The ICT Specialist-IUNV is responsible for assisting and implementing ICT policies and standards established by the HQ; providing ICT and administrative support services to the UNFPA Country Office; and providing daily technical support to users of information management tools and technology infrastructure. The ICT Specialist will work in close collaboration with Senior Management, Operations and Programme teams based in Kabul and in Area Offices. The ICT Specialist is also expected to interact with UNFPA Regional Office and Headquarters.

Within the delegated authority and under the supervision of International Operations Manager, the UN Volunteer International UNV Specialist in ICT will:

• Provide technical support in information, Communication & technology to UNFPA staff of Afghanistan CO • Performs specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs. • Supports users in backing up and restoring their files, as well as in virus detection, removal and prevention. • Follow up on the installation of the UNFPA computers and peripherals for Afghanistan CO • Provides technical support in presentations\workshops of Afghanistan CO • Assists in requests related to the telephony system for Afghanistan CO • Assist in the day-to-day troubleshooting and test operations in UNFPA Afghanistan office premises on Information, Communication & Technology. • Assist in the completion of the CO office Disaster Recovery Plan and ICT automation plan • Assists in organizing the data on the shared drives. Ensure that the information is not duplicated • If required, provide technical support in the management of CO website. • Follow up and ensure all backup processes for the CO are done daily. • Follow up on the Business Continuity Plan vital records folders on the shared drives. • Provide support and assist CO in regard to ICT related requests (Etisalat, Afghanistan Telecom & ICT small procurements) for office premises. • Act as a backup on technical support issues when the LAN Manager is on mission\Leave • Assists in the installation of commercial and in-house developed software and related Upgrades. • Assists in upgrading patch and anti-virus Software for Afghanistan CO on a timely basis. • Monitors the file server traffic, usage and performance on a frequent and regular basis. • Perform any other duties as required within the same capacity.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

As an active UNFPA Afghanistan CO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA Afghanistan CO and its beneficiaries in the accomplishment of her/his functions, including:

• Implementation of ICT management systems and strategies assisted • CO hardware and software packages function effectively • Networks administration in office premises supported • Provision of administrative support in office premises ensured • knowledge building and knowledge sharing facilitated • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• Knowledge of Windows-based packages/applications is an asset. • Good knowledge of installation of hardware and software in a windows network environment is required. • Knowledge of windows server 2008 operating systems and network and PC/LAN operating systems, PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems and ERP is a requirement. • Managing and administering CMS Portals is an asset. • Relevant Experience in UN is desirable.

Security:

The security situation remains volatile, though the number of security incidents has reduced significantly since the takeover of the country by Taliban in mid-August, there are still a number of security incidents that have taken place throughout the country, including Kabul. Security incidents attributable to the criminal activities are on rise. Based on the UN assessment, the present and projected risk is high throughout the country. However, PC1 and PC2 level activities are allowed in the regions. As the security level in the country remains high, it requires strict compliance with the sustained recommendations issued by UNDSS. Every UN Personnel is responsible for receiving security clearance through the TRIP system prior to the travel at (dss.un.org). Training: BSAFE and SSAFE are mandatory, the latter required for posting exceeding 90 days and to be done within 30 days of arrival. If assignment less than 90 days travel to designated field locations only by air without the SSAFE. The UN premises receive a relatively robust 24/7 security protection. The premises host the offices for national and international staff and accommodation for only international staff. The use of armored vehicles for transportation is mandatory for activities outside the UN premises to ensure better protection.

Health: Current situation of the country’s public health services is not fully functional and reliable. UN Joint Medical Service (JMS) provides basic health services to UN personnel through its clinic in UNOCA compound and Medical Emergency Response Teams (MERT) in the field duty stations. There is also an Intensive Care Unit with 4 beds in the UNOCA compound to stabilize COVID-19 related complications before evacuations from the country.

Accommodation: UN personnel are accommodated in the UN guesthouses within the UN compounds only. No commercial rent of accommodations are allowed. Guesthouse rooms are equipped with kitchen and basic appliances and utensils.

Groceries: There are 2 supermarkets in UNOCA compound with a wide variety of products and shopping is easy at both the main supermarket and the smaller one. The latter sells fresh produce and is considered to be cheaper than the larger market. There is a gift shop in the compound that sells local art crafts, including carpets and furniture for those interested. Occasionally, bazaars are organized in the compound and many sellers from the city come to display their products (carpets, jewelry, coats).

Internet connectivity: Internet connectivity in the UNFPA guesthouse is relatively stable. There are however local internet providers inside the compound that offer competitive packages. Staff are allowed to purchase their own internet system.

Meals: There are few places where UN personnel can dine, including Social Center (lunch and dinner), Pizza Cafe (Ciano) lunch, Cafe (Rebel) breakfast and lunch until 5 pm, UNOPS Cafe (lunch), Local Cafeteria (lunch), Bakery until 5 pm.
