Purpose of Activity/Assignment: To prepare and facilitate a half day teambuilding and skills building programme with focus on diversity, equity and inclusion, on 5 October 2023.

Scope of Work:

A new version of the Global Staff Survey (GSS) was conducted in all UNICEF offices in quarter 4 of 2022, covering 12 different topics:

- Diversity, Equity and Inclusion

- Internal Communication and Knowledge Management

- Job Satisfaction/Motivation

- Management Responses to Global Staff Survey and Independent Reviews

- Performance Management, Professional Development and Career Support

- Personnel Empowerment and Two-way Communication

- Staff Association

- Staff Security

- Standards of Conduct

- UNICEF’s Response to COVID-19

- Work-Life Harmony

The survey included many questions which were similar to those in the 2020 GSS and in the Pulse Check Surveys on organizational culture to enable the comparison of results over time. It also included a new section on Internal Communication and an expanded number of questions under the Diversity, Equity and Inclusion section. The 2022 GSS was open to all UNICEF personnel, including interns, consultants, and volunteers, as long as they had a UNICEF email address.

For the Viet Nam Country Office, the results are overall positive, with 10 topics out of 11 reaching an overall positive score for over 70% of the respondents and only one topic (Office effectiveness and efficiency) reaching an overall positive score of 65%. The employee engagement rate is 79%.

Though Diversity, Equity and Inclusion received a high score at 82%, when doing a deeper analysis, the office realized that: 1) 38% of UNICEF’s personnel did not feel comfortable discussing issues of bias and discrimination; 2) 14% said “Yes” to the question: “Have you witnessed another person being discriminated (i.e treated unfairly or arbitrarily)?”; 3) 13% said “Yes” to this question: “Have you experienced discrimination (i.e been treated unfairly or arbitrarily)?; 4) 35% did not believe that all colleagues have been given the same opportunities for career advancement in the organization.

UNICEF Viet Nam’s strategy envisions an organizational culture of zero tolerance for all forms of discrimination and commits to enhancing VCO’s culture as a healthy, ethical, inclusive, and empowering one where every staff member feel being respected and cared for and inspired to do their best for the children of Viet Nam, the office has put many efforts to address this concerned area. A practical follow up action plan was developed after “deep dive' sessions and all staff meetings. One of the items in that plan is to dedicate 2 days in October 2023 for all staff retreat with team activities focusing on the area of Diversity, Equity and Inclusion.

Objective:

The Consultant, under the guidance of the HR Officer and in close collaboration with the Chair of the UVSA, will be responsible for facilitating team-building activities on the afternoon of October 5, 2023. These activities will specifically focus on promoting Diversity, Equity, and Inclusion among more than 70 staff members from both the Hanoi and HCM offices of VCO. The event with the theme “Embrace Diversity” will be held at a location near Ha Noi city.

The objectives of the activities are as follows:

- Enhance the understanding of Diversity, Equity, and Inclusion, and their significance within the context of UNICEF.

- Encourage personal accountability among UNICEF VCO staff members to ensure a safe, respectful, and inclusive environment for everyone.

- Develop skills to foster a secure space where individuals feel comfortable expressing concerns, addressing problems, and asking questions.

By the conclusion of these activities, it is expected that each member of the UNICEF VCO staff will have achieved the following outcomes:

- Gain a comprehensive understanding of the concepts of Diversity, Equity, and Inclusion and their importance within the UNICEF framework.

- Demonstrate personal commitment to upholding the values of safety, respect, and inclusivity towards colleagues.

- Enhance the ability to create an environment that encourages open dialogue, enabling individuals to voice concerns, address challenges, and seek clarification.

Specific tasks:

1. Review documentation, such as findings of the recent Pulse surveys, VCO follow-up survey, and notes of the recent Joint Consultative Meetings, to gain an understanding of the results of the surveys.

2. Meet with Senior Management/HR, UVSA, and selected staff members to clarify unclear points and discuss the expectations.

3. Develop an agenda for the half-day staff teambuilding and skills building with a focus on Diversity, Equity, and Inclusion.

4. Facilitate the team building activity during the afternoon of the first day of the Staff Retreat with the theme “Embrace Diversity”.

5. Provide technical inputs to support the UVSA Executive Committee in developing an agenda for the gala dinner with the theme “Embrace Diversity”.

6. Be available for a period of one month following the staff retreat to provide advice to the UVSA and HR Officer on follow-up actions that arise from the teambuilding.

Work Assignments and Deliverables:

1. Review documents and meet with Senior Management/ HR, selected staff members, UVSA as necessary.

Summarized key issues from review of relevant documents and meetings with relevant VCO staff, 2 working days by 15 September 2023.

2. Develop an agenda for the half day staff teambuilding & skills building with a focus on Diversity, Equity and Inclusion.

Team building and skills building exercises developed and approved by UNICEF, 2 working days by 25 September 2023.

3. Facilitate the team building activity during the first day of the Staff Retreat.

Team building activity facilitated, 0.5 days by 5 October 2023.

4. Follow up email support for 1-month post-training as required.

Short report providing professional assessment and advice to VCO, 0.5 days by 20 October 2023.

To qualify as an advocate for every child you will have…

Education:

  • Advanced University Degree in social sciences, psychology, human rights, international development, human resources, coaching or relevant technical field.

  • A first University Degree in a relevant field combined with 3 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Knowledge/Expertise/Skills Required:

  • Advanced skills and demonstrated experience in team building, group facilitation (minimum of 8 years), especially focusing on organizational culture, diversity, equity and inclusion are required.

  • Demonstrated experience in working in a cross-cultural environment and ideally having worked in the Asia-Pacific Region.

  • Familiarity and prior experience with the UN system, or with the international development/ humanitarian/ emergency community highly desirable.

  • The ability to deliver the service with an excellent command of English, both written and oral.

  • Flexible nature and ability to adapt to changing directions/thinking that may occur during the Workshop.

Assessment criteria:

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical Qualification weight 80 points:

- Education background: 15 points

- Advanced skills and demonstrated experience in team building, group facilitation (minimum of 8 years): 25 points

- Demonstrated experience in working in a cross-cultural environment and ideally having worked in the Asia-Pacific Region; Familiarity and prior experience with the UN system, or with the international development/humanitarian/emergency community highly desirable: 10 points.

- The ability to deliver the service with an excellent command of English, both written and oral;

- Flexible nature and ability to adapt to changing directions/thinking that may occur during the Workshop; Excellent interpersonal skills: 10 points

- Methodology & plan: 20 points

b. Financial Proposal weight 25 points:

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum of 56 points (70%) in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
