ADVERT: Individual Contract (Maldivian National) Consultant Management of a Campaign and monitoring of the Child Protection Program interventions for Combating Sexual Violence against Children and Women.

Background & Purpose:

The National Study on Violence against Children in the Maldives (2009) showed that 15% of children attending secondary school had experienced sexual abuse at least once in their life. The same study showed that the number of girls who reported sexual abuse is almost double the number of boys. Male' City is the place where girls were at a higher risk of sexual abuse. Over the last three years (2018, 2019, and until June 2020), the Ministry of Gender, Family, and Social Services (MoGFSS) reported a total of 435, 416, and 262 annual cases of sexual violence against children respectively. The reports from the MoGFSS show that of the total 1,113 cases of sexual violence against children over the last three years, 73% of the victims were girls.

Thought the MoGFSS and the police reported a drop in the number of cases of sexual violence against children and women during the COVID-19 lockdown. However, the media experienced a noticeable increase in the number of reported sexual violence cases, soon after the end of the COVID-19 lockdown. This resulted in a public outcry for ending sexual violence and expediting justice for the victims. Many of the women who are current or past victims of sexual abuse are now sharing their ordeal in social media. Male' City is currently experiencing frequent protests calling on the Government to put an end to the sexual violence against children and women. The President met with groups of victims and removed a senior official from his position following allegations of sexual abuse against him.

The current positive momentum offers a historic opportunity to break the silence around sexual violence and reinvigorate the legal system for speedy, effective justice for the victims. The Ministry of Gender, Family and Social Services together with UNICEF Â consulted with government partners stakeholder NGOs and CSO to identify possible interventions.

Four broad areas of actions were agreed on during the namely: (i) Addressing negative social norms and social values, (ii) Breaking the silence and empowering victims, (iii) Providing services and responding to victims, and (iv) improving and expediting justice for victims. UNICEF is committed to supporting the Government of Maldives in combating violence against children and women.

Objective to which the consultancy is related:

The main objective of the proposed consultancy is to support UNICEF and the Ministry of Gender, Family and Social Services in managing the proposed campaign and programmatic interventions to combat sexual violence against children and women.

Duty station: Male', Maldives.

The consultant(s) will be embedded within the team at UNICEF MCO and work directly with the team identified together with the lead stakeholder agencies.

Travel: Travel to the field is expected to monitor during the rollout of the campaign.

Supervisor: Programme Specialist - Child Protection, Child Rights and Gender, UNICEF MCO.

Major Tasks to be accomplished:

Under the direct supervision of the Programme Specialist, the consultant will contribute to the smooth implementation and rollout of the campaign to combat sexual violence against children and women.

More specifically the consultant (as the manager) will:

  • Plan, coordinate and facilitate meetings with the designers and the lead stakeholder teams,
  • Follow up and ensure the timely delivery of the products by the designer team,
  • Manage the key events of the campaign,
  • Contribute to documentation of the campaign, including, but not limited to, write-ups to UNICEF platforms (such as the Regional Child Protection E-Bulletin and the Global Child Protection E-Bulletin),
  • Monitor the implementation (during the rollout phase) to identify the effectiveness of the material, and strategy, and propose corrective actions.
  • Support in managing the rollout and monitoring of violence against children and GBV/DV related activities.
  • Support in monitoring the CSG rollout.
  • Support research and data collection on Child protection including sexual violence against children and women study.

  1. Manage the key events of the campaign.

Task:

  1. Contribute to visual documentation of the campaign, including, but not limited to, write-ups to UNICEF platforms (such as the Regional Child Protection E-Bulletin and the Global Child Protection E-Bulletin).

Deliverable:

Articles published on a monthly basis.

Task:

  1. Develop reports, briefs including press briefs, working papers, presentations, and advocacy notes as and when necessary.

Briefing notes and advocacy papers.

Tasks:

  1. Monitor the implementation (during the rollout phase) to identify the effectiveness of the campaign material, and strategy, and propose corrective actions.

  2. Support in managing the rollout and the monitoring of the violence against children and GBV/DV related activities.

  3. Support in monitoring of the CSG rollout.

  4. Support research and data collection on Child protection including sexual violence against children and women study.

Deliverable:

Periodic monitoring reports (on an agreed interval or related specific activity).

Estimated duration of contract: The total consultancy is estimated to be extended over 11 months.

Qualifications or specialized knowledge and/or experience required

  • Bachelor's degree in the social sciences field with 3-5 years of experience OR equivalent combination of education and experience.
  • Working experience in the area of child rights, violence against children, gender-based violence/domestic violence.
  • Working experience in coordinating and managing programme activities.
  • Ability to keep to tight timelines.
  • Strong drive for results.
  • Highly developed communication, networking and interpersonal relations.
  • Working with teams of diverse capacities.
  • Proficiency in written and spoken English and Dhivehi.
  • Prior experience in conducting social research will be an added advantage.
  • Prior knowledge and experience in managing campaigns would be an added.
