How can you make a difference?

Purpose of the Job: A key aspect of this position is to provide support for emergency preparedness and response to the Country

Offices by delivering quality information on the situation of children’s and women’s rights in coordination with the CO program

sections. The IM will provide technical expertise to the Field Offices for developing humanitarian response plans, and monitoring the performance of UNICEF-supported programmes in line with the revised Core Commitments for Children in Humanitarian Action (CCCs).

The IM Specialist will also have a critical role in developing the capacity of UNICEF personnel and selected implementing partners for data

quality assurance and data management, using different tools and approaches. To achieve the above objectives and responsibilities, the IM specialist will need

to develop strong inter-sectoral work relations.

Key functions, accountabilities and related duties/tasks:

1. Leading the establishment of a strong IM function with a focus on 1) data quality assurance, data catalogue/databases, data visualization, 2)support to regional, sub-regional (sahel, chad lake basin, etc.) and country analysis, and 3) strengthening of country systems, in close collaboration with other CO teams (emergency, programmes, evaluation, operations)

• Support CO to identify critical IM gaps, and advise on design mechanisms for collecting, storing and visualising information,

including using technologies for digital data collection, storage, and vizualisation. The above includes supporting CO to collect

essential geographical information on UNICEF-supported activities for programme coordination and coverage mapping.

• Provide technical support to streamline and operationalize standard operating procedures for data and information management at country

and regional offices levels. Facilitate the timely availability and accessibility of accurate data and information;

• Provide technical support to ensure standard performance indicators (global or regional) are well-known and used by the CO

with appropriate levels of disaggregations (e.g. by age, gender, disability, displacement status, location,…);

• Maintain a regional data tracking system to monitor the situation and regularly analyze the performance of UNICEF response against

targets. This will include an increased focus on tracking L2/L3 emergencies when activated, and monitoring Clusters/Sectors performance

where UNICEF is the lead.

• Work with emergency focal points and the Monitoring team to coordinate the CO quality assurance of and technical feedback on

all level 2 emergency SitRep (and other products)

2. Increasing the use of information by UNICEF and partners through delivering of quality products (dashboards, infographics, maps, etc.) and supporting the mapping and reporting on the development and emergency programs.

• In collaboration with CO sections ( program, humanitarian, Ops, etc.) and in line with CO Senior management’s needs for IM, define and

maintain standardised processes, tools and templates for ensuring timely delivery of quality and relevant information products suitable to

specific purposes and audiences

• Develop, maintain and regularly disseminate information products (dashboards, infographics, and factsheets) to support emergency

preparedness, programme planning, monitoring and decision making, working with the T4D unit.

• Provide technical support and guidance to CO to improve the timeliness and quality of humanitarian reports, including situation

reports (SitRep) and country office annual reports (COAR)

3. Building capacity for IM and humanitarian performance monitoring (HPM) to UNICEF staff, implementing partners and governments

• Identify capacity needs and provide appropriate capacity development activities and resources for UNICEF staff, implementing partners,

government, and agencies, focusing on those engaged in humanitarian response. Lead information management related capacity building

work at CO level

• Work with the regional emergency focal points to support the development of country or regional emergency preparedness and response

plans for new and chronic situations. This includes the development of the humanitarian actions for children appeals (HAC) in coordination

with CO and HQ HAC team.

• Liaise with HQ and other partners (Global clusters/sectors IM Specialists, etc.) to ensure appropriate IM and monitoring standards are used

across the Region.

• Act as a focal point for UNICEF’s Regional Office in regional interagency IM coordination platforms (e.g. Regional IM Working Group led by

OCHA).

• Support the documentation of lessons learnt from UNICEF IM and monitoring activities and identify priority areas for consideration, analysis

and research in emergency and nexus context.

4. Strengthening response planning and monitoring, in all contexts ( humanitarian and development programs), with a particular focus on field monitoring using third parties (TPM).

• Support the development and roll-out of the TPM approach, standards and tools across the region, in coordination with HQ.

• Provide technical assistance to CO to design and implement programme monitoring in hard-to-reach areas through third-party monitoring

mechanisms.

• Using the TPM tools, build capacity for the development of humanitarian monitoring frameworks that build on the CCCs indicators guidance

for setting need-based targets

Impact of Results: • A strong IM function with a strong data and information management system is built upon effective work processes and appropriate

capacities/skills to enhance the analysis and reporting on the situation of children and UNICEF programme performance;

• The capacity to monitor and use information at both regional office and CO levels is increased, resulting in more effective decision-making;

• Information management standards, tools, templates, products and guidance are developed to support both development and

humanitarian decision-making and improve the visibility of UNICEF emergency responses;

• The humanitarian information sharing and coordination are done more efficiently through active networks of skilled information

management focal points (internal and external)

• Country Offices responding in difficult to access areas are equipped with alternative monitoring options, including Third-Party Monitoring

guidance to improve UNICEF programme performance and increase accountability to the affected population

To qualify as an advocate for every child you will have…

Education: Advanced university degree in information management, geographic information systems, Programme Monitoring, Social Sciences

or related field.

Experience: Minimum 5 years of progressively responsible professional work experience in information management, information systems,

monitoring/evaluation, disaster management and preparedness or other related area.

Relevant experience working in information management or humanitarian performance monitoring in complex emergency settings

Prior UNICEF / UN system / Cluster field experience an asset.

Language Requirements: Fluency in English is required. Knowledge of local language is an asset
