Purpose of Activity/Assignment:

UNICEF and the department of Special Needs at the Ministry of Education are starting a pilot project focused on 12 integrated schools (i.e. schools equipped to welcome children living with disabilities, chosen based on geographical location and needs for teacher training) with the aim of improving the inclusiveness of these schools. Teacher training is part of this project.

The teacher training is part of this inclusive education pilot project which discussions started with the special needs department in the April. The pilot will be used as an assessment phase in preparation for the planning of activities for 2023. The MoE chose 12 ‘indimaj’ (integrated) schools, which are the schools at the municipality level where children with disabilities are directed when they are assessed by the ‘diagnostic committees’. These are also the only schools that have teachers with formal training in dealing with children with special needs. For these pilots, the criteria used to choose the schools were the high number of children with special needs in the area, the presence of some special needs teachers, and some degree of accessibility already in place. The training is a core activity that will allow UNICEF to get an insight into these schools that are already designated to host children with disabilities.

UNICEF is therefore seeking a consultant who can conduct a training to around 145 teachers of the selected schools on inclusive education. The training opportunity will also be used to collect challenges that teachers face and, through discussions with teachers and other key stakeholders, consolidate recommendations for longer-term teacher professional development on inclusive education in Libya.

How can you make a difference?

Scope of Work:

Four trainings will be conducted for the selected teachers, two in Tripoli and two in Benghazi. The structure and content of the training will be the same. The training is expected to last eight days; however, candidates can propose slightly different structures.

The training’s main aims are as follows:

  1. Equip teachers with knowledge about general teaching pedagogy and inclusive education.
  2. Understand the pedagogical practices currently used in the integrated schools to develop a long-term teacher professional development plan focusing on inclusive education.
  3. At the end of the training, one day is allocated for a final workshop with teachers and other relevant stakeholders (social workers, MoE, organizations of persons with disabilities, etc.) to discuss current challenges with inclusion in Libyan schools.

Develop and conduct a training on inclusive education for 145 teachers from 12 integrated schools, including:

  • Pre-training test to understand teachers’ training needs
  • Strategy that the consultant will use to highlight current teaching practices through discussions with teachers
  • Final training report including a post-training test as well as teachers
  • Facilitate an action planning session with all the workshop participants reflecting both short -term and long-term actions for the school, municipality and MoE.
  • Recommendations for future teacher development programs
  • Recommendations on actions to improve inclusiveness of Libyan schools

Training modules are prepared, approved by UNICEF and delivered to the 145 teachers during two trainings in Tripoli and two Benghazi.

Customized implementable action plans developed for each school engaged in the training.

Final report with learning data and recommendations on teacher professional development and implementation of the inclusive education strategy.

10 September – 30 October 2022

100% payment upon delivery of training and submission of the final report.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Education or related field
  • Advance Knowledge of pedagogy and Inclusive Education.
  • Excellent skills in conducting teacher training on issues related to inclusive education.
  • Skills in developing strategies in relation to inclusive education.
  • Ability to conduct the training in Arabic is essential to the role.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
