Background Information – The Sanitation and Hygiene Fund (SHF) Operational since July 2021, SHF is a new and innovative Fund dedicated to achieving access to adequate and equitable sanitation and hygiene for all, paying special attention to the needs of women and girls and those in vulnerable situations.

The SHF mission is to catalyze vital investment into global sanitation and hygiene services to contribute to the world’s commitment that everyone will have access to adequate and equitable sanitation and hygiene with the specific needs of women and girls, including menstrual health and hygiene (MHH), accounted for. Our presence is critical because global progress on achieving safe sanitation and hygiene is lagging due to insufficient finance and there is an urgent need to create more opportunities for further public and private investment into the sector.

The SHF is utilizing innovative financial approaches to catalyze national sanitation economies. By doing this the SHF supports countries to increase the number of individuals with inclusive and sustainable access to improved sanitation, hygiene and Menstrual Health Hygiene(MHH), by, a) Increasing the volume of investments in the sanitation economy and b) Realizing the full value of national sanitation economies; delivering inclusive and sustainable goods, services and jobs.

Impact and sustainability For catalytic financing to be realized, capability in impact and sustainability metrics is critical. Beyond Sustainable Development Goal (SDG) related monitoring and evaluation, impact and sustainability metrics will be used to assess the social, environmental, and economic effects of investable propositions, organizations and projects. These metrics will help evaluate performance, track progress, and identify areas for improvement in terms of sustainability and positive impact. In the context of our objectives, consideration will be given to climate and environmental metrics (e.g. carbon footprint and greenhouse gas emissions associated with the sanitation value chain in rapidly growing cities in low- and middle-income countries, waste to value and waste to energy); social metrics (diversity and inclusion, women’s empowerment, and safe working environments); and economic metrics (revenue and profitability, cost efficiency, job creation, women’s economic power and economic value added).

Role of the Impact Measurement Advisor SHF is looking for a mission-oriented, collaborative, open minded and agile professional who is knowledgeable and passionate about impact solutions and the contribution that catalytic investment can make to social, economic and environmental sustainability.

Reporting to the Deputy Executive Director, SHF, and working in close collaboration with country, business development and investment focused colleagues, the postholder will develop, refine and apply metrics to further SHFs contribution to the growth of sanitation and hygiene economies and the menstrual hygiene marketplace in low and middle income countries. The postholder will also provide technical leadership and quality assurance for SHFs evolving M&E Framework/Strategy and results-based M&E system, ensuring integration of impact and sustainability metrics as appropriate. Further, the postholder will lead SHFs work on assisting stakeholders to understand the expectations (return on investment/social impact) of a new generation of investors seeking viable propositions in low and middle income countries.

Functional Responsibilities

Impact and sustainability

  • Lead and manage the process of developing SHF’s impact strategy, including definition of specific impact performance objectives for SHF and other investors (impact investors, financiers, etc.) investment portfolio.
  • Lead the design of impact metrics and frameworks tailored to measure a) the readiness of an initiative to be a viable proposition for investment through innovative financing; and b) the outcomes of such investments
  • Assess and comment on the feasibility and potential impact of pipeline/viable propositions resulting from SHF activities, considering the likely levels/type of impact investors might expect to see
  • Working with colleagues, conduct cost-benefit analyses and assess the scalability and sustainability of different innovative financing models and opportunities
  • Provide advice to senior leadership and other colleagues to ensure that impact and sustainability is fully linked to programmatic decisions and funding
  • Provide technical advice to the colleagues working on country engagement, grant monitoring and results management, catalytic financing and sanitation economies and menstrual hygiene marketplace development
  • Provide technical contribution to the articulation of new strategies for subsequent SHF strategic periods.
  • Drive the development of SHF’s impact measurement practices and sectoral and thematic research questions to inform continuous improvement in SHF ability to make impact-first investment decisions.
  • Contribute to timely preparation and submission of technical and financial reports for management, governance and donors’ decision making processes.

Risk, Monitoring and Evaluation

Risk and quality management

  • Working closely with the Country Portfolio Team, Identify and maintain impact and results related programmatic and financial risks and issues, maintain registers and take mitigating actions, elevating within SHF as necessary.
  • Undertake a quality assurance role for routine country grant monitoring and results monitoring for SHF funded proof of concept projects in market based approaches to sanitation, hygiene and menstrual health and hygiene, ensuring quality data collection, aggregation and reporting

Monitoring

  • Provide technical leadership for the ongoing refinement of the SHF M&E Framework/Strategy and results-based M&E system, ensuring integration of impact and sustainability metrics/ Key Performance Indicators (KPIs) as appropriate
  • Advise on SHF data analysis systems making recommendations to the Country Fund Portfolio Manager
  • Lead the management and analysis of both quantitative and qualitative impact information; implement a central database/platform for SHF’s impact data.
  • Develop and refine analytical frameworks and models of impact analysis to enhance SHFs due diligence, investment decision-making, contract management, and post-investment monitoring.

Evaluation

  • Commission and oversee outcome surveys, independent evaluations, and studies to inform the impact, results and sustainability learning agenda and subsequent investment cases.
  • Manage independent evaluations and related work for/with donors
  • Contribute to UNOPS / SHF audit related activities as required

Planning, reporting and management

  • Provide a holistic view of impact, sustainability and performance data to senior management and governance bodies through appropriate reporting, disaggregation and data visualizations
  • Provide inputs into corporate/donor reporting, and ensure consistency of impact, sustainability and performance data and information presented across reports.
  • Play a lead contributor role to SHF’s annual report, including leading the data collection and analysis
  • Contribute to procurement planning, draft technical TORS and manage any subsequent contracts (services or personnel) to UNOPS standards, ensuring value for money and accountability

Outreach, dialogue and positioning

  • Perform outreach activities and establish and maintain technical relationships with a variety of internal and external colleagues and stakeholders, including governments and investors
  • Interact with thought leaders in the field of impact and sustainability to position SHF as a lead in the field related to sanitation, hygiene and menstrual health and hygiene
  • Represent SHF at selected meetings or events, online and face to face
  • Contribute to strategies and activities to communicate SHFs approach to impact and sustainability
  • Undertake international and regional travel missions as required

Education/Experience/Language requirements

Education: - Master’s degree preferably in economics, development economics, statistics, social / financial impact, international development or another relevant social science discipline. - A bachelor's degree in economics, development economics, statistics, social / financial impact, international development, another relevant social science discipline with a combination of two additional years of relevant experience may be accepted in lieu of the master's degree.

Experience:- Minimum of seven (7) years of relevant professional and technical experience in social, political or economic issues related to impact in low and middle income countries and/or emerging markets is required. - Out of the seven ( 7) years, three ( 3) years of relevant work experience in monitoring and evaluation in low and middle income countries is desirable. - Ability to think broadly about results measurement and its value to the private sector coupled with knowledge of leading international standards for private sector development impact assessment is desired - Demonstrated technical expertise the application of impact metrics in a development / catalytic financing context is desired. - Demonstrated knowledge of women’s empowerment, gender, climate and/or innovative financing is desirable. - Experience working in a UN agency, MDB or DFI is desirable.

Language Requirements: - Fluency in written and oral English is required. - Knowledge of another official UNOPS language, particularly French is an asset
