Org. Setting and Reporting The Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the IIMM was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. This position is located in Geneva, Switzerland within the Information Systems Management Section (ISMS) of the IIMM. The Information and Records Management Officer reports to the Chief of ISMS.

Responsibilities Under the direct supervision of the Chief of ISMS, the Information and Records Management Officer will perform the following functions:

- Supports the Chief of the ISMS, in reviewing, and providing a comprehensive assessment of the existing information governance (IG) structure, to identify missing elements and recommend remedial actions including technical and staffing solutions. - Works cross-functionally and collaboratively across the IIMM to develop a strategic vision for an information governance programme for non-evidentiary materials as well as developing a suitable archiving strategy and process for the Mechanism’s investigative, administrative and operational data as a whole. - Within the parameters of established UN policies, and the internal Policies and Procedures Group (PAPG), facilitates, drafts, and oversees the implementation of policies, procedures and guidelines affecting the development and maintenance of the IIMM’s records, archives and delivery of reference services, and systems management. - Ensures access to, and control of, the IIMM’s information and records, by systematic preservation, organization, cataloguing, indexing, maintenance and disposition of UN records with particular attention to information security and classification/declassification measures. - Identifies and recommends practical, procedural and technical solutions to ensure compliance with policies, retention schedules, security requirements, transfer requirements, and archival policies. - Coordinates declassification reviews by liaising with record originating offices. - Provides guidance on the lifecycle, organisation and management of investigative materials and products residing outside of the current evidence management and eDiscovery systems. - Develops and oversees the delivery of information and records-management training to IIMM personnel regarding activities, tools, and services; including document, data, web publishing and records management, drawing upon standard training approaches defined by the United Nations. - Assists in the evaluation of emerging technologies (including software applications and associated hardware) for integrating records created in diverse systems into an electronic recordkeeping system. - Participates, as required, in working groups, task forces and other fora, advocating recordkeeping and/or archives perspectives and standards. - Other responsibilities related to information and records management, as may be required.

Education Advanced university degree (Master's degree or equivalent degree) in information science, information systems, computer science archival, law, library sciences, information or evidence management, social science or related field. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Certification in Information governance or Records Management is desirable.

Work Experience A minimum of 7 years of progressively responsible experience in information governance, electronic archiving and/or records management is required.

Prior professional experience in the legal field and/or litigation project management is required.

Experience implementing UN Secretariat records management requirements is desirable.

Experience working at an international court, tribunal or investigative mechanism is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is funded by extra-budgetary resources and is available for up to 364 days. The appointment or assignment and renewal thereof is subject to the availability of the funds.
