Result of Service- Provided advice to the Regional Centre and produced a report with lessons learned in form of a Word document (see output 1). - Produced and configured a user management system under the BRS Secretariat Active Directory (see output 2.a). - Produced a single sign-on interface API and front end based on SAML2. Computer code to be submitted by email in a Zip Archive with installation instructions in Word (see output 2.b). - Produced an interface that will allow the BRS Intranet System to use the Single Sign on interface in a form of a computer code to be submitted by email in a Zip Archive with installation instructions in Word (see output 2.c). - Produced an interface that will allow the BRS Webex System to use the Single Sign on interface in a form of a computer code to be submitted by email in a Zip Archive with installation instructions in Word (see output 2.d). - Updated and enhanced chemical profile information tool delivered in a form of a computer code to be submitted by email in a Zip Archive as well as database records (see output 3).

Duties and Responsibilities The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes.

The services required under this ToR are part of the joint clearing-house mechanism for information exchange for the Basel, Rotterdam and Stockholm conventions. The conferences of the parties of the three conventions pursuant to decisions BC-15/26, RC-10/15 and SC-10/22 on clearing-house mechanism, requested the BRS Secretariat to implement the activities of the workplan for the biennium, including its sub-activities number 1 and 2 on maintenance of BRS Secretariat records keeping systems and websites.

The present ToR outlines the tasks that the consultant will undertake in order to undertake data management activities to facilitate single sign-on access for Parties and other stakeholders to different data repositories maintained by the BRS Secretariat. In addition, this ToR also outlines the tasks that the consultant will undertake to further update and enhance the chemical profiles information tool.

Output 1: Produce a report on best practices and lessons learned on interoperability of regional centres taxonomies with the BRS clearing-house mechanism taxonomy (estimated duration: one month) Provide expert advice to the Regional Centre in Dakar on how to align and make interoperable the centre’s taxonomy with the BRS clearing-house mechanism one, with the aim to facilitate cross referencing of publications. Based on the lessons learned, the consultant will produce a report that could be used by other regional centres to align their taxonomies.

Output 2: Produce a single sign-on interface to access BRS Secretariat selected applications (estimated duration: four months).

Output 2.a: Produce and design a users’ management platform under the BRS Secretariat Active Directory. This platform will be used to manage external users, i.e. Parties and other stakeholders information exchange focal points. Through this platform those users will be able to access with a single login and password all BRS information exchange systems securely. The integration with BRS information exchange systems will be done in a gradual manner. In order to segregate the external users’ directory from the internal staff directory, the consultant will implement a federated Microsoft Active Directory infrastructure. The consultant will import selected users into it this repository and configure their access rights, starting with Parties’ official contact points.

Output 2.b: Produce the single sign-on login and retrieve password interface that will enable users to access BRS Systems. The single sign-on will use the SAML2 standards and connect to the user’s directory mentioned in output 1.a. This interface will be compatible with existing BRS information exchange systems.

Output 2.c: Produce a login interface for the BRS Meetings Intranet system based on ASP.NET.

Output 2.d: Produce a login interface for the BRS Webex system using Webex API.

Output 3: Enhance the chemical profiles information tool (estimated duration: one month).

Add information of recently listed chemicals into the chemical profile tool, including information on perfluorohexane sulfonic acid (PFHxS) derived from UNEP/POPS/POPRC.14/6/Add.1 and UNEP/POPS/POPRC.15/7/Add.1; and information on decabromodiphenyl ether derived from the PIC Circular and the related Decision Guidance Document.

Qualifications/special skills An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A first level university degree in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of progressively responsible working experience in the field of computer programming, database design and data analysis from complex databases is required. At least five years of proven experience in system's analysis and design, computer programming, including advanced programming skills in MS VB or C# for .NET platform, using MS SQL Server databases, and OData restful web services is required. Experience in the development and configuration of web applications using JQuery, Kendo UI, websites content management systems such as DotNetNuke, and good understanding of latest web technologies such as HTML 5 and CSS.3 is also required. Experience in the development and configuration of web applications using PHP and MySQL is desirable. Experience in working with international organizations dealing with environmental issues is desirable.

Languages Fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
