In the 2010 update of the Core Commitments for Children (CCCs) is the explicit commitment that appropriate and experienced staff and personnel with relevant deployment training are provided and rapidly deployed, that focus on action in the first eight critical weeks of humanitarian response and provide guidance for action beyond that, moving towards defined benchmarks.

In the early hours of 9 September 2020, several fires broke out at the Moria Reception & Identification Centre (RIC) located on the Greek island of Lesvos. The centre, home to approximately 12,000 refugees, migrants and asylum seekers 4,200 of whom are children including over 400 unaccompanied and separated children, was severely damaged, forcing people to flee for safety. The blaze spread quickly due to high temperatures and strong winds on the island, immediately rendering the entire population of migrants homeless.

Responding to that unexpected event UNICEF will pursue a two-pronged approach, which will involve provision of immediate relief assistance in the areas of child protection and GBV and non-formal education. UNICEF will also coordinate closely with national authorities and other humanitarian actors to provide, additional temporary shelter and access to prevention, protection and education services to the most vulnerable children and women as needed, utilizing its existing structures and network of partners as well as identifying new solutions. Special consideration will be given to the needs of unaccompanied children as well as vulnerable girls and women.

How can you make a difference?

  • Support and/or lead on conduct of rapid child protection, GBV and NFE needs assessments, together with partners in the relevant coordination groups using agreed inter-agency assessment tools.
  • Support strategies and mechanisms to scale up the child protection, GBV and NFE response to the emergency, including addressing protection concerns for children as well as needs for education.
  • Provide technical support and assistance to UNICEF child protection, GBV and NFE staff and partners, including government and NGOs, to scale up the relevant components of emergency response programmes, including development or amendment of projects and partnerships.
  • In consultation with other CP, GBV and NFE government and partners lead and/or participate in relevant protection, child protection, GBV and NFE coordination structures for the response to the emergency.
  • Manage procurement and distribution of supplies related to child protection ,GBV and NFE interventions.
  • Identify opportunities to work with other sectors to strengthen overall protections for children and women by integrating protection activities within their emergency response programmes.
  • Monitor the trends and emerging evidence of child protection, GBV and NFE concerns and the response by Government, and analyse this information to advise on the child protection response.
  • Represent UNICEF in relevant Child Protection, GBV and NFE in humanitarian-related coordination and other meetings.
  • Increase access to financial resources available for the child protection, GBV and NFE emergency response through established humanitarian funding mechanisms, and by pursuing new opportunities, as required.
  • Support the CP Chief and Education Chiefs with oversight and management of funds for the CP, GBV and NFE emergency response.
  • Raise awareness on child protection, GBV and education concerns and UNICEF’s response thereto through relevant humanitarian, media and communication outlets, as appropriate.
  • Provide inputs on child protection, GBV and education concerns and UNICEF’s response thereto in all UNICEF, inter-agency and government planning and reporting processes.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social work, international relations, law, child psychology, education, or another relevant field.
  • Minimum of 4 years related work experience with UNICEF and / or other relevant actors in project management in relevant areas.
  • Experience in emergency response, with emphasis on migrant and refugee contexts.
  • A protection, child protection and/or education background is a strong asset.
  • A basic understanding of UNICEF’s core commitments to children in humanitarian action, humanitarian principles, coordination mechanisms, and gender and diversity aspects of humanitarian work.
  • Fluency in Greek and English (verbal and written).

CONTRACTUAL ARRANGEMENTS

  • Travel: the consultant is not expected to travel.
  • Payment: Monthly payments are envisaged during this consultancy. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

APPROVAL PROCEDURES AND LOGISTICS

  • Consultants should act with integrity and respect for all stakeholders in line with UNICEF ethical guidelines regarding evidence generation.
  • UNICEF Greece Country Office holds copyrights for all reports. The documents (including raw materials, etc.) may not be reproduced, distributed or published without the written permission from UNICEF.
  • All personal data should be accessible to team members, but no one else. The consultants need to set up secure systems (a) to ensure that other staff within their institutions cannot access their data via the shared staff drives, and (b) to ensure secure data transfer between institutions. Cloud based storage with limited sharing rights could be considered in this instance. Different personal data files need to be link-able, they need to be held separately so that they can only be linked purposely, by researchers who are authorised to do so. There is also a need to ensure that data cannot be removed from secure systems in ways that might compromise data security.
  • UNICEF GPO Office will share with the selected consultant all the relevant materials it has and provide required expertise.
  • UNICEF GPO will provide administrative support for the work of the consultant.
  • All information from produced reports cannot be shared with the media without the written approval of UNICEF GPO Office.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
