You have:

- A minimum of 5 years of relevant experience in program and project management.
- At least 2 years' experience working with the United Nations system is desired.
- Strong analytical skill, including quantitative data, and excellent report writing and presentation skills is desired.
- Proven ability in teamwork, communication with diverse stakeholders and facilitation of conferences, workshops, etc is desired.
- Fluency in French and a good knowledge of English, both spoken and written, is required.

Result of Service
The IC will produce a monthly activity report mentioning the main advances and achievements in relation to the main expected outcomes (Updated the Spotlight 2.0 concept note; Reports of discussions with different stakeholders, including the Spotlight Secretariat; Draw up Terms of Reference for workshops and retreats and other activities; Programme Spotlight 2.0 Mali Document).

Duties and Responsibilities
Background: The Republic of Mali has developed a holistic national strategy to end GBV 2019-2030 with an action plan that is the reference framework for all actors working in the field of GBV. The First-Generation Spotlight Initiative (Spotlight 1.0) programme, jointly initiated by the European Commission and the United Nations Secretary-General, contributed over the period 2020-2023 to the country's efforts on violence against women and girls, particularly in the areas of legal and policy framework, institutions, prevention and normative change, the provision of quality services, the availability of data and capacity, and the strengthening of women's movements. Spotlight 1.0 has been a catalyst in the field of GBV in Mali by bringing actors together and has produced significant results that are beneficial to scale up in the rest of the country through the implementation of the Spotlight 2.0 initiative. The country team, through the consultation between the Resident Coordinator and the Heads of the AFPs that implemented phase 2 of the Spotlight 1.0 (UNICEF, UNFPA, UNWOMEN) took the decision on 11 July 2024 to record consultations with the Spotlight Secretariat and the government, to undertake the process of formulating the Spotlight Programme 2.0 and to work on resource mobilization. To this end, they instructed the RCO, which had acted as the coordinator of the pillars of the Spotlight 1.0, to bring together the technical focal points of the relevant AFPs to initiate the process leading to the formulation of the Prodoc and the mobilization of resources. Duties and Responsibilities: Under the supervision of the Chief of the RCO, the IC will be responsible, on behalf of the RCO, for working with the team of AFP technical experts put in place. He / She will contribute to: Support the planning and coordination of the Spotlight 2.0 program development process. Update the Spotlight 2.0 concept note in collaboration with AFPs, the national part and other internal and external stakeholders. Provide analytical and technical support on the content of the concept note and ensure the quality assurance process, including with the Spotlight Secretariat (S.I.) team. Ensure the synthesis and consolidation of inputs from stakeholders and the S.I secretariat team. Coordinate with key ministries and civil society to ensure active and substantive participation in the important steps of the Spotlight 2.0 development process. Collect and analyze information and statistical data related to the program design process. Support the organization of workshops and working meetings to draft the Spotlight 2.0 program. Plan and organize meetings with all stakeholders involved in the program development process. Design the results matrix, indicators and monitoring and evaluation activities. Share the experience of Spotlight 1.0 in Mali and other beneficiary countries of the S.I. 1.0. Write minutes of meetings and reports related to the S.I 2.0 process. Perform any other task instructed by the Office Manager.
Qualifications/special skills
At least a master’s degree in public administration, Legal Sciences, Political Sciences, Economics, Social Sciences, Development Management, Programme Management, or a similar field. A minimum of 5 years of relevant experience in program and project management at levels of responsibility related to gender-related programs and projects, providing strategic support, programs and projects formulation is required. At least 2 years' experience working with the United Nations system is desired. Strong analytical skill, including quantitative data, and excellent report writing and presentation skills is desired. Proven ability in teamwork, communication with diverse stakeholders and facilitation of conferences, workshops, etc is desired.
Languages
