Individual contractor (national) Communication specialist to support the ACO Communication and advocacy activities.

1. Background

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias, or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic, and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education, and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations

2. Purpose and Objectives

The Communication and advocacy consultant will support the work of planning, implementation and monitoring of the organization's communication and advocacy strategy in Algeria under the direct supervision of the communication officer and in close collaboration of the Social Behavior Change officer (SBC).

3. Major tasks of the consultancy (11,5 months : between September 2022 – August 2023)

The objectives of the consultancy include:

• Support to the production of communication products and materials to support country communication strategy, regional and global campaigns, and priorities.

• Support in developing and maintaining relationships with journalists and media (TV, radio, web etc.) – in the country, to communicate the story of UNICEF's cooperation to a wider audience.

• Regular monitoring and evaluation activities are undertaken according to the work plan to ensure maximum impact and continuous improvement of country communication efforts. Results and reports are prepared and shared on a timely basis.

• Maintain and develop the Country Office’s contact list of individuals, groups, and organizations (including Government, UN, and bilateral counterparts) to achieve the advocacy and communication objectives.

• Support UNICEF’s Algeria response to Covid-19, in particular in Tindouf through the production of awareness campaigns and materials.

• Support the organization and smooth running of UNICEF Algeria’s ongoing and coming events (ImaGen Youth Challenge, Celebration of International Child Day 20 November 30th anniversary of Algeria ratification of Child Rights…etc.).

• Support capitalization on UNICEF Algeria program’s best practices and success stories.

• Support the production and the drafting of advocacy and communication materials (e.g., briefing notes, images, press releases, video, web pages, Human Interest Stories etc.) and follow up the production (e.g., films, videos, audio-visuals, etc.), and oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design etc.) to meet standards as set out in the Communication Toolkit.

• Support the production of UNICEF ALGERIA Visibility Items within the deadline and in collaboration of the selected communication agency.

• Support in posting on our social media channels and official website by producing posts and articles.

• Recommend appropriate information and communication materials for use in media, and other advocacy and communication activities; recommend the appropriateness, quality, and dissemination of printed and audio-visual materials.

• Recommend established contacts, networks, resources, and processes to support communication activities.

• Ensure rapid and accurate information dissemination to the media and monitor and evaluate the use and effectiveness of media materials

• Assist a regular monitoring and evaluation activities according to the work plan to ensure maximum impact and continuous improvement of country communication efforts.

• Ensure results and reports are prepared and shared on a timely basis with partners and donors in close work with UNICEF CO’s partnership officer.

• Support the Monitoring of the public perception of UNICEF in the country and UNICEF’s activities and campaigns and recommend appropriate action to maintain a positive image for the organization by using social listening tools and providing regular reports.

4.Duration of assignment

11,5 months, extendable depending on need and funding.

6.Qualifications or specialized knowledge and/or experience required

Academic qualifications:

• Master’s Degree in Communications, Journalism, Public Relations, Social Science related field. A Diploma in relevant field with experience can be considered in lieu of the Degree

Knowledge, skills and experience:

• Minimum 3 of work experience in communication, print and broadcast media or interactive digital media.

Personal competencies:

• Ability to work in intensive work environments, and able to work under pressure.

• Highly skilled at working with teams of diverse capacities.

• Ability to keep to planned timelines. Flexible and resourceful.

• An action-oriented approach and strong drive for results.

• Technical competence in drafting and producing content for various media formats – print, audio, video, web etc.

Language Proficiency

• Fluency in French and Arabic, good level in English would be an asset.

7.Technical evaluation criteria and weight allocation between technical and price proposal
