THE ROLE & THE ORGANIZATIONAL CONTEXT

This job is located in the WFP Library & Research Centre at WFP Headquarters.

The purpose of this role is to manage the WFP Library & Research Centre and contribute to corporate knowledge management and staff wellness.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Manage the WFP Library & Research Centre by ensuring supervision, guidance and training for library staff; prioritization of work and delegation of tasks; development of an annual work plan and budget.
  • Perform desk research for WFP employees and external library clients related to data, information and knowledge on WFP operations, governance or history. Perform topical research or region-specific research related to WFP’s areas of work. Search in WFP’s internal information and knowledge systems, the library collection and other research databases and information sources for relevant information and knowledge and liaise with knowledge management focal points, subject matter experts, where appropriate.
  • Proactively manage the positioning of the Library & Research Centre as a knowledge management unit within the organization, in close collaboration with the Innovation and Knowledge Management Division and ensuring accessibility to relevant knowledge, academic and scientific resources to all staff and digitalization of WFP’s historical publications and executive documentation.
  • Maintain a high level of innovation and use of cutting-edge technology for knowledge management, organizational learning, research, indexing and distribution of global corporate knowledge management and library services and content. Raise the visibility and increase global usage of the Library & Research Centre through outreach and regular library briefings.

  • Ensure high client satisfaction by providing needs-based services, based on the results of regular staff information needs’ surveys, user satisfaction surveys and usage analytics. Thrive for continuous improvement and innovation of services in the areas of library science, information and knowledge management.
  • Develop the library collection by identifying publications and other knowledge and information resources of interest to its clients, expanding on multilingual content. Gather open-access materials and arrange the acquisition, registration and cataloguing of materials according to WFP’s information and knowledge need priorities. Use specific cataloguing rules following accepted international standards and modern indexing tools in order to ensure all the material to be easily accessible.
  • Manage the corporate taxonomy, developed by the Library & Research Centre, and organize taxonomy reviews in coordination with information and knowledge management focal points from WFP divisions and offices. Provide guidance to staff regarding taxonomy changes. Collect and review taxonomy scope notes from the responsible divisions/offices and provide recommendations for implementation of taxonomy changes into the corporate systems.
  • Take part in WFP’s knowledge management forums and participate, as observer, in the Publications Review Forum, as well as in documents managers training sessions to explain the concept and importance of taxonomy and documents management procedures. Coordinate the issuing of ISBN numbers and collaborate closely with the Publications Unit on licensing of WFP’s publications.
  • Fulfill other related duties as required.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

Advanced University degree in Library Science or related fields, OR a first level degree in any of these fields in combination with an extensive relevant experience.

Experience:

  • At least 5 years of postgraduate professional experience in library or global repository management.
  • Experience developing, using and managing knowledge management systems and centralized knowledge and information repositories is an added value.
  • Direct experience in robotic process automation and internet technologies is an added-value.
  • Experience in working with United Nations knowledge management and organizational learning initiatives, global knowledge and information centralized repositories, and familiarity with food security, nutrition, gender, knowledge management, humanitarian and development related knowledge collections would be an asset.
  • Experience with digital and innovative tools to deliver knowledge management, organizational learning, library and central knowledge repository services.

Knowledge & Skills:

  • Working knowledge of the latest knowledge management approaches, processes and tools.
  • Working knowledge of internationally recognized cataloguing standards (UDC, MARC21, AACR), indexing tools (AGROVOC, UNBIS) and serials management procedures.
  • Familiarity with best practices on information and knowledge organization, including taxonomy, metadata and information architecture management.
  • Sound understanding of WFP’s areas of work, terminology and corporate information needs would be an asset.
  • Demonstrated leadership, managerial and team-building competencies in a multicultural and multilingual working environment.
  • Excellent planning, analytical, interpersonal, communication, project management and organizational skills.
  • Self-motivated, detail-oriented and a strong service orientation.

Language:

  • Fluency (level C) in English language.
  • Minimum of intermediate knowledge (level B) of a second official UN language: Arabic; Chinese; French; Russian; Spanish; and/or WFP’s working language, Portuguese.

TERMS AND CONDITIONS

  • This is an International Professional position and is open to all nationalities.

  • Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed-term as well as a rotational contract with a probationary period of one year.

  • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

  • The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
