The ICT Specialist reports to the ICT Specialist, Data Use Unit within the Data and Analytics Section of the Division of Analysis, Planning and Monitoring.

How can you make a difference?

The incumbent's role is to manage ICT tools and standards in support of Data and Analytics Section statistical business processes, especially indicators on the state of children and women. Secondly, this role also supports the provision of these same good-practices services and standards to Regional and Country offices, while also assisting the field in their work to support development data with national governments.

This will include:

1. Managing and implementing new and enhanced ICT tools in support of UNICEF indicator data on the state of children and women, including UNICEF’s Indicator Data Warehouse, and data.unicef.org;

• Specifically, manage current UNICEF data tools including the UNICEF Indicator Data Warehouse, and data plugins for data.unicef.org including Country Profiles, Indicator Profiles, SDG data, and the Data Explorer.
• Work with UNICEF stakeholders to understand their business requirements and acceptance criteria. Prepare plans to meet those requirements with a view to delivering products iteratively, adding features on a priority basis, using PDCA cycles to adjust the work at the close of each stage.
• Design testing plans to validate the integrity of software products.

2. Working with UNICEF analysts, statisticians, and monitoring and evaluation staff to support data business processes across the data lifecycle with ICT tools and standards;

• Support UNICEF data users in the structuring and storing of data using the Statistical Data and Metadata Exchange standard (SDMX)
• Seek to standardize data by managing reference data and other classifications, with a view to maximizing reuse and comparability of data.
• Produce webinars, training programs, and other capacity development materials on data management good practices
• Represent UNICEF in inter-agency functions such as the Statistical Information Standards Collaboration Community (SIS-CC), the Inter-agency and Expert Group on SDG Indicators (IAEG-SDGs), and the SDMX Technical Working Group;
• Engage with programme sections, counterparts and implementing partners to assist in developing complementary technical solutions, and shared approaches to the collection, management and exchange of data;
• Assist in oversight, assessment and audit of vendors, counterparts and implementing partners
• Support Supply and programme staff to establish local LTAs for ICT-related programme contracts for services and products;
• Conduct oversight of providers and third-parties of ICT-related services and products to programme;
• Stay abreast of ICT trends, developments and best practices through professional development

3. Assisting in understanding field office data needs, working with them to develop their capacity to structure, store, and publish data using good practices tools and standards.

• Working with colleagues in field offices, assist and promote the use of Data Use Unit tools and standards for data management;
• Understand local data sources and assist field offices to structure, standardize and store those data using Data Use Unit tools such as the Indicator Data Warehouse and the Reference Data Manager;
• Create and maintain documentation that assists field offices in the use of DUU tools and standards;
• Produce and share webinars and other training materials in the use of DUU tools and standards;
• Work with field offices to assist in publication of regional, national, and subnational data on field office websites, and other field office reports, publications, and presentations;
• Liaise with T4D staff to foster standards-based approaches to data production.
• Participate in person or remotely in UNICEF global, regional or country offices events and discussions to contribute results based management/programming.

4. In concert with regional and country offices, working to extend good data practices to national government partners to enhance their ability to collect and use data to inform policy and decision making.

• Assist field offices in their work to strengthen national statistical systems by offering advice and good practices in data management, especially with respect to tools and standards.
• Work to connect field offices in the same region to make them aware of data management initiatives taking place at national and regional level to promote regional cooperation and the devleo[pment of regional data champions.
• Assist field offices in evaluating requests and proposals from national government with respect to data management.
• Assist field offices in the evaluation of data management LTAs and vendor contracts designed to be of service to national governments.

To qualify as an advocate for every child you will have…

• An advanced university degree is required in computer science, software engineering, mathematics, or another relevant technical field.

*A first-level university degree in a relevant field combined with two additional years of professional experience may be accepted in lieu of an advanced university degree.

• A minimum of five years of professional experience in information technology in a large international organization and/or corporation is required. Experience in a UN organization is an asset.
• Experience developing software for data-centric products;
• Solid experience building and documenting REST/JSON APIs an asset
• Indexing, keyword extraction, and search engine implementation experience;
• Experience designing and promoting the use of standard code lists and classifications to maximize data quality attributes;
• Experience understanding non-IT customer requirements, developing product plans, and executing them to iteratively develop user-oriented tools;
• Advanced proficiency in at least one enterprise-grade object-oriented programming language (e.g. Java, .NET);
• Advanced proficiency in at least one JavaScript framework, (e.g. React, Angular)
• Relational data modelling expertise and proficiency with SQL;
• ETL Experience harmonizing and integrating data from multiple data sources using custom scripts and ETL tools (e.g. AirFlow, Talend);
• Experience designing SDMX-based structures, and working with SDMX datasets and SDMX-based registries and data warehouses;
• Experience implementing responsive design frameworks, (e.g. Bootstrap, Materialize)
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
