In Mali, children face a variety and multiple forms of abuse, violence and exploitation, including those who are on the move and affected by the crisis. The humanitarian crisis that Mali has experienced since 2012 further impacted the lives of children and their families. Families and children, including unaccompanied children, continue to move for safety reasons, or for (temporary) work opportunities or for transit purposes. As a result, children face family separation, exploitation, child labor, recruitment into armed groups, trafficking, smuggling, sexual violence, and a lack of basic services, while existing child protection concerns have further exacerbated. Children are exposed to these multiple vulnerabilities and risks in an extremely weak protective environment where basic social welfare services are weak and traditional community-based child protection mechanisms have been disrupted.

Under the supervision of the Child Protection are of responsibility, Coordinator, the Information Management (IM) Specialist will provide technical support to ensure that up-to-date information necessary for effective child protection programming and coordination is collected, used, stored and shared in line with relevant standards and national guidelines. The IM will support the Child Protection area of responsibility to make informed, evidence based strategic and programmatic decisions on the basis of the collected and analyzed information on the scale/scope and coverage of child protection responses at woreda, zonal, regional levels and the needs of the affected people. The IM will also support the deployment of MRM IMS+ in Mali.

How can you make a difference?

Summary of Key Functions and Accountabilities:

1.1. Information Management for the Child Protection area of responsibility in the coordination structure

  • Maintain a document repository of Child Protection related information, standards, documents, etc., including other key datasets from other sectors for internal team use.
  • In close collaboration with UNICEF and CP area of responsibility coordinator, develop and implement standard tools and mechanisms to enhance the all over coordination of CP Humanitarian response in Mali..
  • Consolidate all information, periodic or ad-hoc, received from the different partners and generate comprehensive documents (including maps, dashboards, infographics and resource analyses), and present information in a way that is easily understood by various decision makers, ensuring the data confidentiality aspect.
  • Support HRP process by developing Needs severity analysis, PIN and Planned reach calculation etc.
  • Coordinate closely with other IMOs within UNICEF, Protection Cluster, GBV area of responsibility and other Clusters to ensure complementarity, harmonization and compatibility in terms of IM.
  • Support the Case Management Task Force including CPIMS+ and MRMIMS+ for effective information management for cases.

1.2. Data Collection, Compilation and Analysis

  • Support the development and regular revision of area of responsibility and Inter-Agency Information Management tools related to the child protection area of responsibility.
  • Build the capacity of IM/ data focal persons of partners on use of various data collection tools, reporting, analysis and IM tools, including MRM IMS+.
  • Develop the data collection tools using latest technologies to streamline the data collection process in a consistent, timely manner from partners.
  • Contribute for the preparation of Situation Report inputs with emphasis on Child Protection coordination response plans, targets and achievements.

1.3. Data Visualization

  • Develop data visualization products (including maps, dashboards, infographics and financial/ resource analyses), presenting information that is easily understood by decision makers, individuals and groups.
  • Undertake Mapping including 3Ws, 5Ws, Needs and Gaps analysis, Services and Infra-structure.
  • Lead IM/KM team and IM related initiatives of the Child Protection area of responsibility.
  • Use GIS/power bi mapping for map production and geographic data management.

1.4. Innovation, knowledge management and capacity building

  • Provide capacity building and mentoring support to Child Protection Information Management personnel for sustainable Child Protection Cluster Information Management.
  • Support the sub-national Child Protection area of responsibility in IM related matters to improve sub-national in-formation management and consolidation of Mali’s Child Protection trends and analysis.
  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders on information management.
  • Organize and implement capacity building initiatives to enhance the competencies of clients and stakeholders to promote sustainable results in child protection and related programmes/projects, including MRM IMS+.

EDUCATION

An advanced university degree (Master’s or higher) in information management, information systems, data science, statistics, GIS, or related field.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

WORK EXPERIENCE

  • A minimum of five (5) years of relevant professional experience in information management, data science, statistics, GIS, or related field.

LANGUAGES

  • Fluency in English and French is required.
  • Knowledge of the other UN official working language is an asset.
