Background:

UNICEF Vietnam Office (VCO) is going to organize a 2-day retreat on 13-14 October as an annual activity of team bonding and staff motivation. In the context of new staff of all staff categories joining the office recently and given the results of the pulse survey on the workplace culture, a half day in the 2-day staff retreat program in 2022 will be dedicated for team activities with a focus on the areas of Psychological safety; Appreciation and Recognition; Trust in direct supervisors.

VCO intends to hire a consultant to assist with ensuring a proper preparations and facilitation of that one half-day team building activities focusing on those three areas.

Purpose:

Under the supervision of the HR Officer and in collaboration with Chair of the Staff Association, the facilitator will design and run the retreat session in the afternoon of 13 October 2022, utilizing a creative, dynamic and entertaining approach to encourage self-reflection, openness and communication between personnel, focusing on Psychological safety; Appreciation and recognition; Trust in direct supervisors for more than 70 staff members at VCO.

At the end of the activities, each of UNICEF VCO staff are expected to be able to:

- understand the benefits of collaboration in teamwork and how to stimulate members of the team to achieve higher levels of productivity;

- sharpen skills to: 1) create safe environment for everyone to raise concerns, problems, and questions; 2) to give timely and honest appreciation and recognition to others.

Specific Tasks:

- Review documentations such as findings of the recent Pulse surveys, VCO follow-up survey, notes of the recent Joint Consultative Meetings, to gain an understanding of the results of the surveys.

- Meet with Senior Management/ HR, UVSA, selected staff members to clarify unclear points, discuss about the expectations.

- Develop an agenda for the half day staff teambuilding & skills building with a focus on the three areas: Psychological safety, Recognition and appreciation, Empowerment, Trust in direct supervisors.

- Facilitate the team building activity during the afternoon of the first day of the Staff Retreat.

- Be available for a period of one month following the staff retreat to provide advice to UVSA and HR Officer on follow-up actions that arise out of the teambuilding.

Methodology, expected deliverables and timeline:

- The Consultant will work from own premise during preparatory and follow-up periods. The actual team building day will be conducted in a venue outside the office around Hanoi in the afternoon of 13 October 2022.

- The Consultant is requested to apply participatory methods in this assignment. It is recommended for the application of any relevant and creative techniques to build an open, friendly, trusted and respectful environment for UNICEF VCO staff to express ideas, giving feedbacks and solutions.

Full payment against the completion of all the above-mentioned deliverables will be made via bank transfer after the report is submitted and accepted by UNICEF.

To qualify as an advocate for every child you will have…

- Advanced University Degree in Human Resources, People Management, Performance Management, Psychology, and Coaching and/or equivalent level of experience or training in human resource development; coaching and training;

- Advanced skills and demonstrated experience in team building, group facilitation (minimum of 8 years), especially focusing on Psychological safety; Appreciation and recognition; Trust in direct supervisors are desirable.

- Strong analytical and coaching skills, knowledge or people’s psychology, emotional intelligence.

- Demonstrated experience in working in a cross-cultural environment and ideally having worked in the Asia-Pacific Region;

- Familiarity and prior experience with the UN system, or with the international development/ humanitarian/ emergency community highly desirable;

- The ability to deliver the service with an excellent command of English, both written and oral.

- Flexible nature and ability to adapt to changing directions/thinking that may occur during the session.

- Excellent interpersonal skills.

Assessment criteria

The ratio between the technical and the financial proposal for this task is 80:20 respectively. Only those proposals that score 65 points on the technical proposal will be shortlisted.

Each technical proposal will be assessed first on its technical merits and subsequently on its price. A maximum of 80 points is allocated to the technical component and 20 points for the price component, with a maximum possible total score of 100 points.

The proposal obtaining the overall highest score after adding the scores for the technical and financial proposals is the proposal that offers best value for money and will be recommended for award of the contract. UNICEF will set up an evaluation panel composed of technical UNICEF staff.

In making the final decision, UNICEF considers both technical and financial aspects. The evaluation panel first reviews the technical aspect of the offer, followed by the review of the financial offer of the technically compliant vendors.

The proposals will be evaluated against the following two elements:

a) Technical proposal (max. 80 points)

1. Qualification: knowledge, skills and working experience: 65

- Advanced skills and demonstrated experience in team building, group facilitation (minimum of 8 years): 20 points.

- Demonstrated experience in working in a cross-cultural environment and ideally having worked in the Asia-Pacific Region; Familiarity and prior experience with the UN system, or with the international development/humanitarian/emergency community highly desirable: 10 points.

- The ability to deliver the service with an excellent command of English, both written and oral; Flexible nature and ability to adapt to changing directions/thinking that may occur during the Workshop; Excellent interpersonal skills: 10 points.

2. Methodology, workplan: 15 points.

b) Financial Proposal (max. 20 points)

The Financial Proposal should be broken down for each component of the proposed work.

All prices/rates quoted must be exclusive of all taxes as UNICEF is a tax-exempt organization.

- Financial Proposals must be submitted separately to Technical Proposals.

- The total amount of points allocated for the price component is 20. (The maximum number of points will be allotted to the lowest price proposal of the technically qualified proposals).

- UNICEF will award the contract to the vendor whose response is of high quality and meets the specific objectives.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview if needed.

- Separate Financial proposal: All-inclusive lump-sum cost including consultancy fee, travel and accommodation cost for this assignment as per work assignment:

+ Consultancy daily fee;

+ International travel to/from Viet Nam (if applicable). The travel cost shall be based on the most direct and economy fare.

+ In-country travel for xx days, per-diem to cover lodging, meals and any other cost associated to take over the full assignment.

+ Medical insurance (health and accidental death, medical evacuation) for the entire duration of the contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
