TOR/2020/39 - Programme Management Support to Child protection Programme

Background & Purpose:

The main mission of UNICEF is to promote the rights of every child everywhere. More specifically UNICEF's programmes promote equity and target the children and families who are most disadvantaged and excluded. UNICEF Maldives Country Office works with government and civil society organisations to ensure that the child rights and the mandate as outlined in the Convention on the Rights of the Child is fulfilled and contributes towards the state's development programmes.

Child Protection is one four key programme areas of the current UNICEF Maldives country programme cycle 2016-2021. The most critical child protection issues include violence and abuse of children, drug use among children and adolescents and children in conflict with the law. There is growing evidence that several children involved in criminal behaviour were first in contact with the system after themselves having experienced violence. The 2019 media report from Juvenile Justice Unit indicates that 44% of cases of juvenile offenders reported were school dropouts.

UNICEF is one of the Government's key partners in the response to the COVID-19 pandemic and has been providing critical and life-saving support in all areas affecting children, including in social service and social work. While the COVID-19 emergency increased the demands on the social service sector, staff were constrained due to movement restrictions during the lockdown and risks of infections.

With the increased demand from the partners and the increased programming need to respond effectively and efficiently to the needs of vulnerable children and ensure no child is left behind, the UNICEF child protection team is in need of additional human resources capacity to manage the workload.

Purpose of the Assignment:

The main objective of the consultancy is to support the Child Protection team to ensure child rights are not violated during and post the COVID-19 pandemic emergency response and implement inclusive and equity-focused child protection in emergency programmes, including development, implementation, programme progress monitoring evaluating and reporting.

Duty station: Male', Maldives.

Travel: Travel to the field is expected when the situation improves.

Supervisor: Child Protection Programme Specialist, UNICEF MCO.

Major tasks:

The child protection consultant will provide support in the following areas:

  1. Provide technical inputs to partnership development discussion with Government and CSOs as well as development of partnership agreements;
  2. Ensure monthly monitoring and analysis of child protection indicators is completed in a timely and quality manner by collecting the required data from relevant partners. Provide solutions to barriers and bottlenecks in implementation where needed;
  3. Ensure cross-sectoral issues such as disability, gender, equity, are well integrated in all programme interventions;
  4. Support evidence products and knowledge management for the child protection programme, including support to studies, research, rapid assessments, communication materials, and documentation of lessons learnt;
  5. Assist in donor and UNICEF internal reporting requirements, and in the preparation of the required reports.

Estimated duration of contract and deadline for submission of end-product: The total consultancy is estimated to be extended over 11.5 months.

Qualifications or specialized knowledge and/or experience required:

Academic qualifications:

  • A university degree in social work, psychology, sociology, human rights or any other relevant social sciences field.

Knowledge, skills and experience:

  • At least 5 years of professional experience in programme management in the social sector or 2 years working experience in the areas of child protection programming.

Personal competencies:

  • Ability to keep to tight timelines.
  • Strong drive for results.
  • Highly developed communication, networking and interpersonal relations.
  • Working with teams of diverse capacities.

Language competencies:

  • Proficiency in written and spoken English and Dhivehi.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
