This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the National Officer (Migration and Sustainable Development), the successful candidate will contribute to implementation of IOM Ukraine economic recovery activities targeting Micro-, Small-, and Medium-Enterprises (MSMEs). The Migration and Sustainable Development (MSD) Unit of IOM Ukraine implements project ‘SME Boost: Economic Integration of Internally Displaced People and business recovery’ (SME Boost) funded by KfW Development Bank on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The project aims to contribute to economic recovery and growth in Ukraine through targeted support to micro- and small- enterprises to alleviate poverty, mitigate unemployment and retain jobs. The successful candidate will contribute directly to implementation of the project and strengthen enterprise development efforts of IOM Ukraine by ensuring functioning information management system.

  1. Provide specialized assistance in the design, development and maintenance of core functionality for IMS as needed.
  2. Act as focal point for coordination with the external software developers.
  3. Coordinate the reviewing process of developer’s code before publishing to production server to ensure security and performance best practices.
  4. Coordinate the implementation DevOps (Continues Integration/continuous Development) for IMS.
  5. Design solutions to integrate, centralize and automate data and Data Management within the program for enhanced achievement of displacement related data.
  6. Coordinate the Microsoft azure migration and uses of cloud services.
  7. Suggest, implement, and support technology solutions for the programme needs in line with IOM ITC policies and standards.
  8. Participate in the identification, development, implementation, testing of technology solutions for MIS and related project and programme management systems.
  9. Coordinate the development of multiple systems integrations (API, Web services, Direct database integration).
  10. Develop reporting tools to support programme needs that includes writing complex SQL queries, stored procedures, functions, common table expression (CTE).
  11. Facilitate the effective use of designated information systems, including the IOM Datacenter Portal, and other database tools to manage the implementation of information management mechanisms.
  12. Perform routine vulnerability/quality checks for source code alone with code performance tests and provide optimization reports.
  13. Prepare and develop analytical tools and reports for program activities using available databases.
  14. Perform such other duties as may be assigned.

information technologies, administration and troubleshooting of the LAN, communication equipment, different databases and Windows based systems, computer hardware. • Familiarity with the Ukrainian business environment and context, understanding of the labour migration trends in Ukraine are highly desirable. • Experience in working with international organizations is desirable. • Demonstrated data analytical skills required, including a thorough understanding of how to interpret programs business needs and translate them into application/ operational requirements. • Excellent knowledge of Microsoft SQL Server, Visual Studio, ASP .NET and C# Programming Language. • Excellent knowledge of MySQL queries. • Strong OOP knowledge & experience is highly desirable. • Strong MVVM knowledge & experience is highly desirable. • Strong JavaScript/jQuery/CSS knowledge & experience is highly desirable. • Proven track record in Software Development. • Excellent writing skills and experience with creating design documents, specifications and test plans.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves. Taking into account the current circumstances in the country, telecommuting arrangements can be applied by the Host Entity.

Entitlements of National UN Volunteer Specialist

The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1534  (equivalent in UAH)  is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSc applies hardship classification to duty stations in Ukraine as “E”.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
