ORGANIZATIONAL CONTEXT

The Food Security Cluster (within the Emergency Operations Division, EME), co-led by WFP and FAO, coordinates the food security response in humanitarian crises addressing issues of food availability, access and utilization. The global Food Security Cluster (gFSC) is based at WFP HQ in Rome and provides support to country level clusters through information management, programming, and HR surge.

JOB PURPOSE

The Information Management Officer will work under the general supervision of global Food Security Cluster Leadership; she/he will report to the Global Food Security Cluster Programme and Policy Officer, and will work in close collaboration with the other global Food Security Cluster Information Management Officers. He/she will work impartially with all members of the gFSC and its sub-components, and will serve and represent the group as a whole, and not as an agency officer.

‘Information Management’ (IM) involves collecting, analysing, and sharing information through high quality information products designed to assist food security cluster partners make programmatic, evidence-based and strategic decisions regarding aspects of a humanitarian crisis. Sound and effective Cluster Coordination relies on IM.

The global Food Security Cluster Information Management team supports country offices through the provision of support on data analysis, mapping, and visualisation. The team is also responsible to produce guidance documents and material for field-based IMOs, as well as global IM products.

The gFSC IM team also develops and supports global level communication and advocacy through management of social media platforms, the website, and production of high-quality information pieces.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Monitor the production of country level information products and proactively follow-up with countries in need of support.
  2. Support FSC IMOs to perform effective information management by supporting the country level clusters in their efforts produce the ‘minimum reporting requirements’ (gap analysis, partner’s presence, response dashboards) and beyond (as per gFSC IM strategy).
  3. Update the Information Management (IM) Compendium as needed (templates and guidance).
  4. Support the capacity building of FSC IMOs through collective and one-on-one trainings, development of training and e-learning materials.
  5. Provide on demand IM surge and/or backstopping field deployments for Information Management Officers.
  6. Support the management of the cluster’s website, including posting updates, liaising with technical support and providing support for country clusters in using the website.
  7. Contribute to / lead the development of global FSC IM products (dashboards, plans and reports)
  8. Any other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT

  1. Support the capacity building of FSC IMOs through collective and one-on-one trainings, development of training and e-learning materials.
  2. Update the Information Management (IM) Compendium as needed (templates and guidance).
  3. Field missions reports and action plans to support country teams.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in information management, information systems or related field.

Experience:

Minimum of 5 years of experience in the humanitarian field and emergency context. Work experience in more than one location or area of work, particularly in field positions is desirable. Experience as FSC-IMO or IMO for other clusters is highly desirable

Knowledge and Skills:

Strong knowledge of and experience in using advanced Excel; data analysis softwares, including proficiency with databases, is desirable; Strong ability to present information in understandable tables, charts and graphs, including the use of interactive dashboards; Knowledge of GIS/Cartographic outputs and ability to collect and organize data to support their production; Experience on training material preparation and training delivery is desirable; Knowledge of international humanitarian architecture, including agencies, NGOs, and other partners.

Languages:

Working knowledge of English and French
