Organizational Setting

FAO Ukraine is the country office of the Food and Agriculture Organization of the United Nations, a specialized agency dedicated to achieving food security, reducing rural poverty, and promoting sustainable management of natural resources. FAO Ukraine works in close partnership with the government, civil society organizations, private sector, and other UN agencies to address the diverse challenges and opportunities in the agriculture, forestry, fisheries, and environmental sectors. By providing technical assistance, policy advice, and capacity development support, FAO Ukraine plays a vital role in fostering sustainable agricultural practices, strengthening the resilience of rural communities, and enhancing food security and nutrition across the country.

Reporting Lines

Under the overall supervision of the Head of Programme - FAO Ukraine, the information Management (IM) Specialist Consultant will be responsible for providing visibility and organizational support to FAO Ukraine to help FAO meet program implementation and resource mobilization goals. The Consultant will support the Monitoring, Evaluation, Accountability and Learning department as well as the Head of Programmes, on all topics FAO works on in Ukraine, including emergency response, agriculture, livestock, value chain and natural resource management.

Technical Focus

The Information Management Specialist is responsible for maintaining and displaying up-to-date information on FAO’s interventions. This includes: • Provide information management services including but not limited to data collection, analysis and information dissemination. • Set up an information management system for data collection, analysis and dissemination of information within the organization and also externally to humanitarian actors for timely and informed decision making. • Train staff on information management and data visualization, including GIS.

Tasks and responsibilities

Data management: • Coordinate and refine Information Management (IM) workflows across programs and projects, ensuring seamless integration and efficiency from data collection to reporting. This involves setting standards, streamlining processes, and integrating innovative IM solutions to enhance program delivery and impact assessment. • Technically guide and mentor national Information Management Officers (IMOs) in their daily responsibilities, fostering a culture of excellence and continuous improvement. This includes overseeing the development of their technical skills, ensuring adherence to global IM standards, and providing expert advice on complex IM challenges to enhance the overall quality and effectiveness of information management within the organization. • Manage the design, coding, and implementation of forms and templates for mobile data collection initiatives; • Oversee the execution and ongoing quality control of remote data collection operations; • Administer databases/datasets, ensuring timely and accurate data entry as required; • Take initiative in gathering, managing, analyzing, and documenting data and information from implementing partners; • Produce statistical reports, graphs, and maps to demonstrate the scale and coverage of assistance efforts; • Direct the creation and upkeep of dashboards to monitor programming progress and support external advocacy efforts; • Manage a beneficiary information management system/platform (Identification, Delivery, Empowerment, Applications -IDEA, Project Activity Information Database - PAID has context menu…), in accordance with FAO’s Data Protection Policy and Principles, to harvest and analyze quality data for insightful progress and delivery evaluations; • Lead the Information Management (IM) support for FAO’s cash distribution program by overseeing the identification and definition of process flows; guaranteeing the robustness of the data model and ensuring interoperability of the program with the technology stack; coordinating the data process of the cash assistance component with other activities, such as in-kind distributions; • Develop and implement dynamic dashboards and tools for structured data analysis and presentation to both internal and external audiences; • Collaborate with internal stakeholders to formulate a strategic approach for leveraging secondary data using support systems such as geodata and GIS tools, and assist FAO staff involved in these tasks; • Provide advanced technical support to the international MEAL (Monitoring, Evaluation, Accountability, and Learning) Specialist across program hubs, focusing on high-level concerns (e.g., tool feedback, indicator reporting for donors, internal M&E processes); • Conduct training for staff on advanced information management and data visualization techniques, including Business Intelligence (BIs) and Geographic Information Systems (GIS).

Capacity Building and Technical Support:

• Provide technical support and guidance to FAO staff and partners on data analysis and presentation, development of tools and usage of data collection applications; • Design and deliver training programs to strengthen information management capacity within the organization, ensuring that staff and partners have the necessary skills and knowledge to prepare handle data needed for project implementation; • Carry out other relevant tasks as and when requested by the Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Statistics, Information Management Economics, Agricultural Sciences, computer Sciences, or other relevant field. • 5 years of relevant experience in information or systems management, with a background and interest in international humanitarian development. As well as monitoring, evaluation accountability and learning. • Working knowledge (level C) of English and limited knowledge (level B) of another FAO language (French, Spanish, Arabic, Chinese, Russian).

Technical/Functional Skills

• Knowledge of Ukrainian and/or Russian is considered an asset. • Demonstrated experience in the development of and visualization of humanitarian response data sets; • Knowledge of humanitarian information management functions and coordination mechanisms; experience monitoring projects and collecting relevant data an asset; • Work experience in more than one location or area of work, experience in humanitarian and complex contexts is an asset • Excellent command of Microsoft Windows packages as well as R, STATA or SPSS and data visualization in Tableaux • Knowledge of key food security and agricultural livelihood indicators • Extent of experience in developing and implementing integrated MEAL frameworks and strategies • Experience in capacity development for MEAL • Ability to plan and work with limited supervision to meet objectives
