Org. Setting and Reporting This position is located within the Field Technology Unit (FTU) in the Mission Support Service of the United Nations Support Mission in Libya. The incumbent will be under the overall supervision of the Chief of the FTU. The position is for Sirte but will initially be in Tripoli, Libya (Tripoli is classified as a Hardship “E” duty station and a non-family duty station). This position is expected to redeploy to Sirte, subject to certain conditions or when authorized by the Head of Mission (HoM), or the Chief of Mission Support (Sirte is classified as a Hardship “E” duty station and a non-family duty station).

On 28 July 2022, the Security Council by its resolution 2647 renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 October 2022, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security, and economic arrangements of the Government of Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors, including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors once conditions allow.

Responsibilities Within delegated authority, the Information Systems Officer will be responsible for the following duties:

  • Plans and directs all major information systems projects within the Mission, monitoring the progress of the systems analysis, design, development, testing and implementation of new, moderately complex systems, and/or, participates as a member of a team with responsibility for major components of the more complex systems;
  • Manages the budget of the Information Systems unit, formulating and monitoring budget allocations and expenditures 1 verifying funding and ensuring no overrun occurs;
  • Develops technical specifications for the procurement of equipment and contractual services, and coordinates the technical evaluation of offers and proposals received;
  • Develops and recommends strategies to implement global information systems projects originating out of DICT/OSD and the Mission;
  • Develops, irnp1ements and monitors information systems standards, guidelines and procedures;
  • Develops detailed systems and other functional specifications and user documentation for system as required;
  • Provides specialized advice to users, analysing users' requirements and translating these into new applications; determines application systems integration and linkage issues;
  • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing support, to include resolving difficult problems, advising on the use of new techniques 1 monitoring transactions to measure performance and continued effectiveness of assigned systems, etc;
  • Develops training materials, operating and user manuals; trains staff in assigned systems;
  • Develops disaster recovery plans relating to information systems and ensures appropriate planning and training of those responsible;
  • Researches, analyses and evaluates new technologies and makes recommendations for their deployment;
  • Participates in writing reports and papers on systems-related topics, system requirements/ information strategy etc;
  • Provides professional leadership and work direction for the Unit, develops the yearly work plan, mentors and supervises personnel of the Unit.
  • Develops plans for major IT systems projects within the Mission, monitoring the progress of the design, installation and con1missioning of the various systems;
  • Leads the team in the operation and maintenance of internetworking systems that includes routers and switches, operating systems platforms, database management systems, servers, workstations, and related equipment;
  • Devices and administers disaster recovery plans; provides training for support staff to implement these plans to ensure optimal readiness;
  • Responsible for the proper implementation of backup and recovery procedures;
  • Maintains a regular review of the network resources access control, data security, and server and data stores security systems;
  • Ensures all information security systems are properly configured and maintained;
  • Oversees the user access control for network resources and overall network security;
  • Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users;
  • Performs other duties as required.

Education High school diploma or equivalent is required.

Job - Specific Qualification Technical certification in Information Systems is required.

Work Experience A minimum of ten (10) years (five years' experience with a first level university degree) of progressively responsible experience in the· planning, design, development, implementation and maintenance of computer information systems or related areas is required.

Experience in budget, staffing and performance management and reporting is required.

Experience managing and overseeing large centralized (or decentralized) and globally distributed institutional systems is required.

Substantive knowledge in Information Systems including possession of good supervisory skills and extensive knowledge of IT policies, structure and strategies is desirable.

Two years of experience in the planning, design, development, implementation and maintenance of computer information systems or related areas in· a conflict or post-conflict setting is desirable.

Two years of experience providing services in the planning, design, development, implementation and maintenance of computer information systems or related areas to or in a field operation of the United Nations common system or comparable international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required and knowledge of Arabic is desirable.
