UNICEF Philippines has two offices, one in Manila and one field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms. It is expected that the incumbent of this post will be based in Manila but have a particular focus on this region due to the special context noted above.

How can you make a difference?

Over the last few years, there has been increasing recognition of the critical role of digital innovation and technology for development (T4D) to UNICEF programming and accelerating support to the Sustainable Development Goals. With the global emergence of the COVID-19 pandemic in early 2020, digital development has become an integral component of UNICEF’s work as national programmes shifted to distance and remote delivery means.

The ICT (T4D) Associate is responsible for implementing and maintaining T4D innovations across all supported platforms and information systems and will be in close coordination with the country office, regional office, vendors, service providers, and partners from inside and outside the organization. ICT (T4D) Associate is also responsible for developing and overseeing T4D workplans and roadmaps, monitoring key performance indicators, and conducting technical training for capacity-building and technology transfer.

Under the direct supervision of the Knowledge Management Officer, the post shall undertake the following roles and responsibilities:

1. Support to existing and planned T4D initiatives to ensure all T4D solutions are efficiently coordinated, monitored, and supported to comply with digital development principles in accelerating and achieving results for children, particularly in the development and humanitarian settings.

  • Actively participates in programme discussions to leverage his/her technical skill to identify opportunities for innovative use of technology in programme initiatives.
  • Works closely with programme colleagues, relevant vendors and partners in formulation of technical opportunity into innovative product for children.
  • Supports project rollouts and implementation of new processes, applications, platforms, and systems including quality assurance, troubleshooting, capacity-building, and documentation.
  • Monitor and evaluate the use and effectiveness of best practice innovations and lessons learned and their dissemination among country office, regional and HQ colleagues.
  • Provides support to programmes in any technology-related issues, contracts involving ICT or systems and solutions, including review of ToRs and specifications, technical evaluations, applications, offers etc. and advising on any partnerships for ICT-enabled solutions for children.

2. Strengthen data-driven systems and solutions to facilitate rapid decision-making, learning and adaptive programming, and informed strategy.

  • Support capacity for data collection, analysis, visualization, storage and information management systems across the programme in consultation with Outcome and output managers.
  • Promote strengthened use of data to inform programme implementation, learning and results monitoring by the use of digital public goods, data visualization, geo-spatial mapping systems, etc.
  • Support programmes to consolidate, analyze and use information from; key performance indicator reports, infographics, and other dashboard applications such as the results tracker; real time data and information drawn from monitoring (situation, implementation and results monitoring) and trip reports; quarterly progress reports with partners; country office annual report; key research and studies.
  • Ensure that processes and tools for collecting, storing, preparing, and reporting data are secured, protected, and adhere to the principles of Responsible Data for Children (RD4C).
  • Make occasional mission trips to support and participate in technology assessment, training, validation, and evidence-based documentation.

3. Provide technical and operational support to office-wide digital transformation.

  • Support the development and implementation of knowledge management tools and platforms that would help UNICEF Philippines build its internal knowledge hub on children.
  • Facilitate and promote the usage and adoption of digital tools among management, colleagues, staff, and partners to boost productivity, efficiency, and collaboration.
  • Develop performance indicators to monitor the effectiveness of digital tools and information systems critical to achieve digital transformation.

To qualify as an advocate for every child you will have…

  • Completion of Secondary education supplemented with formal training (at university level) in Computer Science, Business Administration or computer related certification (e.g., Prince2 Certification, ITIL Foundation Certification or equivalent customer support certification).
  • Computer literacy and ability to effectively use standard office software, tools and technologies.
  • Six (6) years practical professional work experience in information technology, product development, as well as systematic methods of troubleshooting and analytical problem solving, providing assistance to users on technology products and services, and use of applications and data visualization tools.
  • Practical experience with various platforms and applications: operating systems, email and database systems, Microsoft Office product suites, and data collection and visualization tools.
  • Knowledgeable in technology life cycle.
  • Work experience in providing technology transfer and support to remote field offices in developing countries is an asset.
  • In-depth technical knowledge related to software development and information systems management.
  • Experience in programme design, management and direct implementation of initiatives is strong asset.
  • Work experience in emergencies is a plus.

Selection Criteria:

  • Years of experience in related and similar job function.
  • Training and application of learning in Computer Science, Business Administration, or computer related certification (e.g., Prince2 Certification, ITIL Foundation Certification or equivalent customer support certification)
  • Excellent communication and interpersonal skills, and proven success in facilitating technology transfer and capacity building.
  • Knowledge of UNICEF practice areas and emergency planning is an advantage.
