Background:

UNICEF’s Eastern and Southern Africa Regional Office will be hosting an in-person Regional Human Resources Network Meeting (HRNM) with mostly the leads of Human Resources and Operations Managers from the 21 countries in the region attending from 20 to 23 September 2022. The HRNM is typically held every 2 years to bring together colleagues from Human Resources Sections across the region to review trends, discuss emerging issues, share experiences and lessons, and agree on ways to improve the quality of human resources support across the region. The previous HRNM was last held in May 2019. Unfortunately, no HRNM was held in 2021 due to the COVID-19 restrictions. With the easing of the COVID-19 restrictions, management approval was obtained to organise face to face meeting during the month of September in Nairobi, Kenya.

The estimated number of the meeting participants will be between 30 and 40, as each office is expected to provide at least one participant whilst some large offices will provide 2-3 participants. Additionally, there will be a few guest presenters from UNICEF Division of Human Resources (DHR) and Global Shared Services Centre (GSSC). To enable additional colleagues from ESAR country offices to participate in aspects of the HRNM, the meeting will also include a hybrid aspect, with some sessions being broadcast online through Teams. It is also possible that one or two speakers may also join the meeting virtually.

While various senior ESAR HR colleagues will be engaged in organizing and leading individual sessions during the meeting, the team requires an overarching facilitator to ensure the meeting flows smoothly and according to time, transitions effectively between sessions, incorporates meaningful team-building activities, and effectively engages in-person and virtual participants.

Scope of Work

  1. Goal and Objective:

Under the supervision of the Human Resources Manager, the Facilitator will facilitate an effective 2022 Regional Human Resources Network Meeting. The goals of this meeting include:

(a) Facilitating networking and team building among the 21 country offices and regional office.

(b) Sharing and discussing global and regional human resources developments, recurring issues, priorities and guidance.

2. Activities and Tasks:

The consultant is expected to provide high-quality facilitation of the HRNM. Specifically, he/she will

(a) Participate in planning meetings to finalize the meeting agenda, activities, and logistics prior to the HRNM.

(b) Prepare a facilitation plan for the HRNM, as per the prescribed agenda.

(c) As part of the facilitation plan, develop and introduce and close out the meeting days and individual sessions.

(d) Ensure the meeting sessions flow and stay within their prescribed time.

(e) Facilitate plenary discussions, panels, small group discussions, and other interactive activities during the sessions.

(f) Involve virtual participants as appropriate in the sessions.

(g) Develop and lead icebreakers, energizers, and other team-building activities.

(h) Conduct a brief evaluation and prepare a short report documenting the evaluation results.

3. Work relationships:

The consultant will report to the ESARO Human Resources Manager and is expected to work closely with the meeting’s session leads in preparing the facilitation plan.

Performance indicators include:

  • Facilitation plan details the specific methods/activities that the facilitator will use for each session, transitions between sessions, and team building/icebreaker/energizer activities.
  • >80% of meeting participants rate the facilitation as good or great in evaluation

To qualify as an advocate for every child you will have…

  • Advanced degree in a relevant discipline, ideally in organizational development and/or communications.
  • At least five (5) years’ work experience in facilitating and coordinating events, including regional meetings /workshops.
  • Strong analytical, conceptual thinking and problem-solving skills.
  • Full working knowledge of online and interactive meeting technology (e.g., Zoom, MS-Teams, Mentimeter, Slido, etc.)
  • Previous working experience with UN and/or international organization desirable
  • Demonstrated ability to work in a multicultural environment and establish effective work relationships.
  • Flexible and able to respond to and accommodate change easily.
  • Administrative skills and self-motivated with the ability to set priorities and manage multiple tasks under minimal supervision in effective and efficient manner.
  • Experience of working independently and remotely.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
