global context such as the United Nations or similar organizations is desirable.
